Trump grants full pardons to DC officers convicted in deadly chase
Officer Terence Sutton and Lt. Anrew Zabavsky were convicted in the fatal police chase that killed Karon Hylton-Brown in 2020.
WASHINGTON — President Donald Trump granted full pardons Wednesday for two D.C. Police officers convicted in the chase that killed 20-year-old Karon Hylton-Brown in 2020.
The pardons for Officer Terence Sutton and Lt. Andrew Zabavsky were posted Wednesday evening on the White House website. Both men were sentenced to prison by a federal judge last year but were allowed to remain free on bond pending appeal.
Trump had signaled earlier in the week the pardons were coming. Speaking to reporters at the White House during a press event Tuesday about AI-related infrastructure investments, Trump was asked if his decision to pardon, commute or dismiss the cases of more than 1,500 Jan. 6 defendants sent the message that it was OK to assault police.
“No, the opposite. In fact, I’m going to be letting two officers from Washington police D.C., I believe they’re from D.C., but I just approved it,” Trump said. “They were arrested, put in jail for five years, because they went after an illegal and I guess something happened where something went wrong and they arrested the two officers and put them in jail for going after a criminal. A rough criminal, by the way. And I’m actually releasing… no I’m the friend, I am the friend of police more than any president who’s ever been in this office.”
Trump’s decision to pardon the two officers drew immediate and mixed reaction Wednesday night.
On the social media site Bluesky, D.C. Ward 4 Councilmember Janeese Lewis George, whose district includes the Brightwood Park neighborhood where the crash occurred, said she was “devastated” by the news.
“The officers convicted in this case were found guilty of second-degree murder, conspiracy, and obstruction of justice by a unanimous jury of their peers,” George wrote. “The decision to potentially pardon their crimes puts political agenda above the integrity of our justice system and deepens the wounds of our community. Decisions like this make our communities less safe and send a dangerous message that justice can be undermined.”
The DC Police Union, which earlier this week described Trump’s decision to pardon Jan. 6 defendants convicted of assaulting officers as a “disappointment,” immediately hailed the pardons of Sutton and Zabavsky on social media.
“Officer Sutton was wrongly charged by corrupt prosecutors for doing his job,” the union wrote on X, formerly Twitter. “This action rights an incredible wrong that not only harmed Officer Sutton, but also crippled the ability for the department to function.”
Throughout the case, Sutton’s attorneys argued a judge had wrongly barred them from showing a jury evidence of Hylton-Brown’s alleged affiliation with the Kennedy Street Crew gang. On Wednesday, attorney Kellen S. Dwyer, a partner at the law firm Alston & Bird who has been representing Sutton in his appeal, told WUSA9 on Wednesday Trump’s pardon fixed that error:
“Today, President Trump corrected a grave injustice. Officer Sutton was charged with murder because he followed a suspect who fled a lawful police stop and was struck by a third-party vehicle. Sutton was acting on reporting from a fellow officer that the suspect had gotten into an altercation with another suspected gang member earlier that day and appeared to be driving around ‘looking for someone.’ Yet, at trial, Sutton was not allowed to even argue that his actions were authorized and justified by his duty to enforce the law. And the trial judge excluded the suspect’s criminal history (which included 21 prior arrests, including for gun possession, armed-robbery, and drug-dealing), his gang affiliation, and the fact that he had $3,128 taped to his legs at the time of the accident. Most egregiously, the prosecutor weaponized this ruling by falsely telling the jury that the suspect ‘wasn’t doing a damn thing wrong’ and that Sutton chased him ‘for simply minding his own business.’ While we are confident that the D.C. Circuit would have reversed this conviction, we are thrilled that President Trump ended this prosecution once and for all.”
Christopher Zampogna, who represented Zabavsky at trial and in his appeal, sent WUSA9 a brief statement Wednesday night saying the officer thanked Trump for the pardon.
Sutton, 40, was sentenced to five years in prison in September 2024 nearly two years after a jury found he’d recklessly chased Hylton-Brown through the Brightwood Park neighborhood and attempted to cover up the fatal crash that followed. Hylton-Brown was killed in 2020 when he pulled his electric moped into oncoming traffic while fleeing from Sutton, who had attempted to stop him for riding on the sidewalk and without a helmet. The chase lasted for three minutes across 10 city blocks – with Sutton at times going the wrong way on city streets and accelerating to twice the residential speed limit. The pursuit violated the department’s policy, which prohibited officers from chasing suspects for minor traffic offenses.
Zabavsky, who was not charged with murder, was convicted of attempting to help Sutton cover up the crash and was sentenced in September 2024 to four years in prison.
The sentences, which were far below what prosecutors had sought, enraged Hylton-Brown’s mother, Karen Hylton.
“How can you not put value on my child’s life?” Hylton told WUSA9 outside of court following the sentencing, adding that the judge “sat there, he scold[ed] them, he knew they were wrong.”
“If this was reversed, if this was a Black man, he would’ve — he would’ve been locked up,” Hylton said.
Hylton-Brown’s death, which came just months after the murder of George Floyd by Minneapolis police officers, sparked days of protests outside the DC Police Department’s Fourth District headquarters and ultimately launched a federal civil rights investigation. The eventual criminal case filed by federal prosecutors marked the first time a DC Police officer was charged with murder in the department’s history.
From the moment the case was filed, the U.S. Attorney’s Office faced criticism from rank-and-file officers and law enforcement leaders about the unprecedented decision to charge an officer with murder where no physical contact was made and no force was used. For two days prior to his sentencing, Sutton’s attorneys called dozens of current and former officers to testify on his behalf. Among them was former DC Police Chief Peter Newsham, now chief in Prince William County, Virginia, who said police officials around the country had told him they were “dumbfounded” by the case. Newsham, who was chief in D.C. during the civil unrest following George Floyd’s death, said he believed the case was politically motivated.
“It is my opinion that had this case not occurred on the heels of the George Floyd murder, these officers would not be facing decades of jail time,” Newsham said.
Federal prosecutors sought 18 years in prison for Sutton and repeatedly pushed back on the outpouring of criticism from law enforcement, saying it only showed the heightened need for deterrence. But they were ultimately unable to convince the judge who presided over the case. U.S. District Judge Paul Friedman described the guidelines range Sutton faced as “ridiculous” and sentenced him to 5.5 years in prison – less than a third of the time the U.S. Attorney’s Office sought.
Attempts to reach Hylton-Brown’s mother for comment Wednesday were unsuccessful.

