In a thrilling quarterfinal match at the Open Sud de France in Montpellier, 20-year-old Canadian sensation Felix Auger-Aliassime showcased his talent and determination as he defeated world No. 65 Cameron Norrie in straight sets, 6-3, 6-4.

  • Rwanda’s evolving stature ensures muted global pressure as M23 advances in eastern Congo

When Rwanda-backed rebels seized control of eastern Congo’s strategic city of Goma this week, it prompted a flurry of declarations condemning Rwanda from the U.N. and western nations, including the United States, France and the U.K.

Yet, the international community has stopped short of putting financial pressure on Kigali to withdraw its support for the rebels as happened when they took Goma in 2012.

The contrast has to do with the country’s evolving stature both in Africa and the West, where officials have long admired fourth-term President Paul Kagame for his role in uplifting Rwanda in the aftermath of genocide, analysts and diplomats said. They point to Rwanda’s shrewd branding, efforts to make itself more indispensable militarily and economically and divided attention spans of countries preoccupied with wars in the Middle East and Ukraine.

“So far there has been significantly less international pressure than there was in 2012 for various reasons, including the new administration in the White House, other ongoing international crises and Rwanda’s role in continental peacekeeping and security operations,” said Ben Shepherd, a fellow Chatham House’s Africa Program.

Aid was once a key source of leverage

Kagame’s efforts to transform his small east African nation into a political and economic juggernaut, they say, has made the international community more reluctant to pressure Rwanda.

That’s been true when Kagame has abolished term limits and waged a campaign of repression against his opponents at home. It’s been true as he’s backed rebels fighting Congolese forces across the country’s border. And it’s remained true despite the fact that Rwanda’s economy is still heavily reliant on foreign aid, including from the United States, the World Bank and the European Union.

The United States disbursed $180 million in foreign aid to Rwanda in 2023. The World Bank’s International Development Association provided nearly $221 million the same year. And in the years ahead, the European Union has pledged to invest over $900 million in Rwanda under the Global Gateway strategy, its response to China’s Belt and Road Initiative.

In 2012, that aid was a key source of leverage as the western powers pressured Rwanda to end its role in the fighting. Donor countries withheld aid and the World Bank threatened to. Only a few nations, including the U.K. and Germany, have implied Rwanda’s involvement could jeopardize the flow of aid.

But today, the international community has fewer means to influence Rwanda as M23 advances southward from Goma. The United States suspended military aid to Rwanda in 2012 in the months before it seized Goma but can’t make the same threats after suspending it again last year. And since taking office, President Donald Trump has since frozen the vast majority of foreign aid, stripping the United States of the means to use it to leverage any country in particular.

Rwandan troops observed pouring into Congo

The Rwanda-backed M23 group is one of about 100 armed factions vying for a foothold in eastern Congo in one of Africa’s longest conflicts, displacing 4.5 million people and creating what the U.N. called “one of the most protracted, complex, serious humanitarian crises on Earth.”

A July 2024 report from a U.N. group of experts estimated at least 4,000 Rwandan troops were active across the Congolese border. More have been observed pouring into Congo this week.

Kagame has claimed that M23 rebels in eastern Congo merely want to defend Tutsis from the same Hutu extremists who carried out the genocide that killed some 800,000 Tutsis and moderate Hutus without intervention from the international community.

That failure and the resulting guilt informed a generation of politicians’ thinking about Rwanda.

“Rwanda’s justifications and references to the genocide continue to play to the West’s perception of it,” said South Africa-based risk analyst Daniel Van Dalen. “There’s always been apprehension to take any decisive action against Rwanda politically or economically.”

Kagame seen as ‘a beacon of stability and economic growth’

But today, there are other factors at play.

Set on transforming the country into the “Singapore of Africa,” Kagame has modernized Rwanda’s infrastructure, raised life expectancy rates and lured companies like Volkswagen and leagues like the NBA to open up shop in-country. Donors and foreign correspondents often profess wonder at Kigali’s clean streets, upscale restaurants and women-majority parliament.

The transformation has won Rwanda admiration from throughout the world, including in Africa, where leaders see Rwanda’s trajectory as a model to draw lessons from.

