  • Rui Costa diz que governo vai reduzir imposto de importação de alimentos para conter a alta de preços


    O ministro Rui Costa (Casa Civil) afirmou nesta sexta-feira que o governo vai reduzir alíquotas para conter a alta no preço dos alimentos. Uma reunião com o presidente Lula nesta sexta-feira debateu medidas para mitigar a inflação.

    — Se os preços desses produtos no mercado internacional estiverem mais baixos do que no mercado nacional, isso será rapidamente analisado e a alíquota de importação desses produtos será reduzida. Ou seja, os produtos que estejam com o preço interno maior do que o preço externo, nós atuaremos na redução de alíquota para forçar o preço a vir pelo menos para o patamar internacional — disse Costa.

    O ministro acrescentou que “não terá subsídio, supermercado estatal, fiscal do Lula nem alimento sendo vendido fora do prazo de validade”. Costa disse ainda que os preços dos alimentos “se formam no mercado e não artificialmente” e que as expectativas para 2025 são “positivas” em função do aumento da produção de alimentos. O ministro também negou a possibilidade de “congelamento” de preços.

    — A convicção do governo brasileiro é que os preços se formam no mercado, não são feitos artificialmente — disse Costa. — Para 2025, as expectativas são extremamente positivas de uma supersafra e isso fará com que tenha uma maior oferta que vai levar a um menor preço. Há uma expectativa forte. A Conab, na pesquisa que faz em todas regiões com vários produtos, também apresentou uma expectativa crescimento bastante robusto da safra desse ano. Por exemplo, o arroz terá crescimento de 13%, feijão de 5%, e a safra em geral terá aumento 8,2%.

    Segundo Costa, Lula pediu aos ministros um “foco maior” na definição de políticas para o setor.

    — Nós também vamos dialogar com o mercado, vamos fazer reuniões com produtores para ter sugestões de como reduzir preços, aumentar produção. Vamos chamar as redes de supermercados e os frigoríficos grandes e médios para que possamos dialogar com o mercado medidas de estímulo da produção.

    O ministro acrescentou que a inflação em 2024 foi provocada pela pressão do cenário externo:

    — Foi apresentado um quadro onde se apresentou uma influência muito forte de preços de produtos que os economistas chamam de commodities, café, soja, milho, laranja, são preços que são definidos no mercado internacional pela variação histórica dos preços — disse Rui Costa— Portanto é um cenário que não tem a ver com a economia brasileira, tem a ver com os preços internacionais dessas commodities — completou o ministro.

    O ministro da Agricultura, Carlos Fávaro, afirmou que Lula pediu a ele e ao titular do Desenvolvimento Agrário, Paulo Teixeira, que continuem com as políticas de estímulo de produção de alimentos.

    — O segundo esforço é concentrar as medidas nos alimentos que compõe a cesta básica do brasileiro e aumentar a produtividade do pequeno produtor — completou Teixeira.

    O ministro Rui Costa ainda falou sobre a medida citada nesta quinta pelo ministro da Fazenda, Fernnado Haddad, de regulamanetação do mercado de vales refeição e alimentação.

    A ideia do governo, é aplicar mudanças no Programa de Alimentação do Trabalhador (PAT), que concede incentivos fiscais a companhias que oferecem VA e VR para os funcionários e atuar sobre o custo de intermediação das operadoras. Segundo Rui Costa, dados apresentados por redes de supermercados mostram que esse custo atualmente gira em torno de 10% a 15% dos benefícios.

    — Obviamente quando tem algum intermediário se apropriando do benefício do trabalhador, nós temos que adotar medidas para que esse valor chegue diretamente ao trabalhador — afirmou.

    Participaram da reunião com Lula os ministros Rui Costa (Casa Civil), Fernando Haddad (Fazenda), Esther Dweck (Gestão), Paulo Teixeira (Desenvolvimento Agrário) e Carlos Fávaro (Agricultura).

    Em reunião liderada pela Casa Civil nesta quinta-feira, integrantes do governo fizeram um diagnóstico para identificar as diferentes causas do problema e traçaram possibilidades para atacá-las, mas foi só a primeira etapa da discussão.