BRADENTON, Fla. – The Bradenton Police Department has issued a warrant for the arrest of the man who police say is responsible for a deadly hit-and-run late Saturday night.

BPD says Julio Torres, 28, lost control of his black Infiniti sedan and hit a pole, then hit a 26-year-old man before driving away from the scene.

California hit by FOURTH earthquake in just over 24 hours as state recovers from deadly wildfires
California was rocked by an earthquake early Friday, marking the fourth to hit the state in over 24 hours.
A magnitude 2.8 was detected 180 miles north of Los Angeles, where fires are blazing, at 3:32am PT, which hit three hours after another 2.8 in San Jose.
The latest earthquake registered a 2.8 magnitude and occurred approximately 15 miles southeast of Avenal at 3:32 a.m.
The US Geological Survey also reported a third 2.8 magnitude San Bernardino County on Thursday and a 3.0 magnitude hit Salton City Wednesday.
The four quakes occurred along the San Andreas fault – the volatile boundary between two tectonic plates: the Pacific plate and the North American plate. It runs 800 miles along the coast of California.
Scientists have said that the West Coast is overdue for a massive quake along the San Andreas fault, which would measure magnitude 8 or higher.
While no injuries or damage was reported, the seismic activity followed a deadly stretch of wildfires in Southern California that began on January 7.

Killing at least 25 people, the series of 30 wildfires has been reduced substantially to four fires as of Thursday. Two of the largest remain active.

