    The Office of Management and Budget has rescinded its call for a pause on federal assistance, according to the agency’s memo shared by Democracy Forward, which led a legal challenge over the effort. But the White House said that only the original memo calling for the freeze had been rescinded.

    The new memo says the heads of executive departments and agencies should contact their general counsels “if you have questions about implementing the President’s Executive Orders.”

    “Facing legal pressure from our clients and in the wake of a federal judge ruling in our case last evening, the Trump-Vance administration has abandoned OMB’s ordered federal funding freeze,” Democracy Forward said in a statement. “We are proud of our courageous clients — who represent communities across the nation — for going to court to stop the administration’s unlawful actions.”

    But Caroline Leavitt, the White House spokeswoman, told reporters that the move simply meant a recession of the memo.

    She said efforts to “end the egregious waste of federal funding” will continue. She said the OMB memo has been rescinded “to end any confusion on federal policy created by the court ruling and the dishonest media coverage.” The administration expects that rescinding the memo will end the court case against it.

    After widespread confusion from the initially very broad memo calling for a halt in federal assistance, pending review, the White House tried Tuesday to further clarify which programs would not be affected, later specifying that it would not impact Medicaid and SNAP programs, for example.

    This latest statement from the White House is likely to add to the confusion rather than clarify it.

    Wednesday’s developments follow a federal judge’s order Tuesday that temporarily blocked the effort to pause federal payments for grants and other programs.

    Under the original OMB memo obtained by NPR, a temporary pause in funding was set to take effect Tuesday evening, but a senior administration official said that the pause could be as short as a day if an agency determines its programs are in compliance.

    The official said the directive should not be interpreted as a full funding freeze. The official, who was not authorized to publicly discuss the internal memo, said that agencies are supposed to review their grants, loans and programs to ensure that they align with the new administration’s priorities.

    Administration officials have insisted that the impacts are misunderstood, but the actual text of the memo is far-reaching and the follow-up guidance has been vague. On Tuesday afternoon, the White House issued a fact sheet that said “the pause does not apply across-the-board” and that “any program that provides direct benefits to Americans” — like Social Security, Medicare and food stamps — “is explicitly excluded.”

    The spending memo quickly drew legal challenges on Tuesday.

    The nonprofit organizations that won the temporary stay Tuesday had claimed in their filing that the memo “fails to explain the source of OMB’s purported legal authority to gut every grant program in the federal government.” The groups also said that the memo failed to consider the interests of grant recipients, “including those to whom money had already been promised.”

    Shortly after the decision by the federal Judge Tuesday, a group of attorneys general from 22 states and the District of Columbia filed a separate challenge in federal court.

    Congressional reaction

    The order provided an early litmus test for just how willing Congressional Republicans would be to cede their power of the purse in deference to the leader of their party – even temporarily.

    The order came late Monday night, as House Republicans were gathered at an annual conference in Trump’s backyard at his Doral golf course and resort.

    And, by and large, most Congressional Republicans who spoke about the memo said it was a means to an end to implement Trump’s agenda, which is his prerogative.

    House Speaker Mike Johnson called it “an application of common sense,” and said it would “be harmless in the end.”

    At least one person at the retreat, Rep. Don Bacon, R-Neb., said a heads up would have been helpful.

    “How are we supposed to defend [it] if we don’t know what’s coming out and what it really means? And I’ve got constituents calling so it’s just part of life,” he said.

    Back on Capitol Hill, North Dakota Sen. Kevin Cramer acknowledged the move questions the authority of Congress, but said he wasn’t concerned.

    “[Trump’s] testing his own authority,” Cramer told reporters Tuesday afternoon. “He’s getting some guidance that presidents have more authority than they’d traditionally used.”

    Cramer said he supports a pause to reevaluate spending, although he said the move will likely face legal challenges and called the decision a “major test of separation of powers.”

     Idaho Sen. Jim Risch put it more bluntly.

    “For all of you who haven’t noticed, this is a different day in Washington, D.C.,” he told reporters Tuesday.

