    Maryland School District to Move Individualized Education Plans Online


    (TNS) — Frederick County Public Schools plans to implement an online version of Individualized Education Plans in the 2025-26 school year.

    Individualized Education Plans, or IEPs, are programs developed specifically to meet the needs of individual students, including those with disabilities.

    The online version is intended to be customizable, include parent portal access and have translation services available.


    FCPS put out a bid for the online service in February. In August, the Frederick County Board of Education voted to award the request for proposal to Public Consulting Group, a firm based in Boston.

    The online IEP services cost $1,353,500 over five years for licensing, maintenance and support fees, according to the bid.

    Year one of the service is funded through FCPS’ fiscal year 2025 operating budget, which was approved over the summer. Future funding is contingent on board approval of future operating budgets, according to the bid.

    Public Consulting Group is the firm that audited the district’s services for special education programs after the U.S. Department of Justice in 2020 found the district was systematically misusing seclusion and physical restraint against students living with disabilities.

    Troy Keller, director of special education, specialized programs and supports at FCPS, said the online IEPs will launch during the 2025-26 school year.

    He said when he began working in the school district in 2020, he received a lot of feedback, especially from special education teachers, that the IEP system was “not super user friendly.”

    Keller said the school district is unable to customize or change the way data is inputted into IEPs with the current system because FCPS uses the Maryland State Department of Education’s IEP system.

    “Because we don’t oversee the system, we weren’t able to do that,” he said. “That was the ultimate ask, is that regardless of what company we work with, we want to be able to customize it for our teachers and all of our staff who input IEPs.”

    Keller added that the time and effort it takes teachers to input information into the online IEPs will decrease “because we will learn how to make it efficient.” He said technological advancements have increased the number of options for creating IEPs.

    “As we understand the needs of the county, we’re able to adapt to that and ask for changes within the system so that everyone that’s at the table can understand the IEP,” Keller said.

    He said the online IEP has a portal that allows for parents to access their child’s IEP records, progress reports, “and they’ll be able to maintain those records in a digital fashion.”

    Keller added that the new IEP format has translation services built into it and that the online records will be automatically translated.

    He said currently, the process to translate an IEP would be to go through an FCPS translator or to send it to a third-party translator, which could take a couple of days.

    “Whereas now, it will be completely automated, and they will get it the same day they have the IEP,” Keller said.

    He said FCPS is getting stakeholder feedback together now and will discuss in the spring when the district plans to launch the online service.

    Five companies submitted a bid to FCPS for the online IEP system.

    PowerSchool Group, an education technology platform headquartered in California, submitted a bid that would have cost $684,912 over five years.

    However, PowerSchool Group’s bid showed additional costs of $16,977 for initial training services and $75,489 for data conversion and implementation services.

    PowerSchool Group’s bid also showed a rate of $2.61 per IEP distributed and 56 cents per 504 Plan distributed, also as additional costs. A 504 Plan is a formal agreement that students living with disabilities are provided with accommodations.

    Public Consulting Group’s bid price showed those same additional costs as included in the overall cost.

PennDOT District 10 serves Armstrong, Butler, Clarion, Indiana, and Jefferson Counties and offers multiple summer roles to gain valuable hands-on experience.

    The event will be held at the District 10 office at 2550 Oakland Avenue, Indiana, PA 15701 from 10:00 a.m. to 3:00 p.m.

    On-site interviews will be done for internships only. All other positions will be able to complete applications for summer positions.

    Positions include:

    Engineering Internship: As an engineering intern, you will gain exposure to various aspects of civil engineering, including roadway, pavement, drainage, and bridge design, as well as construction and materials testing, traffic systems design and operations, and maintenance asset management techniques. This internship provides a platform for enhancing your technical abilities, applying theoretical knowledge to practical projects, and collaborating with dedicated engineering professionals committed to innovation and quality. Compensation is credit based.