The fires have damaged or destroyed more than 12,000 homes and other structures, and forced as many as 200,000 people from their homes.
Some 82,400 people were under evacuation orders and another 90,400 faced evacuation warnings as of Wednesday, County Sheriff Robert Luna said.

A well-known American college football player, a young aspiring nurse, a young mother and a British national were among the victims of the New Year’s day attack in New Orleans in which 14 people were killed.
Their names are being released by families and relatives before authorities complete post-mortem examinations.
The suspect was shot dead by police.
Martin ‘Tiger’ Bech
Martin “Tiger” Bech, who was in his late twenties, was a former football player at Princeton University.
His death was confirmed in a statement by the university.
“There was no more appropriate nickname of a Princeton player I coached,” Princeton football coach Bob Surace said in a statement.
“He was a ‘Tiger’ in every way – a ferocious competitor with endless energy, a beloved teammate and a caring friend.”
Martin Bech’s brother, Jack Bech, posted a tribute on X alongside a news article reporting his death.
“Love you always brother!” he wrote. “You inspired me everyday now you get to be with me in every moment. I got this family T, don’t worry. This is for us.”
Saint Thomas Moore Principal Marty Cannon, Mr Bech’s coach senior year of high school, said he was special.
“I don’t think there was, there’s ever been anybody like Tiger,” he said.
“We could go on and on about how great of an athlete he was, but he was way more than that. He was a complete guy and he was a, he was a stand-up guy that we really respected and honored, and we really liked.”
Mr Bech was a member of the 2016 and 2018 Ivy League Championship teams.

Nikyra Cheyenne Dedeaux
The 18-year-old was an aspiring nurse.
Her death was confirmed by her mother, Melissa Dedeaux, on social media.
“I lost my baby just pray for me and my family pleaseeeeee!!! God I need you now!!,” the mother pleaded, along with a photograph of her daughter wearing a red graduation cap and gown from this year.
Ms Dedeaux – who is also a nurse – told local media outlet Nola that her daughter had been due to start her nurse training later this month.
She added that Nikyra had snuck out with a cousin and friend, who both survived.
Nikyra’s school friend, Dante Reed, told the New York Times he had received a frantic call from her cousin, saying they had run when they heard gunshots, and that she – Nikyra – was missing.
Her grandmother, Jennifer Smith, told the paper “she was a joy for the little time we had her.”
“I’m very proud of all of my grandchildren, and that one especially.”
Edward Pettifer
Edward Pettifer, of Chelsea, London, suffered fatal “blunt force injuries” in the attack, according to a preliminary cause of death given by the New Orleans coroner.
The 31-year-old’s stepmother is Alexandra Pettifer, previously known as Tiggy Legge-Bourke, who cared for Prince William and Prince Harry in the 1990s, the Prince of Wales said.
Prince William said: “Our thoughts and prayers remain with the Pettifer family and all those innocent people who have been tragically impacted by this horrific attack.”
In a statement, Mr Pettifer’s family said: “The entire family are devastated at the tragic news of Ed’s death in New Orleans. He was a wonderful son, brother, grandson, nephew and a friend to so many.”
Reggie Hunter
The death of the store manager and father of two was confirmed to CBS News, the BBC News’ US partner, by his cousin Shirell Robinson Jackson.
Ms Jackson described him as “full of life”, and said the 37-year-old had messaged the family minutes after midnight to wish them a Happy New Near.
He was with another cousin who was injured in the attack.
Mr Hunter’s younger sister, Courtney Hunter, told the NY Times her brother loved to be around the family and was competitive when it came to playing games.
Kareem Badawi
His father, Belal Badawi, confirmed Kareem’s death, expressing “great sadness and grief”.
Mr Badawi said: “We ask Allah Almighty to shower his mercy on him, and give us patience and strength to overcome this”.
“We belong to Allah, and to him we shall return”, he added in an expression commonly recited by Muslims when hearing of another Muslim’s death.
Last year, a Facebook post by Mr Badawi congratulated Kareem after he graduated from high school.
Kareem was a student at the University of Alabama, whose president, Stuart R Bell, said: “I grieve alongside family and friends of Kareem in their heartbreaking loss.”
Mr Bell’s message – which was shared by the faculty on Facebook – also asked people to “take a moment to pray for those impacted by this tragedy.”
Hubert Gauthreaux
The 21-year-old’s death has been confirmed by his former high school, Archbishop Shaw, on social media.
“We are asking the entire Archbishop Shaw family to pray for the repose of Hubert’s soul, his family and friends during this difficult time, and all those affected by this tragedy.

