  • 30 years on: that surprising reaction after the infamous Premier League kung-fu fan attack


    Three decades to the day have gone by since Eric Cantona’s infamous kung-fu kick on a Crystal Palace supporter at Selhurst Park – but, it seems, the intervening years have not served to mellow the Frenchman’s outlook on that January night in 1995.

    Having been sent off for lashing out at Palace defender Richard Shaw as the sides played out a 1-1 Premier League draw, the Manchester United attacker was trudging back to the dressing rooms when home fan Matthew Simmons allegedly shouted at him: “F**k off back to France”.

  • Pakistan Consider All-Spin Attack In Second Test Against West Indies





    Buoyed by the overwhelming success of their spinners, Pakistan are considering going into the second Test against the West Indies with just three specialist spin bowlers and no pace bowler. Sources close to the team said that the management was keen on adding opener, Imam ul Haq to the playing eleven which would mean they would play the Test with eight batters. Pakistan played just one pacer in Khurrum Shehzad in the first Test that ended on the third day. It was shortest Test held in Pakistan in terms of ball bowled (1064).

  • Trump Hiring Freeze Leaves USPTO Backlog Attack Plan in Limbo


    “Former USPTO Deputy Director Derrick Brent recently wrote that the Office is ‘now at an inflection point that requires us to build examination capacity to achieve our long-term pendency goals.’”

    backlogDonald Trump’s many executive actions on day one of his presidency included implementing a hiring freeze across the federal government. The order put hiring on hold for all Federal civilian employees, until such time as “the Director of the Office of Management and Budget (OMB), in consultation with the Director of OPM and the Administrator of the United States DOGE Service (USDS), shall submit a plan to reduce the size of the Federal Government’s workforce through efficiency improvements and attrition.”

    The structure of the Department of Government Efficiency (DOGE) is being challenged in court, with complaints filed on January 20 by worker advocacy groups and private citizens. The DOGE was slated to be run by Elon Musk and Vivek Ramaswamy, but Ramaswamy was reportedly asked to leave this week.

    What this all means for the U.S. Patent and Trademark Office (USPTO), which is still dealing with a patent backlog, is unclear. The current backlog stands at 826,736 unexamined applications/ 26.1 months total pendency for patents. The April 2024 Notice of Proposed Rulemaking (NPRM) on Setting and Adjusting Patent Fees predicted the backlog to increase to 820,200 by FY 2026 before decreasing to 780,000 by FY 2029.

    In July, former USPTO Director Kathi Vidal said the Office was tackling the backlog in part via a concerted hiring effort. The agency hired 644 patent examiners in FY 23 and was on target to exceed its goal of hiring 850 examiners in FY 24. This push was planned to continue through FY 25.

    Vidal in part blamed reduced hiring targets in response to a predicted slowdown in patent filings for 2020 and 2021, during the pandemic, for the significant increase in the backlog, which some have said represents an all-time high for the Office. The decrease in filings turned out to be “more modest and short-lived than expected,” said Vidal, and the reduced hiring targets left the agency unable to keep up.

    More recently, former USPTO Deputy Director Derrick Brent, prior to his resignation and Coke Stewart’s appointment to take his place as Acting agency head, penned a Director’s Blog post explaining that the Office is “now at an inflection point that requires us to build examination capacity to achieve our long-term pendency goals.”

    Hiring has typically played a key role in reducing patent pendency. In 2007, due to concerns about the USPTO backlog of 730,000 unexamined patent applications at the time, the Government Accountability Office (GAO) presented a report to Congress that found the Office’s hiring efforts were not sufficient to reduce the backlog. The backlog subsequently decreased over time, after various new approaches to hiring were implemented.

    The USPTO told IPWatchdog the Office has no comment on the hiring freeze.

    Back to the Office?

    Trump has also mandated that federal government employees come back to the Office five days per week, something that would be virtually impossible for the USPTO, which has remote workers all over the country. Dennis Crouch reported today that the Office of Personnel Management (OPM) has now issued implementation guidance that Crouch noted includes “strict timelines and requirements that could force dramatic changes at the USPTO, where remote work has been a cornerstone of operations for decades.”

    The USPTO began its telework program in 1997. As of 2023, nearly 13,000 of the USPTO’s approximately 14,000 employees worked remotely.

    During IPWatchdog LIVE 2024, former USPTO Director Andrei Iancu criticized certain aspects of the Office’s remote work policy. Iancu said remote work has “done great things for the Office,” but “since the pandemic ended the vast majority are not coming back in… If these examiners come straight into a remote environment, culturally, they don’t bond as they used to in the past.”

    Former USPTO Commissioner for Patents Robert Stoll replied that “[in person] work is not coming back…so, I think we need to find tools that simulate in person training and community,” and Iancu largely agreed but said there are other steps that can be taken—such as requiring the academy to be in person again and requiring two years of on-site work—that would help with USPTO morale problems.

    There likely will be many challenges to Trump’s Return to Office mandate.

  • ‘Setting us up for catastrophe’: alarm at Trump attack on federal disaster agency | Donald Trump


    Donald Trump has suggested paring back or even dismantling the federal response to major disasters, a move that would cut off aid that has largely helped support Republican-leaning states that voted for him in last year’s US presidential election.