  • ‘Suits LA’ Adds Brian Baumgartner, Patton Oswalt, Enrico Colantoni


    Suits LA” has added three new guest stars.

    Variety has learned exclusively that Patton Oswalt, Brian Baumgartner, and Enrico Colantoni are all set to appear in the first season of the NBC legal drama. All three will play a version of themselves.

    The trio join previously announced guest stars like Maggie Grace, Matt Letscher, Sofia Pernas, and Carson A. Egan. The main cast of “Suits LA” includes Stephen Amell, Lex Scott Davis, Josh McDermitt, and Bryan Greenberg. It was also reported that “Suits” star Gabriel Macht will appear in a multi-episode arc of “Suits LA” as well.

    The roles mark returns to NBC for Oswalt, Baumgartner, and Colantoni, as all three have previously starred in NBC comedies — “AP Bio” for Oswalt, “The Office” for Baumgartner, and “Just Shoot Me” for Colantoni.

    Oswalt is a highly-accomplished stand up comedian who won the Emmy for best writing for a variety special in 2016 for his comedy special “Talking for Clapping.” He has been nominated two more times in the same category and again for best actor in a short form comedy or drama series for “An Emmy for Megan.” His TV acting credits include “King of Queens” and the Netflix revival of “Mystery Science Theater 3000,” while his film credits include “Young Adult” and “Ratatouille.”

    He is repped by UTA, Independent Artists Media, and Jackoway Austen.

    Baumgartner is best known for his time on “The Office,” appearing as accounting department employee and Scrantonicity lead singer/drummer Kevin Malone. He has also appeared in films like “License to Wed,” “Four Christmases,” “The Last Push” and “Into Temptation.” He has been involved in several other “Office”-related projects, including hosting and executive producing the Spotify podcast “An Oral History of the Office” and collaborating on the books “Welcome to Dunder Mifflin: The Ultimate Oral History of the Office” and “The Night Before Christmas at Dunder Mifflin.” 

    He is repped byHenderson Represents, Gekis-Ribera Management and Pryor Cashman.

    Colantoni appeared in all seven season of “Just Shoot Me” and has also been in shows like “Veronica Mars,” “The Hot Zone: Anthrax,” “Warehouse 13,” and “Westworld.” In film, he is known for roles in featurs like “Galaxy Quest,” “A Beautiful Day in the Neighborhood,” and “Contagion.” He most recently co-starred on the FX comedy series “English Teacher” opposite Brian Jordan Alvarez.

    He is repped by Innovative Artists, Vanguard Management and Characters Talent Agency.

    “Suits LA” will premiere on Feb. 23 at 9 p.m. ET/PT with episodes available to stream the following day on Peacock. The official description of the series states:

    “Ted Black (Amell), a former federal prosecutor from New York, has reinvented himself representing the most powerful clients in Los Angeles.   • Ohio power company adds new surcharge to customers who pay bill from bank without autopay


    SPRINGFIELD, Ohio (WKRC) – An Ohio-based power company added a surcharge to customers who pay their bill from a bank account without autopay.

    According to WFMJ, FirstEnergy Corp, an electric utility company and parent company of Ohio Edison, has added a surcharge to its customers who are paying their monthly bill from their checking accounts.

    When speaking to the station about the new policy, a FirstEnergy spokesperson explained that its new third-party electronic payment processor, ACI Speedpay, is charging the business a 50-cent per transaction fee for one-time payments.

    Those who used their bank routing numbers but were not signed up for autopay were previously not charged any service fees by Ohio Edison.

    The following residential customers who are enrolled in auto payments will not be charged fees, per WFMJ:

    • Those using AutoPay Credit Card programs
    • Those using AutoPay Bank Account programs
    • Commercial customers who are enrolled in the AutoPay Bank Account program

    “By processing electronic payments through a third-party vendor, we can more seamlessly maintain compliance and better serve our customers by continuing to offer additional payment options,” the Ohio Edison spokesperson told WFMJ.

    According to the station, Ohio Edison will now offer more ways to pay, including PayPal and Venmo.

    Kendrick Lamar isn’t just going on tour with SZA.