    O foco é pensar em instrumentos para que as condições de oferta e produção sejam adequadas para abastecer o mercado doméstico com os principais alimentos da dieta do brasileiro a um preço apropriado. Uma possibilidade levantada por quem participa da discussão é aumentar o crédito agrícola e assistência técnica.

    O ministro da Fazenda, Fernando Haddad, também citou que a regulamentação de mecanismos para aumentar a competição em cartões de refeição e alimentação podem ajudar a baratear os preços para o consumidor. Hoje, as taxas cobradas no VR e no VT são elevadas e pesam sobre os lojistas. Mas a regulamentação do tema está travada há mais de dois anos, com uma queda de braço entre a Fazenda e o Banco Central sobre quem deve tratar do assunto.

    O BC, citado por Haddad nesta quinta, já afirmou mais de uma vez que não tem competência para tratar de cartões de benefícios e esse entendimento deve se manter na gestão de Gabriel Galípolo.

    Há, ainda, divergências no diagnóstico entre as diferentes áreas do governo. Os ministérios ligados à agricultura consideram que o problema maior é o efeito do dólar, que tem baixado nos últimos dias.

    Na área econômica, o impacto da desvalorização cambial no custo dos insumos agrícolas também é considerada, mas há ainda a análise de que a produção local e externa foi prejudicada por eventos climáticos e de que a demanda dos outros países por produtos brasileiros, como carne e café, também cresceu.

    Além do diagnóstico, os ministros envolvidos na discussão também estão se debruçando sobre as ações já adotadas pelo governo. Dentre as medidas consideradas acertadas pela equipe econômica, estão as medidas para fortalecer a agricultura familiar. Houve aumento de 43% no volume de recursos disponibilizados no Plano Safra e aumento da produção de alimentos como feijão, cebola, cenoura, batata e abóbora.

    Outro programa considerado bem-sucedido foi o lançamento de contratos de opção para estimular a produção de arroz em meio à tragédia no Rio Grande do Sul e após o cancelamento do controverso leilão do cereal. A avaliação é que o incentivo funcionou, elevou a produção do arroz e deve ajudar a conter os preços este ano.

    Nesta quarta-feira, o ministro da Casa Civil, Rui Costa, afirmou que o governo faria um conjunto de reuniões para buscar um “conjunto de intervenções” que sinalizem para o barateamento dos alimentos.

    Ao citar uma reunião de Lula com representantes do setor de supermercados realizada no final do ano passado, Costa disse que foram sugeridas “algumas medidas e nós vamos implementá-las agora nesse primeiro bimestre”.

    Depois, Costa modulou as declarações ao rechaçar, em entrevista ao canal CNN Brasil, que haveria intervenção de preços.

    — Para não ter ruído de comunicação e para ninguém ficar derivando para outras imaginações, vamos substituir a palavra intervenções por medidas. O que o presidente Lula está orientando, coordenando, é que nós possamos reunir com a sociedade, com os ministros, e colher as sugestões daquelas iniciativas que podem contribuir para maior oferta de alimentos — disse o ministro Rui Costa.

    Sobre acatar as sugestões da Abras ainda no primeiro bimestre, o ministro voltou atrás ao dizer que não há, ainda, definição sobre quais medidas serão adotadas. Costa já rejeitou um dos principais pleitos da entidade: a flexibilização de prazos de validade em categorias de alimentos não perecíveis, que passariam a ser sugestão ao consumidor.

    Nesta quinta, o ministro Paulo Teixeira disse que o uso da palavra “intervenções” por Rui Costa foi um “equívoco de comunicação”.

  • 5 USMNT players with the most to gain against Venezuela and Costa Rica


    FORT LAUDERDALE, Florida — For a player like John Tolkin, this month’s two national team friendly games seemed like the perfect chance to climb U.S. coach Mauricio Pochettino’s depth chart. The 22-year-old left back was coming off a career season in 2024, a year that began with his first senior cap, included a starting role for the U.S. Olympic team at the Paris Games, and culminated with a Cinderella run to the MLS Cup final with his hometown New York Red Bulls.

