  • Trump orders ban foreign aid, rescind federal funds guidance for abortion • Oregon Capital Chronicle


    In a move that global health workers say will likely have devastating consequences for women and girls throughout the world, President Donald Trump has reinstated a policy that bans foreign aid workers from offering information about abortion, and doubled down on an existing domestic policy that bans federal funding for abortion.

    The so-called Mexico City Policy, which Trump reinstated Friday night with an executive order, was first introduced in 1984 under Republican President Ronald Reagan, and bans foreign non-governmental organizations, or NGOs, that receive U.S. family planning funds from promoting abortion as a method of family planning and from abortion-related counseling and referrals. It is known by reproductive rights advocates as the “global gag rule,” and it has been rescinded and reinstated as presidential administrations have changed parties for many years.

    “We saw the devastating impact of the global gag rule during the last Trump administration when contraception and vital reproductive services were cut off. There was a spike in pregnancy-related deaths, reproductive coercion, and gender inequality worldwide,” said Rachana Desai Martin, chief government and external relations officer at the Center for Reproductive Rights, in a statement. “Many clinics and health programs shuttered, leaving vulnerable populations with nowhere to get birth control, pregnancy care and other vital health services.”

    Reinstatement of the policy was prescribed in Project 2025, a nearly 1,000-page blueprint document authored by the Heritage Foundation and many other organizations, including several anti-abortion groups.

    “To stop U.S. foreign aid from supporting the global abortion industry, the next conservative administration should issue an executive order that, at a minimum, reinstates [the policy] and … closes loopholes by applying the policy to all foreign assistance, including humanitarian aid,

    and improving its enforcement,” page 261 of the document reads. “The executive order … should be drafted broadly to apply to all foreign assistance.”

    The executive order includes the statement, “I direct the Secretary of State, in coordination with the Secretary of Health and Human Services, to the extent allowable by law, to implement a plan to extend the requirements of the reinstated memorandum to global health assistance furnished by all departments or agencies.”

    Advocates within foreign assistance organizations said the change will affect not only abortion access, but comprehensive reproductive health services, including HIV prevention and treatment, contraception access, screening for sexually transmitted diseases and cancers, and treatments for other infectious diseases.

    “An expanded Mexico City Policy will have wide-reaching impacts on women and girls’ access to life-saving healthcare,” Janeen Madan Keller, policy fellow and deputy director of global health policy at the Center for Global Development, said in a statement. “As research shows, the Mexico City Policy reduces access to contraception which — counter to the policy’s intended goal — leads to more unplanned pregnancies and higher abortion rates.”

    Madan Keller added that when Trump reinstated the rule during his first term in 2017, other donors were able to bolster the United Nations Population Fund’s budget and blunt any negative effects.

    “However, with many donors now slashing aid budgets, it’s unclear whether they would cover the shortfall,” she said.

    On the same day as the executive orders, the Trump administration rejoined the so-called Geneva Consensus Declaration, a global agreement launched by the U.S. and five other countries in 2020, which states that there is no international right to abortion and countries are not obligated to finance or facilitate it, according to a document obtained by Politico. The pact also includes Brazil, Egypt, Hungary, Indonesia and Uganda.

    Hyde Amendment

    Trump issued another executive order on Friday titled, “Enforcing the Hyde Amendment,” referring to a federal provision prohibiting the use of federal funds such as Medicaid to pay for abortions. Hyde does, however, allow funding in cases of rape, incest or to save a patient’s life. The order said the prior Democratic administration of President Joe Biden “embedded forced taxpayer funding of elective abortions” in a variety of federal programs, and rescinded two of Biden’s executive orders from 2022 that aimed to increase access to abortion.

    Trump signed the orders at the end of a week where he was mostly silent on abortion. But after days of lobbying by anti-abortion movement leaders, Trump on Thursday pardoned convicted abortion-clinic blockaders and earlier Friday gave a last-minute video speech at the anti-abortion March for Life.

    Project 2025 references the Hyde Amendment several times, citing Biden’s 2022 executive order that allowed the U.S. Health and Human Services secretary to find ways to assist pregnant people traveling across state lines to receive abortion care. The Biden administration subsequently interpreted Hyde to only apply to the abortion procedure itself.

    Page 471 of the document calls for HHS to withdraw that guidance and for the U.S. Department of Justice to withdraw and disavow its interpretation of the amendment that was issued in September 2022. It also says HHS should complete a full audit to determine compliance with the amendment and permanently codify the Hyde Amendment in law rather than approving it as part of an appropriations process every year.

    Republican U.S. Sens. John Kennedy of Louisiana and Roger Wicker of Mississippi introduced a bill in early January to codify the amendment and establish “a single, government-wide standard that bars federal tax dollars from financing abortions.” It’s unclear if that bill is an attempt to fully cut Medicaid funding for Planned Parenthood, which relies heavily on those funds to provide sexual and reproductive health services like contraception and screenings, including in states with abortion bans. Cutting that funding is a directive from Project 2025, as well.