    The frequent collaborators are also joining forces for the Super Bowl LIX halftime show, Lamar announced on his verified social media on Thursday.

    In the video, the rapper is seen on a football field on his phone.

    As he discusses his frame of mind leading up to the big performance, Lamar can be heard saying, “You know, this field a lot bigger than people think, so that’s a must.”

    “Exactly. I’ve been thinking about a guest performer,” he says to whoever he’s on the phone with, as SZA sneaks up behind him and douses him with a huge container of blue liquid.

    The two have worked together often, most recently on the singles “Luther” and “Gloria” for Lamar’s recently released surprise album “GNX,” and on “30 for 30” for SZA’s “Lana.”

    It was announced last month that Lamar will be going on tour with SZA in April, following his planned Super Bowl halftime headliner appearance.

    The Super Bowl, held at the Caesars Superdome in New Orleans, will air on Sunday, February 9 on Fox at 6:30 p.m. EST.

  • Woman of Tomorrow Adds David Krumholtz, Emily Beecham


    David Krumholtz, who was recently part of the all-star cast of Christopher Nolan’s Oppenheimer, and British actress Emily Beecham have joined the space-faring cast of Supergirl: Woman of Tomorrow, which Craig Gillespie is directing for Warner Bros. Discovery arm DC Studios.  

    The feature, which began shooting this week in DC’s UK production hub of Leavesden, is inspired by the Tom King and Bilquis Evely comic book mini-series and stars House of the Dragon‘s Milly Alcock playing Kara Zor-El, the cousin of Superman.

    It’s unclear how faithful the script by Ana Nogueira is to the comic, which eschewed the traditional good vs. bad tropes and instead was a cosmic character piece, spanning many worlds and alien cultures. The Eisner-nominated 2021 story was told from the perspective of a young alien girl named Ruthye who enlists the aid of Supergirl is a quest of revenge against Krem of the Yellow Hills, the man who killed her father.

    Eve Ridley is on the call sheet as Ruthye while Matthias Schoenaerts is Krem. Jason Momoa is due to cameo as alien bounty hunter Lobo.

    Krumholtz and Beecham will play Supergirl’s parents.

    The project was one of the first features developed by DC Studios, headed by James Gunn and Peter Safran. The duo unveiled as part of the initial slate. Alcock was picked as Supergirl almost a year ago and will first appear in Gunn’s Superman movie. Supergirl gets underway this winter and will shoot in the UK.

    Krumholtz has been acting since his teenage years, notably appearing in The Santa Clause movies and later starring for six seasons in CBS crime drama Numbers in the late aughts. He played Nobel Prize-winner Isidor Rabi in Nolan’s Oppenheimer.

    Beecham may be best known for starring in Netflix’s mind-bending series 1899 and appeared in the Guy Ritchie thriller The Covenant with Jake Gyllenhaal. This month, she co-stars in historical epic William Tell.

    Krumholtz is repped by Paradigm and Brookside Management while Beecham is repped by CAA and Entertainment 360.

  • Cyberpunk 2077 Patch 2.21 Adds DLSS 4 on PC and Additional Fixes


    CD Projekt has announced that patch 2.21 for Cyberpunk 2077 is rolling out to players on PC, PlayStation 5, and Xbox Series X and S. The brunt of the changes are largely fixes for photo mode, as well as DLSS 4 support for PC players.

    While patch 2.2 added a much deeper look at customization in photo mode, 2.21 adds heaps of fixes for the mode. One of the most notable is the ability to finally save characters and V’s rotation and position within your Photo Mode presets.

    There are also fixes present for “texture and color inconsistencies for vehicles that have CrystalCoat applied,” in addition to several other menu fixes for the vehicle customization system added in patch 2.11.

    For those looking at creating a character in future runs, you can now also preserve randomizer settings within the character creator after further customization of character attributes.

