  • Hughes reappointed to chair of State Affairs, Jurisprudence


    AUSTIN, Texas (KLTV/KTRE) – Lt. Gov. Dan Patrick has reappointed State Sen. Bryan Hughes as chair of two committees.

    For the 89th Legislature, Hughes (R-Mineola) will chair the Committee of State Affairs and Committe of Jurisprudence.

    Hughes released the following statement:

    “Thank you Lt. Governor Dan Patrick for entrusting me to continue serving as Chair of State Affairs and Chair of Jurisprudence. These committees tackle some of the biggest issues in the Nation—including protecting Election Integrity, stopping Big Tech overreach, and defending Texans’ constitutional rights.”

    Patrick also appointed two East Texas senators back on two other committees.

    Bob Hall (R-Rockwall) wil return to chair the Committee on Administration. Robert Nichols (R-Jacksonville) will chair the Committee on Transportation.

    Committee chairs have the responsibility to determine which legislation can be voted on, in order to advance the bill to the Senate floor. A bill does not have a chance at becoming law without progression through committee.

    Hall was also named to the following committees: Finance, Health and Human Services, State Affairs, Veteran Affairs.

    Hughes was named to the following committees: Health and Human Services, Natural Resources, Nominations.

    Nichols was named to the following committees: Business and Commerce, Finance, Local Government.

  • 4 tips to prepare for extreme cold and snowy weather | Division of Student Affairs


    Boulder will experience snow and freezing temperatures for the next few days. Whether you’re staying in town or leaving for the weekend, here are some tips to be prepared.  

    1. Prepare your home for cold temperatures

    If you live off campus, take these steps to prevent damage and frozen pipes:

    • Disconnect hoses from outside spigots. It could be your responsibility to remove hoses after each use in freezing weather to avoid pipe damage. Any damage could be your financial responsibility.
    • Keep your space warm. Use thick curtains or weather insulator film to prevent heat transfer through windows and doors, and make sure furniture, rugs and clothing are not blocking air ducts and heat vents.  
    • Set your thermostat to at least 62 degrees. Keep the heat on, especially if you’re away for the weekend. 

    If pipes freeze and leak, shut off the main water supply immediately. 

    2. Tend to snowfall

    After heavy snow, remove buildup from trees and bushes to prevent damage. 

    In Boulder, residents need to clear sidewalks within 24 hours of snowfall. Check your lease or ask your landlord about snow removal responsibilities. If you’re away for the weekend, arrange for someone to clear your property. 

    3. Take additional steps if you’re leaving town



    As winter approaches, it’s important to be prepared for extreme cold and snowy weather. Here are four tips from the Division of Student Affairs to help you stay safe and comfortable during the winter months:

    1. Stock up on supplies: Make sure you have plenty of food, water, and other essentials on hand in case you get stuck inside during a snowstorm. It’s also a good idea to have extra blankets, flashlights, and batteries in case of a power outage.

    2. Dress in layers: When venturing outside in cold weather, it’s important to dress in layers to stay warm. Start with a moisture-wicking base layer, add a insulating layer, and finish with a waterproof outer layer to protect against snow and wind.

    3. Stay informed: Keep an eye on weather forecasts and stay informed about any potential winter storms in your area. Make sure you have a way to receive emergency alerts and updates, such as a weather radio or smartphone app.

    4. Prepare your home: Take steps to winterize your home, such as insulating pipes, sealing drafts, and making sure your heating system is in good working order. Keep your driveway and walkways clear of snow and ice to prevent slips and falls.

    Facebook parent Meta is replacing President of Global Affairs Nick Clegg with Joel Kaplan, the company’s current policy vice president and a former Republican party staffer.

    The shake up comes three weeks before President-elect Donald Trump’s inauguration, and it’s the latest sign of how tech companies are positioning themselves for a new administration in Washington.

    Clegg, a former British deputy prime minister, said he is stepping down, citing the new year as the right time to move on. He’ll be replaced by Kaplan, who will take on the title of Chief Global Affairs Officer.

    Kaplan was a staffer under former President George W. Bush, and he appeared at the NYSE with Vice President-elect J.D. Vance and Trump in December. He also attended Supreme Court Justice Brett Kavanaugh’s confirmation hearing in 2018 as a personal friend, causing a controversy for the social media company.

    “I will look forward to spending a few months handing over the reins — and to representing the company at a number of international gatherings in Q1 of this year,” Clegg wrote in a memo to his staff that he shared on Facebook on Thursday.