    Tolkin won’t play for the USMNT here on Saturday against Venezuela or next week versus Costa Rica; he left camp on Wednesday and flew to Germany to sign with Bundesliga strugglers Holstein Kiel. Three other 2026 World Cup hopefuls, 2022 squad member Jesús Ferreira, Inter Miami goalkeeper Drake Callender and young CF Montreal central defender Jalen Neal, have all departed South Florida for different reasons, leaving Pochettino with just 20 remaining players to assess over these two games.

    Here are five guys well-positioned to take advantage of the opportunity.

    A surprising omission from the 2024 Olympic team, the Illinois native is entering his sixth season with the Fire and has more than MLS regular season appearances under his belt. A technically gifted playmaker, Gutiérrez scored a career-high six goals last year and ably ran the show in Chicago’s midfield after Swiss national team star Xherdan Shaqiri left the club in August.

    “I didn’t get the chance to play at the U-20 level and the Olympics, [so] being able to do it at the senior level is honestly a great feeling,” he said on Thursday.

    His play in Chicago also caught the attention of Mexico’s national team, for which “Guti” remains eligible. This month at least, his priority is on showing Pochettino what he can do.

    “Getting into the picture with the U.S.,” he said, “That’s what my full focus is here.”

    Things couldn’t have gone much better for Schulte over the last two years. After leading the Crew’s development team to the MLS Next Pro title, he backstopped the varsity to the 2023 MLS Cup crown and a runner-up finish in Concacaf last year. He also won his first two USMNT caps and started all four games for the Olympic side in France.

    He has yet to play under Pochettino, though. Expect that to change on Saturday. If he does well against La Vinotinto and keeps his place, it would be a clear indication that the coach sees Schulte as the best of an MLS crop of keepers that includes fellow January invitees Zack Steffen and the uncapped Matt Freese. With U.S. No. 1 Matt Turner still only getting the occasional cup match in England, that distinction matters.

    The youngest player on the Olympic squad, there was some thought that Cremaschi could end up with the U.S. under-20 side this month instead. Yet here he is, back with the senior team for the first time since making his debut under then coach Gregg Berhalter in September 2023.

    Cremaschi played north of 600 fewer minutes for Miami last season than during his first as a pro. But his potential is obvious, and he’s getting an all-world education, sharing a locker room with club teammates/Barcelona legends Jordi Albi, Sergio Busquets, Luis Suárez and (of course) Lionel Messi. There’s also a natural connection with Pochettino; Cremaschi was born and raised in Miami to Argentine parents.

    With Saturday’s match at Chase Stadium, Inter’s home field, Cremaschi has even more motivation to perform well.  “I’ll definitely have family and friends out here supporting me,” he said last week. “Hopefully I can just make this opportunity count in front of everyone.”

    Perhaps the best U.S. performer at the 2023 FIFA U-20 World Cup, Luna’s failure to make the Olympic squad was more shocking than Gutiérrez. But “Moon Boy” took whatever frustration he felt out on MLS defenses in 2024 with career highs in games, starts, goals and minutes played under RSL coach and USMNT great Pablo Mastroeni. It paid off: in November, Luna took home the MLS Young Player of the Year award.

    Now he’s back with the senior team and looking to add to the lone cap he won last January. Luna feels like exactly the sort of player who could thrive under Pochettino. He’s technical, sure, but also wholly unpredictable when he gets into the opponent’s half of the field, with a creative flair that is rare in the American player pool. There’s an edge to his on-field personality, too — a quality that is highly valued by the Argentine manager. 

    Like Gutiérrez, Luna is a dual citizen who can also represent Mexico.

    As much as January camps are all about serving the youth, this month is a big one for Zimmerman. The 2022 World Cup alum is one of three veteran center backs on the current squad, along with Tim Ream, his partner for three games in Qatar, and Miles Robinson.

    Ream and Robinson have both played for Pochettino since he took the U.S. job ahead of last October’s international window. Zimmerman, meantime, is getting his first look under the new boss. With Ream turning 37 later this year and a wide-open field of other candidates in the position, that can’t hurt his chances of staying in the mix alongside his MLS-based brethren and European options like Chris Richards, Mark McKenzie and Cameron Carter-Vickers.

    “That’s the unique thing about the national team — it’s never [that] you’re on the team for this year. You’re on the team for this roster, this camp, this training session,” Zimmerman said on Monday.

    “It’s always a competition.”