    Requirements:

    • Must be a high school graduate or college student enrolled (or intending to enroll) on a full-time or part-time basis in a 2- or 4- year post-secondary education program for the fall semester.
    • In good academic standing (as defined by a GPA of 2.0 or higher)
    • Must be at least 18 years of age.
    • Special Requirement: Possession of a valid Pennsylvania Class C Driver’s License.

    Scientific and Technical Internships: Students will gain valuable experience in areas such as information technology, geology, or any other scientific or technical related field.

    Requirements:

    • Must be a high school graduate or college student enrolled (or intending to enroll) on a full-time or part-time basis in a 2- or 4- year post-secondary education program for the fall semester.
    • In good academic standing (as defined by a GPA of 2.0 or higher)
    • Must be at least 18 years of age.
    • Special Requirement: Certain positions require a valid Pennsylvania Class C Driver’s License

    Non-Engineering Internships: The STAMPP program offers students real-world experience working independently on a two-person crew inspecting drainage, shoulder drop-offs, pavement conditions, and guide rail for damage along state roadways.

    Requirements:

    • Must be a high school graduate or college student enrolled (or intending to enroll) on a full-time or part-time basis in a 2- or 4- year post-secondary education program for the fall semester.
    • Must be in good academic standing (as defined by a GPA of 2.0 or higher)
    • Must be at least 18 years of age.
    • Upon verification of a valid Pennsylvania Class C Driver’s License without incident, some positions may be authorized to operate Department vehicles as part of this job.

    Student Summer Worker: Students assist in seasonal maintenance work, crash system input and analysis, and maintenance and custodial services at roadside rest facilities. Many students also perform laboring and flagging duties.

    Requirements:

    • Must be a high school graduate or college student enrolled (or intending to enroll) on a full-time or part-time basis in a 2- or 4- year post-secondary education program for the fall semester.
    • Must be in good academic standing (as defined by a GPA of 2.0 or higher)
    • Must be at least 18 years of age.
    • This position requires verification of a valid Pennsylvania Class C Driver’s License

    Summer Employment Program Non-Student: The Pennsylvania Department of Transportation is seeking hard-working individuals for employment from early April through October for the Summer Employment Program.

    Highway Maintenance Worker: As a Highway Maintenance Worker, you will perform manual labor duties on highway maintenance and construction projects, assist permanent sign crews with tasks such as erecting and maintaining traffic signs and delineators, and related tasks at work sites along the highway. This is an integral position within our organization, as the upkeep of our road infrastructure plays a critical role in maintaining the integrity and safety of our communities.

    NOPD Responds to Fatal Traffic Crash in Eighth District Involving Multiple Victims


    The NOPD responded to a fatal traffic crash that occurred during the early hours today (January 1, 2025) at the intersection of Bourbon and Canal streets that has resulted in multiple fatalities and injuries, including the suspected perpetrator.

    At about 3:17 a.m., multiple law enforcement officers responded to a report of a vehicle having driven into a crowd of pedestrians on Bourbon Street. Multiple people were reportedly struck before the vehicle crashed.

    Upon further investigation, a total of 10 victims were declared to be deceased on scene. At this time, approximately 35 additional victims were determined to have suffered injuries in relation to this incident. Those injured were transported to multiple local and area hospitals via EMS for treatment. No updates are currently available on these victims’ conditions.

    After the vehicle came to a stop, the suspect reportedly opened fire on responding officers, who returned fire. The victim was struck and subsequently declared deceased on scene. Further information on the suspect is not currently available for release.

    Two NOPD officers were struck and injured in the exchange. Both were transported via EMS to a local hospital and were last listed in stable condition.

    Investigation into this incident is ongoing. No further details are currently available. The next media briefing is scheduled for 11:00 a.m. CST to provide updates.

    The public is urged to avoid Bourbon Street north from Canal to Dumaine Streets and also east to Royal Street to west to Dauphine Street until further notice as this investigation is ongoing.

    Suspect in DTLA Target shooting barricaded inside Westlake district residence – NBC Los Angeles


    A man accused of shooting two people outside a Target store in downtown Los Angeles has been arrested following an hourslong standoff at an apartment in Westlake.

