Kika Scott, Acting Deputy Director, U.S. Citizenship and Immigration Services


Experience and Achievements

Kika Scott has been appointed as the acting USCIS deputy director. She began this role on Jan. 20, 2025. Previously, Scott served as the chief financial officer in the Office of the Chief Financial Officer since May 27, 2019.
 

Most recently, Scott served as the deputy chief financial officer for USCIS. She was responsible for providing executive oversight of financial management, financial systems, budget, accounting, program analysis and evaluation, internal controls, cash management, credit and debt management policies, standards and compliance guidelines, and corrective actions relating to audit recommendations.
 

Before that, she was the budget officer and director of the Office of Budget and Program Performance (OBPP) for Immigration and Customs Enforcement (ICE). As the director of OBPP, she was responsible for managing over $6 billion in ICE resources. She oversaw the use of resources, supporting ICE’s law enforcement, legal, and mission support operations. In addition, she improved how her office’s resources aligned with mission operations by introducing such workplace strategies as workforce planning, performance assessment, mission analytics, and investment prioritization tools.
 

Before working for ICE, she worked at the National Center for Health Statistics under Health and Human Services from 2000 to 2006.

Education

Scott holds a Bachelor of Science in computer science from the University of Maryland and a Master’s in Business Administration in finance. She also holds a Master’s in Management from Johns Hopkins University.

Jennifer Higgins is the new acting USCIS director

Jennifer B Higgins has been appointed as the acting USCIS director on Jan 20, 2025. Previously, she has served the role of USCIS deputy director since Jan 31, 2022.
Prior to this appointment, she served in a variety of leadership positions during her more than two decades of federal service, including serving as the acting chief of staff at DHS since September 2021 and the associate director for the Refugee, Asylum and International Operations Directorate (RAIO) from January 2017 to 2021.
Holding a master’s degree in comparative politics, Higgins has been the recipient of several awards during her federal career that began in 1999.
The US Citizenship and Immigration Services (USCIS) manages immigration benefits in the United States.
This includes processing applications for visas, citizenship, asylum, and more. USCIS also issues employment authorization documents (EADs).
In February 2022, USCIS had unveiled its new mission statement terming America as a ‘Nation of welcome and possibility’ for immigrants. The new mission statement was a stark contrast to the step taken by the Trump administration, which in February 2018, had deleted the reference to America being a ‘nation of immigrants’ from its mission statement.
Last Sept, USCIS also ushered in a new logo, which features The Statue of Liberty, with the inscription – Upholding America’s Promise. The earlier logo was the American seal depicting the bald eagle.
Immigration experts believe the Trump administration is likely to change the mission statement again to reflect its stand on immigration.

Veteran agent named as acting FBI director pending Senate confirmation of Trump’s pick for post


WASHINGTON (AP) — The White House on Monday named a veteran agent to serve as acting FBI director after the official who’d been expected to run the bureau on an interim basis following the departure of Christopher Wray retired after nearly 30 years.

Brian Driscoll was tapped to lead the FBI pending the Senate confirmation of Kash Patel, who is President Donald Trump’s pick for director. The move came hours after Paul Abbate, who served for the last four years as Wray’s deputy and had been in line to serve as acting director, told colleagues in an email that he was retiring.

“When the Director asked me to stay on past my mandatory date for a brief time, I did so to help ensure continuity and the best transition for the FBI. Now, with new leadership inbound, after nearly four years in the deputy role, I am departing the FBI today,” Abbate wrote in the email, which was obtained by The Associated Press.

Abbate’s abrupt departure after a 28-year FBI career creates additional transition for a law enforcement agency that had already been preparing for upheaval in the event Patel is confirmed. A Trump loyalist, Patel has repeatedly criticized FBI leadership and decision-making and has alarmed Democrats with statements that suggest he would be willing to use the FBI to exact retribution on Trump adversaries.

Abbate’s email did not identify who might succeed him, but the White House included Driscoll on a list of officials being tapped to lead agencies on an acting basis. Driscoll was named by Wray last week as special agent in charge of the Newark field office and before that had served as commander of the FBI’s Hostage Rescue Team.

“We will work closely with the current FBI leadership team and the transition team at the Department of Justice to serve as a bridge between the FBI’s previous permanent leadership team and the next one,” Driscoll wrote in an email to colleagues. “In the meantime, our goal is to keep the focus on the Bureau’s essential work, those we do the work with, and those we do the work for — the American people.”

He said Robert Kissane, a top counterterrorism official in the New York office, will serve as acting deputy director.

Wray’s final day was Sunday, making Abbate acting director, though he only stayed in the role for a day.

Abbate held a variety of leadership roles in his nearly three-decade career at the FBI, including head of the bureau’s Detroit and Washington field offices and executive assistant director for the criminal, cyber, response and services branch. He was named deputy director, the No. 2 position responsible for the FBI’s investigative activities, in 2021.

“As you move forward, continue to stay true to our core values, be there for our partners, and take care of those who serve alongside you. Thank you for your service,” Abbate wrote.

The acting director of the Federal Bureau of Investigation, Paul Abbate, reportedly retired just minutes before Donald Trump was sworn in as the 47th president.

Former FBI Director Christopher Wray announced on Dec. 11 that he would step down from the bureau before Trump took office, and Wray’s resignation went into effect Sunday.

Abbate, who took the helm from Wray, stepped down from the bureau just a day later, the New York Times reported.

His departure took effect at noon ET Monday, around the same time Trump was slated to take his oath of office at the U.S. Capitol. It was not immediately clear who will replace Abbate as acting FBI director.