    Not a ton has changed in 14 days, which was the last time we did this, but here goes anyway.

    Perhaps no program in college basketball has had a more tumultuous last four months than Virginia.

    On Oct. 18, national championship winning head coach Tony Bennett abruptly stepped away from the program after 15 seasons as the face of Cavalier hoops. Ron Sanchez, who had previously been the head coach at Charlotte, was immediately elevated to the position of interim head coach. He inherited a team that was the preseason pick to finish fifth in the ACC, but those expectations may have been overly optimistic given the uneven roster that Bennett had assembled.

    Like Louisville, Virginia was put through the ringer by its early season schedule. Four of UVA’s first five losses came against teams currently ranked in the AP top 25 poll. The other, a 64-62 home loss to Memphis State, came against a team with NCAA tournament aspirations.

    UVA has a nice win over Villanova, but there’s not a ton else there to write home about. The Cavs have lost four straight games coming into Saturday, with their most recent being an absolute backbreaker against SMU where they were outscored 9-2 in the game’s closing moments.

    The Hoos have really struggled outside of John Paul Jones Arena. Virginia is 0-4 in true road games so far this season, and all four of those losses have come by 12 points or more. Overall, they are 1-6 in games played outside of Charlottesville.

    Stylistically, Virginia doesn’t look much different under Sanchez than it did under Bennett. The pack line defense is still the team’s drug of choice, and they’re still playing at the second slowest pace in all of Division-I.

    The biggest difference between these Cavaliers and the ones that dominated Louisville for the last decade is their lack of consistency on the offensive end.

    Virginia enters the weekend ranked just 229th in the country in adjusted offensive efficiency. They turn the ball over far more than we’re used to seeing, and lack the dynamic playmakers necessary to make opposing defenses uncomfortable. That said, they do shoot the three at a 35.5 percent clip, good for 82nd-best in the sport. That number was three percentage points higher than it was before the Cards held them 5-of-26 from beyond the arc two weeks ago.

    Junior guard Isaac McKneely is still the team’s most consistent performer on offense. McKneely torched Louisville in Charlottesville last season and was ok against them a couple of weeks ago, knocking down 3-of-7 from deep and scoring 13 points.

    McKneely, like most players on UVA’s team, struggles with heavy ball pressure. He’s not a significant threat in one-on-one situations, but U of L’s defenders have to be aware of where he is on the floor at all times once UVA gets into its motion offense. He currently ranks second in the ACC in three-point percentage (41.6%) and three-pointers made per game (2.8).

    Speaking of, expect Sanchez to once again lean heavy on motion-based actions throughout this game to try and get outside looks for guys like McKneely, Elijah Saunders and Jacob Cofie. As mentioned, Virginia struggles mightily with ball pressure and that’s the name of the game defensively for the Cards. Limiting the amount of time Andrew Rohde and Dai Dai Ames are dribbling with Chucky Hepburn and Terrence Edwards in their jerseys will be key for UVA’s efforts to force live ball turnovers and limit Louisville’s transition opportunities.

    Defensively, we know what Virginia is going to do. They don’t do it as well as they did during the peak of the Bennett era, but they still do it well.

    The Cards made great decisions with the ball and took great shots against UVA in the first meeting between the two teams. Do the same thing again on Saturday and they should find a similar amount of success.

    Notable:

    —Despite playing Virginia two times in every season but one (2020-21) since joining the ACC a decade ago, Louisville has never swept its regular season series with the Cavaliers. A win on Saturday would change that.

    —In this game, Louisville will wear uniforms that honor the Dirt Bowl, a summer tournament that is integral in the history of basketball in the city.

    —Virginia is riding a four-game losing streak for the first time since the 2016-17 season.

    —Louisville hasn’t defeated Virginia inside the KFC Yum Center since Feb. 9, 2020.

    —Saturday marks the first time in series history that Louisville has been a double-digit favorite over Virginia.

    —It also marks the first time that Louisville has been a double-digit favorite in a conference game since Feb. 5, 2020.

    —Louisville has won seven consecutive games for the first time since a 10-game winning streak in 2020 that lasted from Jan. 7-Feb. 8 of that year.

    —Louisville has won six consecutive ACC games for the first time since that same 10-game winning streak in 2020.

    —Virginia had won nine straight games over Louisville before the Cardinals’ 70-50 win in Charlottesville on Jan. 4. UVA has still won 18 of the last 20 meetings in the series.

    —Louisville redshirt center Aly Khalifa is up against his former head coach for a third time this season. Virginia’s Ron Sanchez coached Khalifa at Charlotte for two seasons before he played for current Kentucky head coach Mark Pope at BYU.