Kimberly Usher Fall, Ms Perez’s friend and boss at the deli store she managed, called her a dedicated, smart and a “good-hearted person”, according to CBS.
“She was beautiful and full of life,” she wrote on an online fundraiser she set up for her friend.
The 27-year-old was also a mother to a four-year-old boy.
Ms Usher Fall said Ms Perez used to bring her son into work on his days off from school.
She used to teach him mathematics and the alphabet in the deli’s storage room in between work, Ms Usher Fall told The Washington Post newspaper.
“She really was a good kid, man, she really was,” she said, adding “she was just getting everything going, and she’s gone, just gone.”
Matthew Tenedorio
The 25-year-old audio-visual technician at New Orleans’ Superdome had a “laid-back spirit and infectious laughter” that brought joy to those around him, according to a fundraiser his family set up in his name.
His mother Cathy Tenedorio, told US broadcaster NBC News, she last saw her son alive at 21:00 local time on New Year’s Eve, adding she remembered hugging and kissing him.
Mr Tenedorio’s cousin, Christina Bounds, told the BBC his family “begged him not to go” to the Bourbon Street area on New Year’s Eve, concerned by the size of the crowds and potential dangers. He had been at his family’s home in the town of Slidell earlier in the evening.
He decided to go to celebrate, and when the attack took place was separated from his friends.
The family believe he was killed in the exchange of gunfire between police and the suspect – but have not been able to get any answers from authorities or the police.
“We couldn’t get any information when my aunt [Tenedorio’s mother, Cathy] showed up at the hospital,” she said. “There has been no information from doctors, hospitals, or cops. Nobody.”
“They have zero information, and that’s the part that’s pissing everybody off. We don’t even know what happened,” Bounds added. “Was he carried out by the EMS? Was he in an ambulance? Did he die instantly?”
These answers, she added, would “help people accept” what happened.
“But now it’s like total shock,” she added. “It’s not registering.”
Drew Dauphin
Auburn University in the US state of Alabama said Drew Dauphin, who graduated from the institution in 2023, was among the victims in a post to social media on Thursday.
“Words cannot convey the sorrow the Auburn Family feels for Drew’s family and friends during this unimaginably difficult time,” said its president Christopher B. Roberts in a statement.
“Our thoughts are with the Dauphin family and the families of all the victims of this senseless tragedy.”
Billy DiMaio
A spokesperson for broadcasting company Audacy, where Mr DiMaio worked as an account executive in New York, confirmed to CBS that he was among the victims.
“Beyond his professional achievements, Billy will be fondly remembered for his unwavering work ethic, positive attitude, and kindness,” they said in a statement.
“He was a true asset to the Audacy team, and his contributions and presence will be deeply missed.”
A local newspaper in Holmdel, New Jersey, said the 25-year-old went to Holmdel High School before graduating from Chestnut Hill College in Philadelphia where he played lacrosse.
In a Facebook post, Holmdel High School Boys Lacrosse said: “Our Lacrosse community has suffered an unimaginable loss.
“Billy was a remarkable young man on and off the field. All of us in the Holmdel community are devastated by this sad news.”
Terrence Kennedy
New Orleans native Terrence Kennedy, 63, was among those killed in the attack, his family confirmed to CBS News.
His wife, Jacqueline, told the outlet that her husband was killed. Other family members described trying to reach him as news of the attack spread.
Kennedy’s niece, Monisha James, told CBS that their family couldn’t get a hold of him and tried calling various hospitals in the area. She said officials confirmed he was killed in the attack on Thursday.
In a Facebook post, Monisha said her uncle was known as “Terry” and was a nice, quiet man who enjoyed sports and loved his large New Orleans family, CBS reported.
Elliot Wilkinson
Elliot Wilkinson, 40, was among those killed, a coroner confirmed to CBS News.
“To my little brother Elliot wilkinson you was loved and you will truly be missed. I know life was hard for you at times,” Mr Wilkinson’s brother Cecil posted on Facebook.
“But I wasn’t expecting to get the phone call this morning you was one of them that got hit in New Orleans in the French Quarter.”
Mr Wilkinson was from Slidell, Louisiana.
Brandon Taylor
Brandon Taylor, 43, was also killed in the attack, a coroner confirmed to CBS News.
The Harvey, Louisiana, local was “unique in every way”, his partner Heather Genusa posted in a Facebook tribute.
“I never met another human like you,” she wrote on Facebook. “No words could bear the pain I’m in from losing you.”