“When the director asked me to stay on past my mandatory date for a brief time, I did so to help ensure continuity and the best transition for the F.B.I. Now, with new leadership inbound, after nearly four years in the deputy role, I am departing the F.B.I.,” Abbate wrote in an internal email on Monday, according to the New York Times. “I have complete confidence in you and in your ability as a team to continue to carry out our mission of protecting the American people and upholding the Constitution.”

Wray selected Abbate as deputy FBI director in 2021 and extended his length of service. At 57, Abbate is the mandatory retirement age for some FBI agents, according to the New York Times.

Abbate’s email did not say who would replace him atop the bureau during the interim. Following the inauguration, the White House posted a list of acting leaders that said Brian Driscoll will serve as head of the FBI until the position is filled.

SEC Now Has New Acting Chairman


Republican SEC Commissioner Mark Uyeda has been selected as the agency’s new acting chairman. 

This comes after Chair Gary Gensler, who spearheaded the agency back in 2021, ended his term earlier today. 

“Congratulations to our new Acting Chairman Mark Uyeda,” Hester Peirce, another Republican commissioner, said on social media. 

As reported by U.Today, Paul Atkins, CEO of Patomak Global Partners, was appointed to replace Gensler last year. However, Atkins is yet to be confirmed by the Senate. 

Notably, Uyeda was briefly seen as the frontrunner for the top job in early November. 

The commissioner has been a vocal critic of the SEC’s “regulation through enforcement” approach that was adopted by the Gensler administration. During one of his interviews, he described it as a “disaster” for the crypto industry. 

In December, Uyeda predicted eased cryptocurrency enforcement and greater clarity. 

Recently, Reuters reported that the Republican majority was considering freezing or even dropping some non-fraud cryptocurrency cases.

Meanwhile, CFTC Commissioner Caroline Pham has been picked to serve as the agency’s acting chair, according to a recent report by Bloomberg. 

Pham has been a proponent of creating clear regulatory policies for the cryptocurrency industry, suggesting “regulatory sandboxes” for fledgling crypto companies. 

It remains to be seen who will become the agency’s permanent chair. Pham is one of the top candidates for that job.  

As reported by U.Today, Brian Quintenz, the head of crypto policy at venture capital giant Andreessen Horowitz, has also emerged among the frontrunners to spearhead the agency.

Paul Abbate Retires as F.B.I. Acting Director After Wray Departs


The F.B.I.’s acting director abruptly retired on Monday as the bureau faces a potentially tumultuous leadership change under the Trump administration.

The move left unclear who would take over once the departure of the acting director, Paul Abbate, took effect at noon. His exit is unusual given that the acting director typically remains in place until a new director is confirmed by the Senate to ensure stability at the highest ranks of the bureau.

Mr. Abbate took command of the bureau on Sunday after Christopher A. Wray, the previous director, announced last month that he would step down before the inauguration. President Trump appointed Mr. Wray in 2017 but publicly attacked him and the F.B.I., which repeatedly investigated him.

In a rare move, Mr. Wray extended the service of Mr. Abbate, who is 57, the mandatory retirement age of certain F.B.I. agents.

In an email to senior F.B.I. officials, Mr. Abbate wrote: “When the director asked me to stay on past my mandatory date for a brief time, I did so to help ensure continuity and the best transition for the F.B.I. Now, with new leadership inbound, after nearly four years in the deputy role, I am departing the F.B.I.”

He added, “I have complete confidence in you and in your ability as a team to continue to carry out our mission of protecting the American people and upholding the Constitution.”

The F.B.I. declined to comment.

Mr. Abbate was named deputy director in February 2021, and Mr. Wray has said it was one of the best decisions he made during his time at the bureau. As deputy, Mr. Abbate oversaw all of the F.B.I.’s domestic and international investigative and intelligence activities and operations. The bureau has about 38,000 employees with agents stationed around the world and other U.S. agencies.

Mr. Trump has said he will nominate Kash Patel, 44, to be the bureau’s next director, but his confirmation hearing has not been scheduled yet.

Mr. Patel worked as a prosecutor at the Justice Department’s national security division from 2014 to 2017 and is expected to face bruising questions about his qualifications. He lacks the experience of previous directors, but his unwavering loyalty to Mr. Trump has catapulted him to consideration for the F.B.I.’s top job.

He has portrayed law enforcement agencies as part of an inept and politicized “deep state,” and he has fiercely criticized the agency and Justice Department over a court-authorized warrant to search for classified documents at Mar-a-Lago, Mr. Trump’s private club and residence in Florida.

In his 2023 book, “Government Gangsters,” Mr. Patel published an extensive enemies list that includes a current F.B.I. agent and an analyst. Mr. Wray also made the list, but Mr. Abbate did not appear on it.

Still, Mr. Patel wrote in his book that the president must “fire the top ranks of the F.B.I.”

Former and current F.B.I. officials are concerned about the drastic changes Mr. Patel has promised at a time that Mr. Wray has said the country faces a serious increase in threats, including from terrorism or from countries like China.

For Mr. Wray, the decision to resign was not an easy one. Last month, he explained to F.B.I. employees why he made the choice, rather than finish out his 10-year term in 2027.

“After weeks of careful thought, I’ve decided the right thing for the bureau is for me to serve until the end of the current administration in January and then step down,” he said. He added that “in my view, this is the best way to avoid dragging the bureau deeper into the fray, while reinforcing the values and principles that are so important to how we do our work.”