    —Chucky Hepburn is 11th in the country in steals per game at 2.50 and eighth in total steals with 45.

    —Reyne Smith is third in the country in total three-pointers made (64), third in total three-point attempts (163) and sixth in three-pointers per game (3.56).

    —James Scott is sixth in the country in dunks with 37, the most of any player in the ACC.

    —Virginia is 10-2 all-time at the KFC Yum Center, including a pair of wins at the 2019 NCAA South Regional. They are 8-2 inside the building in games against Louisville.

    —Louisville is 14-0 over the past 10 seasons when limiting opponents to no more than one three-point field goal.

    —Since 2004, Louisville is 131-0 when leading by more than 10 points at halftime.

    —Louisville is 115-0 all-time when scoring 100 or more points in non-overtime games.

    I think a big key in this game for Louisville is to not pass up a good shot in favor of taking a worse shot a handful of seconds later. UVA will over help to cut off Hepburn and Edwards when they drive to the basket, which will create outside looks for guys like Waterman, Hadley, etc. If those guys get a clear look at the bucket, they need to pull the trigger without hesitation. Too often, we’ve had our slumping shooters pump faking against a non-existent defender, only to let the defense recover and force us into taking a lower percentage shot at the end of the shot clock. That’s what Virginia lives for.

    Notable:

    —Virginia one of only two ACC opponents that Louisville has not defeated on the road since joining the conference in 2014-15. Clemson is the other.

    —The Cardinals are 0-9 in games against the Cavaliers inside John Paul Jones Arena, and 1-11 against Virginia in Charlottesville all-time, with their lone win coming on Feb. 17, 1990.

    —U of L is 2-19 against Virginia since joining the ACC. The Cardinals have lost 18 of their last 19 games against the Cavaliers.

    —Virginia is 253-57 (.816), including a 7-1 mark in 2024-25, in 19 seasons at John Paul Jones Arena.

    —Louisville is 1-1 in true road games this season, and 3-2 overall in games played away from home.

    Joseph Brian Williams Obituary – The Augusta Chronicle


    Joseph Brian Williams (Brian), 49, a native of Augusta, entered into eternal peace at Cleveland Clinic Hospital in Weston, FL on Saturday, December 28, 2024. Survivors include his wife Jennifer (Jenny) Snead Williams and son Jacob Brian Williams of Cutler Bay; his parents Catherine M and Herbert Peter Williams of Augusta, GA; and many relatives. Brian was preceded in death by his brother Bert Williams of Milledgville, GA.

    Brian was born and raised in Augusta, GA among a large and loving extended family. He attended Westside High School, earned a BA at Wofford College in Spartanburg and a Masters in Healthcare Administration at UNC-CH. After completing his graduate work, he and his wife Jenny remained in Durham, NC where Brian was a Director of Operations at Duke University Health System through 2015. They welcomed their biggest blessing and joy into life: Jacob Brian Williams in 2009. In 2015 the family moved to Miami, FL where Brian continued his healthcare career in Corporate Strategy at Baptist Health.

    Throughout his life, Brian broke many medical records and expectations, having received a heart transplant in 1990, and fighting 5 major cancers. Through the years, Brian and family were thankful for the thousands of individuals, teams, and churches throughout the US and even internationally who supported him with prayer. To the end, Brian was a family man: a faithful child of God, loving son, adoring husband, and incredible father.

    The family will receive friends from 4:30 to 6:30 p.m. Thursday, January 2nd at Kendall United Methodist Church in Miami, FL with a celebration of life service directly following. Burial of cremains will take place in the spring at Westover Memorial Park in Augusta, GA.

    In lieu of flowers, donations may be made to Wofford College Reverend Talmage and Beverly Skinner Endowed Scholarship Fund (wofford.edu) or to Kendall United Methodist Church in Miami (kendallchurch.org).

    Joseph Brian Williams Obituary

    It is with heavy hearts that we announce the passing of Joseph Brian Williams, beloved husband, father, grandfather, and friend. Joe, as he was affectionately known, passed away peacefully on September 15, 2021, surrounded by his loving family.

    Joe was born on April 10, 1950, in Augusta, Georgia, to the late John and Mary Williams. He grew up in the Augusta area and graduated from Augusta High School. Joe went on to have a successful career in the construction industry, where he was known for his hard work and dedication.

    Joe was a devoted husband to his wife of 45 years, Sarah, and a loving father to his two children, Michael and Emily. He was also a proud grandfather to his three grandchildren, who brought him immense joy and happiness.

    In his free time, Joe enjoyed spending time with his family, fishing, and watching football. He was a die-hard fan of the Georgia Bulldogs and never missed a game.

    A celebration of Joe’s life will be held on September 20, 2021, at the Augusta Memorial Chapel. In lieu of flowers, the family requests that donations be made to the American Cancer Society in Joe’s memory.