    Trump said that the Federal Emergency Management Agency (Fema) had “not done their job for the last four years” and that there would be “a whole big discussion very shortly, because I’d rather see the states take care of their own problems”.

    In an interview with Fox News, the US president said of Fema that “all it does is complicate everything” and that even states who resoundingly backed him, such as Oklahoma, should be primarily left to deal with the aftermath of major storms, floods and fires.

    “I love Oklahoma, but you know what? If they get hit with a tornado or something, let Oklahoma fix it,” Trump said. “And then the federal government can help them out with the money. Fema is getting in the way of everything.”

    Shifting the burden of disaster aid to the states, an idea outlined by the rightwing Project 2025 manifesto before the election, would hit Republican-leaning states hardest, federal spending figures suggest.

    Since 2015, states that voted for Trump last year have received $31bn in assistance from Fema, with storm-prone Florida, Texas and Louisiana leading the way, compared with just $7bn for states that voted Democratic. US territories have been able to get $27bn in Fema funding, a figure boosted by the disastrous Hurricane Maria, which hit Puerto Rico in 2017.

    Fema – which now has Cameron Hamilton, a former Navy Seal with no experience in coordinating major disaster response, as its temporary head – was set up in 1979 because states were unable to fully respond to extreme weather impacts without federal help. As calamities have started to worsen due to the climate crisis, the demands upon Fema have become even more intense.

    “This would have tremendous implications for many red states; it’s hard to find the words for how bad it would be,” Samantha Montano, a disaster response expert at the Massachusetts Maritime Academy, said of Trump’s comments.

    “Florida and Texas have a high risk but poorer red states like Mississippi and Alabama would be even worse off because they have less money to pull from to make up for a loss in federal funding.

    “What [Trump] is saying is completely disjointed and illogical. He says that North Carolina needs more help but this would work towards bankrupting North Carolina.

    “The Trump administration is in a difficult spot because their ideology is to spend less money but disasters cost a lot of money. A lot of his supporters, and Americans more broadly, expect the federal government to write a check after a disaster happens so they can rebuild their lives.”

    Trump is visiting North Carolina and then California on Friday and has been sharply critical of the response to disasters in both states. In September, Hurricane Helene became the deadliest storm to hit the mainland US since Katrina in 2005, an event that was followed by a swirl of baseless conspiracy theories fueled by Trump, who accused Joe Biden of failing to respond despite state governors, including Republicans, praising the federal aid effort.

    More recently, wildfires have scorched parts of Los Angeles in what may be the costliest fire outbreak in California history. Trump has attacked the state’s Democratic leadership for failing to contain the fires, with his Republican allies in Congress suggesting that aid for California be tied to other conditions.

    “I think he’s ill informed as far as how emergency management works, because American states do have emergency management programs, as do territories like Puerto Rico,” Michael Coen, who served as Fema’s chief of staff under Biden, said of Trump. Fema steps in when those programs’ capacities are exceeded, he said.

    Trump said California should not get access to resources until local officials “let water flow” from the northern part of the state, echoing a claim he made on the campaign trail. But Los Angeles does not in fact rely on water from northern California, Coen noted. “It just shows his ignorance as to what the challenges are with the fires in California,” he said.

    While Trump has falsely blamed immigrants and even the protection of a small fish for worsening these disasters, scientists have pointed to a climate crisis that is amplifying fires, storms and other extreme weather events.

    Last year, there were 27 disasters that cost $1bn in damages or more, with the mounting toll upon lives and property causing several insurers to flee states such as Florida.

    Trump, however, has called climate change “a giant hoax” and in his first week back in the White House has launched a barrage of executive orders to throw open more American land and waters for oil and gas drilling, block new wind turbines, stymie electric cars and withdraw the US, again, from the Paris climate agreement.

    As well as floating the idea of scaling back Fema, Trump has also rescinded requirements, first put in place by Barack Obama, to set tough new standards for federally funded projects such as hospitals, housing and highways to ensure they better cope with extreme floods and sea level rise.

    “While red states benefit most from Fema, I’d say we all benefit from Fema wherever we are,” said Montano. “In the past 72 hours America has become much more precarious in terms of the risk we are facing. Promising to worsen the climate crisis, paired with dismantling Fema, is setting us up for catastrophe.”

  • Aschaffenburg attack prompts political blame game – DW – 01/23/2025


    With federal elections on the horizon, German politicians on Thursday were assigning blame to opposing parties following the fatal stabbing of two people, including a two-year-old boy, on Wednesday.

    Police took a 28-year-old Afghan man into custody. He is suspected of having attacked a kindergarten group in a park in the Bavarian city of Aschaffenburg, killing a 2-year-old Moroccan boy as well as a 41-year-old passerby who had attempted to intervene. Three others were wounded, including a 2-year-old Syrian girl. 

     A court on Thursday ordered the suspect to be temporarily placed in a psychiatric hospital.

    The attack came just one month after a deadly car-ramming attack in the eastern city of Magdeburg and six months after similar knife attacks in the western cities of Solingen and Mannheim.