    There are also a handful of changes to allow Johnny Silverhand to appear more in the passenger seat of your car if you’re ever feeling lonely while driving along the streets of Dogtown. Patch 2.2 originally sought to resolve this by having Johnny sitting shotgun around 25% of the time, which didn’t happen. The inverse also occurred, where Johnny could appear duplicated in the passenger seat in quests where he is set to appear during a scripted event. The new patch will solve any ghostly duplications of Silverhand, and have him spend more time with V in a car this time around.

    Most notably, the game has also added DLSS 4 support for PC players, as well as Multi Frame Generation for RTX 50-series GPUs. This tool will now allow players to boost their FPS by “up to three times per traditionally rendered frame,” so long as you have the new GPUs to run it.

    RTX 40-series users can also enjoy “faster single frame generation with reduced memory usage.” All Nvidia RTX GPU owners can also choose between the traditional CNN model in DLSS features to the new Transformer model, which CD Projekt claimed can enhance “stability, lighting, and detail in motion.”

    RTX users can also enjoy enhanced Ray Reconstruction, with fewer artifacts and smudging in patch 2.21. CD Projekt has not announced whether or not this might be a final update to Cyberpunk 2077, as the company transitions to full development on The Witcher 4.

    Cyberpunk 2077 update 2.21 patch notes:

    Patch 2.21 for Cyberpunk 2077 is being rolled out on PC, PlayStation 5 and Xbox Series X|S!

    This update adds support for DLSS 4 on PC and introduces various fixes, notably to SmartFrames on Xbox and Photo Mode across all platforms. For details, check the full list of changes below:

    Photo Mode

    • Nibbles and Adam Smasher can now be spawned while V is in the air or in water.
    • Fixed the Facial Expression option for Adam Smasher.
    • Fixed an issue where Adam Smasher’s glowing chest cyberware was missing.
    • Fixed an issue where, if Johnny’s Alternate Appearance was enabled, both options to spawn him (default and alternate) resulted in the alternate look.
    • Characters spawned while V is in the air or in water will no longer snap to the ground.
    • Characters will now be properly saved in presets.
    • Spawned characters will now be visible after adding a background.
    • V’s rotation and position will now be properly saved in presets.
    • Fixed an issue where adjusting the Up/Down slider for V wouldn’t change their position between certain values.
    • NPCs that turn invisible after disabling the Surrounding NPCs option will no longer have collision.
    • Fixed an issue where loading a preset could cause additional light sources to appear even when disabled, or spawn them in incorrect positions.
    • Fixed an issue where the camera could get stuck on walls after setting Full Collision to ON.
    • Fixed an issue where camera settings would only apply after loading a saved preset twice.
    • Enabling a background will no longer change camera position.
    • Rotating the camera will now work properly with a background enabled.
    • Fixed an issue where the prompts for Move Camera and Rotate Camera would appear when the camera cannot be moved (e.g. when using the First-Person Perspective camera).
    • Fixed an issue where it wasn’t possible to move the camera after spawning a character while highlighting the Edit Character option.
    • Disabling Chromatic Aberration in the Graphics settings will no longer affect the ability to adjust it.
    • Fixed an issue where some items in scenes disappeared after setting the Surrounding NPCs option to OFF.
    • Fixed an issue where enabling PhysX Cloth would unfreeze NCPD vehicles.
    • The rule of thirds grid will now properly adapt to the selected aspect ratio.
    • Fixed an issue where the image in a SmartFrame wouldn’t be visible if accessed while V was not facing it.
    • Fixed an issue where opening Photo Mode simultaneously with Wardrobe or Stash caused the game to become unresponsive.
    • Fixed an issue where it was possible to access Photo Mode before a save file fully loaded, causing it to open without UI and block any further action.
    • Fixed other minor Photo Mode issues related to spawned characters, camera movement, controls, and more.
    • Fixed various UI issues in Photo Mode, SmartFrames and Gallery menus, including slider inconsistencies, localization errors, missing sound effects, incorrect behavior when interacting with certain features, and more.

    Vehicle Color Customization

    • Fixed several texture and color inconsistencies for vehicles that have CrystalCoat applied.
    • Fixed an issue where the explanation of the spray paint icon was missing in the Autofixer tutorial pop-up after a vehicle contract was completed.
    • Fixed several minor UI issues in the CrystalCoat and TwinTone menus.