    Clegg joined the company in 2018 after a career in British politics with the Liberal Democrats party, and he helped Meta navigate incredible scrutiny, especially over the company’s influence on elections and its efforts to control harmful content. Clegg also helped steer the company through the Cambridge Analytica scandal, in which Facebook shared user data with third-party political consultants. He also represented the company in Washington and London, frequently at panels for artificial intelligence and at congressional hearings.

    “My time at the company coincided with a significant resetting of the relationship between ‘big tech’ and the societal pressures manifested in new laws, institutions and norms affecting the sector,” Clegg wrote.

    In his note, Clegg said that former Federal Communications Commission chairman Kevin Martin would replace Kaplan as Meta’s vice president of global policy. He mentioned that Kaplan would work closely with David Ginsburg, the company’s vice president of global communications and public affairs.

    “Nick: I’m grateful for everything you’ve done for Meta and the world these past seven years,” Meta CEO Mark Zuckerberg said in a statement. You “built a strong team to carry this work forward. I’m excited for Joel to step into this role next given his deep experience and insight leading our policy work for many years.”

    China’s Ministry of Civil Affairs (MCA) said that the number of aged care meal assistance centers nationwide reached 75,000 in 2024. In 2025, the country intends to introduce a professional qualification framework for aged care workers to enhance the skills of those working in the sector.

    At a national conference on civil affairs held in Beijing from Monday to Tuesday, Minister of Civil Affairs Lu Zhiyuan said that in 2024, notable advancements were achieved in aged care services and welfare. The central government allocated 300 million yuan ($41.1 million) in allocated funds to support the development of senior meal assistance programs in various regions.

    Developing aged care meal assistance services is a key element of China’s strategy to actively address population aging. It is also a major public welfare project aimed at supporting home- and community-based aged care and improving the wellbeing of elderly adults. 

    In October 2023, the MCA and 11 other departments jointly issued an action plan to promote the development of meal services for seniors. Since the issuance of this action plan, the MCA has provided guidance to local civil affairs departments to refine policies based on local conditions, explore effective models for meal assistance, and consistently enhance service coverage and quality.

    Lu said that as of the end of October 2024, there were 75,000 aged care meal assistance centers nationwide. Provinces such as Hebei, Zhejiang, and Shandong each had over 6,000 centers, greatly improving access to meal assistance services for seniors.

    Lu also said that nationwide civil affairs departments had initiated measures to enhance fundamental home- and community-based aged care services. These efforts included the construction of 358,000 family aged care beds and the provision of 668,000 in-home care services.

    By the end of October 2024, the number of aged care institutions and facilities had grown to 404,000, with nursing care beds accounting for 62.2 percent of the total, surpassing the targets outlined in the 14th Five-Year Plan (2021-2025). 

    Looking ahead to 2025, Lu said that the MCA will promote legislative advancements in aged care services, refine the spatial distribution of aged care facilities, and strengthen the three-tier aged care service network at the county (district), township (subdistrict), and village (community) levels. 

    Efforts will also prioritize the sustainable and robust growth of aged care meal assistance services by formulating supportive policies, fostering large-scale, chain-operated, and branded aged care service providers, and expanding the supply of affordable aged care services, said Lu.

    Additionally, the MCA plans to bolster the professional workforce in aged care, implement the aged care professional qualification system, and reinforce discipline, behavior standards, and ethical practices among aged care workers.

    Efforts will also expedite the creation of mechanisms to execute the national strategy for addressing population aging, and deepen the reform and development of aged care in the new era. These initiatives aim to ensure the well-being, societal contribution, and rights of senior citizens are fully safeguarded, Lu said.

    China is stepping up aged care initiatives as the country addresses the complexities of an aging population. Official statistics show that 297 million Chinese people were aged 60 or above by the end of 2023, accounting for 21.1 percent of the total population, according to Xinhua News Agency. 

    The conference also said that the MCA, in collaboration with the Ministry of Finance, provided one-time living allowances to certain disadvantaged groups, according to CCTV News.

    As of the end of October 2024, aid was delivered 709,000 times to homeless, vagrant, and other temporarily distressed individuals. A three-year initiative to improve the quality of care services for left-behind and disadvantaged children in rural areas, as well as a care and protection program for migrant children, has been launched. 

    As of the end of November 2024, the two subsidy programs for persons with disabilities benefited 11.93 million disadvantaged individuals with disabilities and 16.19 million people with severe disabilities.



    China’s civil affairs authority has announced plans to ramp up aged care meal services in the country, with major expansions expected to be completed by 2025. This initiative aims to improve the quality of life for the growing elderly population in China, ensuring they receive nutritious and delicious meals tailored to their dietary needs.