“The history of genocide still plays a role, but Kagame has very cleverly set up relationships with western capitals and established himself as a beacon of stability and economic growth in the region,” said a European diplomat, who did not want to be named because he was not allowed to speak on the matter publicly. “Some capitals still don’t want to see the truth.”

Rwanda contributes more personnel to U.N. peacekeeping operations than all but two countries. It is a key supplier of troops deployed to Central African Republic, where the United States worries about growing Russian influence. The country has also agreed deals to deploy its army to fight extremists in northern Mozambique, where France’s Total Energies is developing an offshore gas project.

“They have leveraged two things very well, which is their international diplomacy and their military prowess,” said Jason Stearns, a political scientist and Congo expert at Canada’s Simon Fraser University. “They’ve just been very good at making themselves useful.”

    Key exporter of critical minerals

A decade ago, Rwanda was primarily exporting agricultural products like coffee and tea. But it has since emerged as a key partner for western nations competing with China for access to natural resources in east Africa.

In addition to gold and tin, Rwanda is a top exporter of tantalum, a mineral used to manufacture semiconductors. While it does not publish data on the volumes of minerals it mines, last year the U.S. State Department said Rwanda exported more minerals than it mined, citing a U.N. report. And just last month, Congo filed lawsuits against Apple’s subsidiaries in France and Belgium, accusing Rwanda of using minerals sourced in eastern Congo.

Yet still, the European Union has signed an agreement with Kigali, opening the door to importing critical minerals from Rwanda. The deal sparked outrage from activists who criticized the lack of safeguards regarding sourcing of the minerals, and accused Brussels of fueling the conflict in eastern Congo.

The EU pushed back, saying that the deal was in early stages and that it was “working out the practicalities” on tracing and reporting minerals from Rwanda.

But even if the West stepped up its response, it has less leverage than in 2012, analysts said. Kagame invested in relationships with non-Western partners, such as China and the United Arab Emirates, which is now the country’s top trade partner. Rwanda also deepened its ties with the African nations that took much more decisive action to defuse the crisis in 2012.

“We are waiting to see how South Africans and Angolans react,” Shepherd said. “There was diplomatic pressure in 2012, but it only changed things because it came alongside African forces deployed in the U.N. intervention brigade.”

    __

Metz reported from Rabat, Morocco and Pronczuk from Dakar, Senegal.

Rwanda’s evolving stature ensures muted global pressure as M23 advances in eastern Congo

As the rebel group M23 continues to advance in eastern Congo, there has been a noticeable lack of global pressure on Rwanda to intervene or put a stop to the violence. This is in stark contrast to previous conflicts in the region, where Rwanda was often held accountable for supporting rebel groups.

One of the key reasons for this muted global pressure is Rwanda’s evolving stature on the international stage. In recent years, Rwanda has made significant strides in terms of economic development, political stability, and regional influence. President Paul Kagame has been praised for his leadership and for transforming Rwanda into a model African nation.

Additionally, Rwanda’s strategic partnerships with countries like the United States and China have helped bolster its position in the global arena. These alliances have given Rwanda more leverage and influence, making it less susceptible to outside pressure.

While there are still concerns about Rwanda’s involvement in the conflict in eastern Congo, the lack of significant global pressure indicates a shift in how Rwanda is perceived on the world stage. As Rwanda continues to grow and evolve, it will be interesting to see how its actions and relationships shape future conflicts in the region.

  • WWE’s Asuka ‘feeling in danger’, warn fans about ‘romantic’ advances

WWE star Asuka expressed she has been “feeling in danger” recently when it comes to interactions with fans.

The four-time women’s world champion in WWE sent out a series of posts to her official X account on Wednesday, expressing distress and frustration about fans’ interactions with her and their desire for a romantic relationship — enough so that she contacted law enforcement about it.

“I’ve been feeling in danger recently,” Asuka wrote. “I’ve already consulted the police. At this rate, even if fans approach me at the airport or in the city, I will feel the possibility that something might happen, and it will scare me, making me unable to respond.”

    WWE star Asuka WWE

It’s unclear if a specific interaction sparked Asuka’s fear and concern.

A portion of wrestling fans have become known for hounding performers in bunches at airports, hotels and other public places for them to sign items — often turning around and selling the memorabilia on the internet for profit.