    And with just one month to go until Germany’s federal elections, the incident has further enflamed an already heated immigration debate in the country.

    AfD backs CDU demands for deportations, border checks

    Friedrich Merz, leader of the center-right opposition Christian Democrats (CDU) and favorite to become Germany’s next chancellor, vowed on Thursday to order permanent controls at all German borders on the first day of his term in office, if elected.

    “We are faced with the ruins of a 10-year-long misguided asylum and immigration policy in Germany,” he told reporters, criticizing European Union migration rules as “dysfunctional” and insisting all “illegal immigrants” should be turned away at the border, including those seeking protection.

    “There will be a de facto ban on entry into the Federal Republic of Germany for all those who do not have valid entry documents,” he said.

    Merz’s suggestion received support from the far-right Alternative for Germany (AfD) party, currently polling second behind the CDU.

    In a social media post, AfD co-chairwoman and chancellor candidate Alice Weidel called for “border closures and the deportation of illegal [immigrants]” and demanded “no more firewall deaths.”

    With that, she was referring to the conventional refusal of Germany’s other parties to enter into coalitions with the AfD, known as the Brandmauer, or firewall.

    Merz has also ruled out forming a government with the AfD, that’s a step the neoliberal Free Democrats (FDP) hopes will bring it back into the government. Traditionally, the FDP has been a natural coalition partner for the CDU and its Bavarian sister party, the Christian Social Union. Demands from the FDP were at the heart of what broke up a three-party coalition government in November, prompting February’s snap election.

    “Merz is calling for a radical change, of course,” FDP leader Christian Lindner wrote on social media. “But he won’t be able to do that with the [ruling SPD] or [the Greens].”

    On the other side of the political spectrum, Sahra Wagenknecht of the self-titled, left-wing, migration-sceptic, populist  Sahra Wagenknecht Alliance (BSW) also called for a “real U-turn in refugee policy.” She told Welt TV that the authorities had “lost control” over those traveling to Germany.

    Scholz government blames Bavarian authorities …

    While opposition parties tried to position themselves as the best potential candidates for a post-election coalition with the CDU, the country’s governing parties have also been apportioning blame, as have the relevant security authorities, at Bavarian state leaders, especially since the Aschaffenburg suspect was already subject to a deportation order.

    “There are clearly enforcement deficits, especially within the Bavarian authorities in this case, which are a massive problem,” Chancellor Olaf Scholz said at a Social Democrat (SPD) campaign event in the eastern German city of Erfurt. He insisted that his federal government had taken measures to facilitate deportations.

    Federal Interior Minister Nancy Faeser, also of Scholz’s SPD, pointed out that deportations were the responsibility of Germany’s 16 states and said Bavarian authorities needed to “explain why the attacker was still at large despite [having committed] several violent crimes.”

    “The continuing investigation must quickly show why this criminal was still in Germany and how the police and justice system on the ground have been dealing with him,” Faeser said. “The rule of law must show strength, and that includes authorities, police and courts.”

    … while Bavaria blames Berlin

    However, the state of Bavaria‘s interior minister, Joachim Herrmann of CSU, blamed Berlin and accused the Federal Office for Migration and Refugees (BAMF) of “failure.”

    According to Herrmann, the suspect should have been deported to Bulgaria in the summer of 2023, but the relevant order was issued to the Bavarian authorities several weeks too late, by which point the legal deadline to enforce the deportation had expired.

    Herrmann claimed it then took until December 2024 for BAMF to process the man’s asylum application.

    “The responsibility lies solely with BAMF,” he said, calling on Scholz to “concern himself with his own [federal] authorities.”

    Bavarian Premier Markus Söder (CSU) also looked to absolve his state’s authorities of blame.

    “That’s enough, that’s enough, that’s enough,” said Söder said in Munich. “How many more? Mannheim, Solingen, Magdeburg, Aschaffenburg. What’s next?”

    He also pointed his finger at the federal government, “These aren’t coincidences but the result of a chain of bad immigration policies over years.”

    “Immigration is overwhelming our country,” he added, agreeing with Merz that “the guidelines of any future immigration policy must be zero-tolerance and no compromises.”

    Greens’ Habeck: ‘Clearly something went wrong’

    Vice-Chancellor and Economy Minister Robert Habeck called for a “self-critical” evaluation within Germany’s administrative bodies.

    “Self-critical doesn’t mean that every department says: ‘Well, we did everything right,’” the Green Party‘s chancellor candidate said. “Because clearly something went wrong. This perpetrator should have either been deported or at least checked up on and perhaps detained. Mistakes have been made.”

    Reem Alabali-Radovan, an SPD lawmaker, said that the case of the Aschaffenburg attacker represented “yet another catastrophic administrative error.” He said the deportation back to Afghanistan of an “evidently violent and psychologically instable” person had become entangled in a “thicket” of bureaucracy.

    Andreas Rosskopf, chairman of the German Police Union (GdP), said the case had revealed administrative failures and a lack of options for action. In his view, “too many bodies are operating alongside rather than with each other.”