SEOUL, South Korea (AP) — A team of U.S. investigators including representatives from Boeing on Tuesday examined the site of a plane crash that killed 179 people in South Korea while authorities were conducting safety inspections on all Boeing 737-800 aircraft operated by the country’s airlines.
All but two of the 181 people aboard the Boeing 737-800 operated by South Korean budget airline Jeju Air died in Sunday’s crash. Video showed the aircraft, without its landing gear deployed, crash-landed on its belly and overshoot a runaway at South Korea’s southern Muan International Airport before it slammed into concrete fence and burst into a flame.
The plane was seen having an engine trouble, and preliminary examinations also say the pilots received a bird strike warning from the ground control center and issued a distress signal as well. But many experts say the landing gear issue was likely the main cause of the crash.
The South Korean government has launched safety inspections on all the 101 Boeing 737-800s in the country. The Transport Ministry said authorities are looking at maintenance and operation records during five days of safety checks that are to run until Friday.
The ministry said that a delegation of eight U.S. investigators — one from the Federal Aviation Administration, three from National Transportation Safety Board and four from Boeing — made an on-site visit to the crash site on Tuesday. The results of their examination weren’t immediately available.
Kim E-bae, Jeju Air’s president, told reporters Tuesday that his company will add more maintenance workers and reduce flight operations by 10-15% until March as part of efforts to enhance the safety of aircraft operations.
John Hansman, an aviation expert at MIT, said the crash was most likely the result of a problem with the plane’s hydraulic control systems. He said that would be consistent with the landing gear and wing flaps not being deployed “and might indicate a control issue which would explain the rush to get on the ground.”
The Boeing 737-800 — an earlier version of 737 than the Max — is a widely used plane with a good safety record, according to Najmedin Meshkati, an engineering professor at the University of Southern California who has studied aviation safety.
He said the failure of the plane’s system for broadcasting location, operating its landing gear and extending the wing flaps to slow down indicate a widespread problem that affected electrical and hydraulic systems. He is confident that investigators will learn what went wrong by analyzing information from the flight data and cockpit voice recorders.
“These are really the two pillars for accident analysis and accident reconstruction,” Meshkati said. Like other aviation experts, Meshkati also questioned the location of a solid wall just a few hundred feet (meters) past the end of the runway, given that planes occasionally do overshoot runways. “Having such a big concrete barrier over there was really very bad luck for this particular airplane,” he said.
South Korean officials have said they will look into whether the Muan airport’s localizer — a concrete fence housing a set of antennas designed to guide aircraft safely during landings — should have been made with lighter materials that would break more easily upon impact.
The crash was the deadliest disaster in South Korea’s aviation history in decades. A seven-day national mourning has been declared until Jan. 4.
The Transport Ministry said Tuesday that authorities have identified 175 bodies and are conducting DNA tests to identify the remaining five. Bereaved families said that officials told them that the bodies were so badly damaged that officials need time before returning them to relatives.
On Tuesday, Park Han Shin, a representative of the families, accused the government of failing to provide freezers on time as promised and said there are worries that the bodies could decompose. “The last dignities of the victims are seriously hurt. We strongly criticize authorities for failing to keep its promise,” Park said.