The Japanese star, who is very private about her life outside the ring, also made it clear to fans in her posts that she will “absolutely reject any romantic or personal approaches toward me.”

“Please don’t have romantic feelings for me,” Asuka wrote. “It’s meaningless — 100% pointless.”

She added: “There is absolutely no possibility for others to interfere in my private life.”

WWe star Asuka offered a warning to fans from her X account on Wednesday. Asuka/X

Asuka, 43, who has been with WWE since 2015, remains the longest-reigning NXT women’s champion, a four-time Women’s tag team champion, and has won the Royal Rumble and Money in the Bank.

Her fear of the worst certainly have some merit.

In 2020, WWE star Sonya Deville dealt with a scary incident in which obsessed fan Phillip Thomas drove from his home in South Carolina to the Tampa area with the intent to kidnap Deville while carrying a knife, zip ties, duct tape and mace — even breaking into her home.

He struck a plea deal for 15 years in prison in 2023 for attempted kidnapping, aggravated stalking and armed burglary.

WWE star Asuka posted she was “feeling in danger” recently. WWE

Thomas sent hundreds of threatening messages to Deville — who said she ignored them. One said he was going to “force” her to SummerSlam with him as her “boyfriend”.

Asuka has been off WWE television and out of action since getting injured in May 2024 and having knee surgery shortly after.

Asuka is currently a member of the Damage CTL faction, which is also dealing with injuries to Kairi Sane and Dakota Kai.

It remains unclear if and when Asuka could return to the ring, though Fightful Select reported WWE has made creative pitches around her.

WWE’s Asuka, the fierce and talented wrestler, recently took to social media to express her concerns about feeling in danger due to unwanted romantic advances from fans. Asuka, known for her incredible skills in the ring, made it clear that she values her privacy and personal space.

In a series of tweets, Asuka warned her fans to respect her boundaries and not cross the line by making inappropriate advances. She emphasized that she should not have to feel unsafe or uncomfortable while interacting with her fans, and that she deserves to be treated with respect.

It is important for fans to remember that wrestlers, like all public figures, are entitled to their personal space and boundaries. Asuka’s plea for respect should serve as a reminder to always approach interactions with celebrities with respect and consideration.

Let’s show our support for Asuka by respecting her wishes and treating her with the dignity and respect she deserves. Let’s continue to cheer her on in the ring and show our appreciation for her talent and hard work.

  • Stock Markets Drop as Investors Worry About DeepSeek and China’s A.I. Advances

Stock markets fell sharply on Monday, dragged down by fears that advances in artificial intelligence by Chinese upstarts could threaten the moneymaking power of American technology giants.

The Chinese A.I. company DeepSeek has made waves by matching the capabilities of cutting-edge chatbots while using a fraction of the specialized computer chips that leading A.I. companies rely on. That has made investors rethink the large returns they are expecting on the heady valuations of chipmakers like Nvidia, whose equipment powers the most advanced A.I. systems, as well as the enormous investments that companies like Google, Meta and OpenAI are making to build their A.I. businesses.

Premarket trading implied steep declines for U.S. markets when they open, with futures for the S&P 500 slumping more than 2 percent and the tech-heavy Nasdaq dropping about 4 percent. Tech stocks also dragged down markets in Europe and Japan.

The pain was concentrated at companies at the forefront of the A.I. boom, including the multitrillion-dollar behemoths that drove the largest back-to-back annual gains for U.S. markets since the 1990s.

Nvidia was down more than 5 percent in premarket trading, a move that erases more than $100 billion in market value. Other chipmakers like AMD and semiconductor equipment specialists like ASML also recorded substantial declines.

“Even if DeepSeek does not maintain its current level of popularity, this development serves as a reminder that competition in the global A.I. arena is intensifying, and Nvidia may not be in the pole position forever,” Charu Chanana, chief investment strategist at Saxo Bank, wrote in a research note.

Shares of Meta, which last week announced a big jump in its spending plans for data centers, the huge warehouses of computers that power artificial intelligence, fell more than 3 percent in premarket trading. Microsoft, which has also bet heavily on A.I., fell nearly 5 percent premarket. Oracle, which is a partner in a joint venture with OpenAI and SoftBank unveiled at an event with President Trump last week, fell more than 8 percent. SoftBank’s stock also shed more than 8 percent of its value in Tokyo.