    Character Creation

    • Randomizer settings in Character Creation will now be preserved after advancing to the Customize Attributes step.
    • Fixed an issue where the Piercing Color option would not be available in Character Creation after enabling piercings if V initially had none.
    • Fixed other minor issues in Character Creation, including appearance options not applying correctly, visual clipping, inconsistent UI behavior, functionality issues after using the randomizer, and more.

    Miscellaneous

    • Run This Town – Fixed an issue where, under certain circumstances, it wasn’t possible to deactivate the Aguilar imprint after meeting with Bennett.
    • Fixed several instances where Johnny could appear duplicated in the passenger seat during some quests when he was already present in the scene.
    • Fixed an issue where Johnny did not appear as a passenger often enough.
    • Introduced several fixes to NPC and vehicle behavior for various small events throughout Night City.
    • Fixed an issue where some vendors were not interactable as intended.
    • Fixed an issue where voiceovers on TV news channels could be missing or too quiet.
    • Fixed an issue where the Quadra Turbo-R V-Tech used a description of Quadra Turbo-R 740 instead of its own unique one.
    • Fixed the missing 2.2 “check what’s new” pop-up in the main menu.

    Console-specific

    • Fixed an issue where screenshots appeared as blank in the Gallery on Xbox if they were taken with HDR10 enabled.
    • Added a pop-up in the Gallery to notify players when access to screenshots is blocked by the console’s privacy settings on Xbox.
    • Screenshots deleted on Xbox outside the Gallery UI will now be correctly marked in the Gallery and will disappear from occupied slots after reopening the Gallery.
    • Fixed an issue where the Graphics Mode on Xbox Series S could be set to Quality instead of Performance by default.

    PC-specific

    • Added support for DLSS 4 with Multi Frame Generation for GeForce RTX 50 Series graphics cards, which boosts FPS by using AI to generate up to three times per traditionally rendered frame – enabled with GeForce RTX 50 Series on January 30th. DLSS 4 also introduces faster single Frame Generation with reduced memory usage for RTX 50 and 40 Series. Additionally, you can now choose between the CNN model or the new Transformer model for DLSS Ray Reconstruction, DLSS Super Resolution, and DLAA on all GeForce RTX graphics cards today. The new Transformer model enhances stability, lighting, and detail in motion.
    • Fixed artifacts and smudging on in-game screens when using DLSS Ray Reconstruction.
    • The Frame Generation field in Graphics settings will now properly reset after switching Resolution Scaling to OFF.

    PRINCE GEORGE’S COUNTY, Md. (DC News Now) — Students, faculty and staff at Prince George’s County Public Schools (PGCPS) can expect some more time in the classroom due to recent snow days prompting closures.

    PGCPS said it has closed schools for four days so far this year due to inclement weather. Those four days will be made up in February and June.

    Make-up day 1: Feb. 14 — This day was initially scheduled as a professional day for teachers, but will now be a make-up day.

    Make-up days 2-4: June 16-18 — These three make-up days are built into the school calendar at the end of the school year.

    Make-up day 5 (if needed): March 17 — If a fifth make-up day is needed, March 17 will be converted into an instructional day.

    Should more snow hit the region or future inclement weather exceed the five days, more school days may need to be scheduled at the end of the school year.

    Season 3 of the animated Amazon Prime Video comic book series has added: Aaron Paul (“Breaking Bad,” “BoJack Horseman”), Simu Liu (“Shang Chi and the Legend of the Ten Rings” “Atlas”), Jonathan Banks (“Breaking Bad,” “Better Call Saul”), Kate Mara (“House of Cards,” “A Teacher”), Xolo Maridueña (“Cobra Kai,” “Blue Beetle”), John DiMaggio (“Futurama,” “Adventure Time”), Tzi Ma (“The Farewell,” “Kung Fu”), Doug Bradley (“Hellraiser” franchise), and Christian Convery (“Sweet Tooth,” “Cocaine Bear”).