The moves cast a cloud over the tech giants as Meta, Microsoft and others prepare to present their latest quarterly earnings this week. Looking past their bumper profits in the past, analysts could aim pointed questions at executives about financial prospects in the future under stiffer global competition.

(The New York Times has sued OpenAI and its partner, Microsoft, claiming copyright infringement of news content related to A.I. systems. The two tech companies have denied the suit’s claims).

The turmoil also hit the stocks of utility companies that have opened new lines of business serving the voracious power needs of data centers. Constellation Energy fell more than 10 percent in premarket trading.

Mr. Trump has promised to accelerate the production of American-made A.I. to compete against China for global leadership in the technology. On Thursday, he signed an executive order aimed at “removing barriers” to the development of artificial intelligence. As the U.S. government works to maintain the country’s lead in the A.I. race, it is trying to limit the number of powerful chips, like those made by Nvidia, that can be sold to China and other rivals.

While acknowledging the potential of DeepSeek’s systems, analysts at Bernstein noted that their “initial reaction does not include panic.” Any computing capacity freed up by more efficient A.I. systems would be absorbed by fast-growing demand, they said: “We are still going to need, and get, a lot of chips.”

The stock markets took a hit today as investors expressed concerns over the rapid advancements in artificial intelligence technology, particularly in China. The news of DeepSeek, a cutting-edge A.I. system developed by Chinese researchers, has led to fears of increased competition and potential disruptions in various industries.

The implications of China’s growing dominance in the A.I. sector have sparked worries about the future of global economic stability. As DeepSeek continues to demonstrate its capabilities in various fields, from finance to healthcare, investors are grappling with the uncertainty of how this will impact their investments.

The escalating tensions between the U.S. and China over technological supremacy have only added to the market jitters, with fears of a potential A.I. arms race further fueling the sell-off.

As the stock markets continue to fluctuate in response to these developments, it is clear that the intersection of technology and finance is becoming increasingly intertwined. Investors will need to closely monitor the progress of A.I. advancements and their potential implications on the global economy in the coming weeks.

These changes reaffirm the Nation’s commitment to preserving the extraordinary heritage of the United States and ensuring that future generations of Americans celebrate the legacy of its heroes and historic assets.

The U.S. Board on Geographic Names, under the purview of the Department of the Interior, is working expeditiously to update the official federal nomenclature in the Geographic Names Information System to reflect these changes, effective immediately for federal use.

    Gulf of America

The Gulf of America, formerly known as the Gulf of Mexico, is one of the most vital assets in the Nation’s history and economy. Spanning over 1,700 miles of U.S. coastline and encompassing nearly 160 million acres, the Gulf has been a critical artery for America’s trade, energy production, and maritime industries.

From its rich fisheries, which drive local economies, to its vast reserves of oil and natural gas that have fueled innovation and prosperity, the Gulf of America has consistently been a cornerstone of the Nation’s growth. Its ports rank among the largest and most impressive in the world, connecting American goods to global markets. Recognizing the Gulf’s enduring contributions to the economic strength and vitality of the United States, President Trump’s directive affirms its central importance to the Nation by officially renaming it the Gulf of America.

    Mount McKinley

Mount McKinley, North America’s highest peak, stands as a monument to the strength and determination of President William McKinley, the 25th President of the United States. President McKinley heroically led the Nation to victory in the Spanish-American War, fostering an era of rapid economic growth and territorial gains for the Nation. Tragically assassinated while in office, President McKinley’s leadership and sacrifice remain a testament to American resilience and success.

In 1917, the country officially honored President McKinley through the naming of North America’s highest peak. Yet after nearly a century, President Obama’s administration, in 2015, stripped the McKinley name from federal nomenclature, an affront to President McKinley’s life, his achievements, and his sacrifice. The decision to return the peak to its historical name is a meaningful recognition of President McKinley’s enduring legacy.

    A Commitment to Legacy

The Department of the Interior remains committed to upholding all aspects of President Trump’s executive order, ensuring that the names we use reflect the values, sacrifices, and accomplishments that define our Nation.

  • Advances in Trust and Security in Wireless Cellular Networks in the Age of AI

As technology continues to evolve, cellular wireless network organizations face the dual challenge of integrating new innovations while ensuring they remain trustworthy and secure. At the same time, the threat landscape is expanding, with malicious actors exploiting these advancements for harmful purposes. This paper provides a high-level overview of the upcoming security and trust challenges posed by Artificial Intelligence (AI).

Adoption of AI/ML based solutions has gained and continues to gain traction for diverse use cases and mobile networks are no exception. The majority of mobile network related AI/ML solutions to date can be considered proprietary, such as anomaly detection, performance improvements, and increased automation. However, studies to identify appropriate solutions to standardize aspects of AI/ML lifecycle management are currently ongoing. For example, 3GPP has already standardized one solution for AI/ML model training and inference in the 5G Core Network but ongoing studies continue. The O-RAN Alliance has also developed specifications related to AI/ML in the RIC (RAN Intelligent Controller) and has published a report on AI/ML security. Other international standardization bodies, such as ISO, have also been publishing standards to address risks specific to AI, both from organizational and product perspectives. For an in depth understanding of current and planned usage of AI in Cellular Networks readers are encouraged to read the 5G Americas white paper titled “AI for Cellular Networks”.

AI/ML solutions, including those used to protect networks, present an additional attack surface that an adversary can potentially target. On the other hand, an adversary could potentially use AI/ML as an attack vector to launch an attack on a network. It is therefore imperative that AI/ML assets used in mobile networks, such as training/test/validation data and trained models, and their associated parameters/hyperparameters, are protected from unauthorized access, tampering and theft. Equally important is that platforms, where AI/ML Assets are stored and/or processed, are secured in a robust manner. Currently available security best practices and frameworks can be leveraged with strong attention paid to securing AI/ML Assets and platforms.

Also increasing the threat landscape is the implementation of AI platforms. Although AI can potentially be used as a trust and security tool, AI must be designed, developed, and deployed in a secure way.

AI/ML platforms are used across wireless networks for a variety of tasking. Advances and investment in AI will increase its commonality in our wireless networks, functions, and tasking. However, the introduction of an AI platform comes at an increased risk. AI platforms are an attack vector and can also suffer from design and implementation failures. Utilization of secure by design practices and AI threat mapping and risk assessments are essential to ensure products and solutions are secure and risks are mitigated.

AI platforms, models, and/or data are often acquired from third party sources or vendors. Even when deploying these, it is essential organizations seek to thoroughly understand the risk and implement mitigations to ensure AI solutions are designed secure and maintained responsibility.

AI can also be used in conjunction with traditional wireless network attacks, such as eavesdropping, jamming, and spoofing. There are also new, and advanced attacks leverage AI on networks. We recommend investing not only in AI technologies, but in AI security solutions, to maintain pace with the changes threat landscape.

Regulations, frameworks, and standards are emerging globally to aid organizations in developing responsible and trustworthy AI. In the U.S., the Government and NIST also play an important role in aiding in the trust and security of AI platforms.

In today’s rapidly advancing technological landscape, wireless cellular networks are becoming increasingly vital for communication, data transfer, and connectivity. With the rise of artificial intelligence (AI) technologies, there have been significant strides in enhancing trust and security within these networks.

One of the major advancements in trust and security in wireless cellular networks is the integration of AI-powered algorithms and machine learning techniques. These technologies enable network operators to detect and prevent potential security threats in real-time, such as malware attacks, data breaches, and unauthorized access. By constantly analyzing network traffic patterns and behavior, AI can identify anomalies and take immediate action to mitigate risks.

Additionally, AI-driven solutions are being used to enhance authentication and authorization processes within wireless cellular networks. By leveraging biometric data, behavioral analysis, and context-aware security protocols, AI can provide a more secure and seamless user experience while ensuring that only authorized individuals have access to sensitive information and resources.

Furthermore, AI is playing a crucial role in improving network resilience and reliability. By continuously monitoring network performance, predicting potential failures, and dynamically adjusting network configurations, AI can ensure a high level of service availability and quality, even in the face of unexpected disruptions or cyber attacks.

Overall, the integration of AI technologies in wireless cellular networks is revolutionizing the way trust and security are managed and maintained. As we continue to embrace the opportunities and challenges of the digital age, these advancements will be essential in safeguarding our networks and data against evolving threats and vulnerabilities.