    According to the Los Angeles Police Department, the stand-off started around 11:30 a.m. in the 1200 block of Ingraham Street in the Westlake District. The standoff came to an end around 4:45 p.m. Tuesday.

    Earlier Tuesday, LAPD said they were searching for the gunman after an armed security guard and store employee who were trying to stop a shoplifter were shot near a Target in a downtown Los Angeles shopping mall.

    Officers were called to the 700 block of S. Figueroa Street for a report of a shooting just before 9 p.m. on Monday. Two people were found with gunshot wounds at the FIGat7th shopping mall, where police said the security guard and Target employee tried to stop a shoplifter.

    The man seen on store security camera video walked out of the store with unpaid merchandise in a suitcase and was confronted by the guard and employee, police said. The man armed with a handgun opened fire, sending shoppers running for cover.

    One of the victims, a 33-year-old armed security officer employed by the mall, returned fire, police said. It was not immediately clear whether the gunman was struck.

    The other victim was a 45-year-old Target loss-prevention employee, LAPD Capt. Raul Jovel said.

    The armed guard was treated and released from a hospital. The Target employee remained in critical condition Tuesday afternoon.

    U.S. Rep.-elect Jeff Hurd will soon take over representing Colorado’s 3rd Congressional District after four years of representation by U.S. Rep. Lauren Boebert.

    While the 45-year-old Grand Junction Republican said he has “a different style” than Boebert, he said they will have similar priorities when it comes to the district’s needs. The district encompasses the Western Slope and the southwest corner of the state, sweeping east to include Pueblo, Otero and Las Animas counties. Hurd beat Democrat Adam Frisch in the November election with 50.8% of the district’s vote over Frisch’s 45.8%. 

    “When it comes to the issues, I think we’re going to be working together,” Hurd said of Boebert, a MAGA provocateur who is heading back to Congress from a new district. “I think a lot of the issues that mattered to the 3rd Congressional District when she was representing it will continue to matter to the 3rd Congressional District, and I think we’re going to fight to make sure that we advance sound economic policies that grow our economy, that create opportunities for families and for small businesses.”

    Hurd said when he gets to Congress he will work to secure the border, grow the energy economy in the 3rd District, and protect Colorado’s water and agricultural resources. He’s “waiting to see” what President-elect Donald Trump’s immigration and deportation plans look like, he said, as he hasn’t yet seen plans that are specific enough to judge. 

    “Certainly, I am in support of bringing to justice and deporting criminals, violent criminals. I think that needs to be a priority first and foremost,” Hurd said. “Beyond that, I think we need to wait and see what exactly the Trump administration is proposing.”

    The last Trump administration moved the national headquarters for the Bureau of Land Management and its senior officials from Washington, D.C., to Grand Junction, but the Biden administration reversed that move while keeping the agency’s “Western headquarters” in the town. Some Trump allies have called for the headquarters to be relocated to the West again.

    Hurd said he would support moving the agency’s headquarters back to Grand Junction. While he isn’t sure when or how that move might happen, Hurd said he’s encouraged by the support for a return he’s heard from other elected officials in the 3rd District and Colorado Gov. Jared Polis, a Democrat.

    “I think the decision makers should be here in the West where the lands are managed, and where they can be in closer contact with the people most affected by the decisions that this federal agency makes,” Hurd said. “I know this is an issue that is important for my district, it’s important for our state, and it has support across the aisle politically as well, which is encouraging.” 

    First and foremost: water

    Hurd said he’ll also have to wait and see the details of what Trump has proposed in terms of tariffs, though he does have “some concerns about blanket tariffs and the impact that could have on our economy.” He said the U.S. can use tariffs “strategically and thoughtfully” to make sure the country has its own resources and doesn’t “become too reliant on other countries, particularly when it comes to some critical minerals and resources.”

    “I think there’s definitely a role that we can have in deploying tariffs strategically to not only right trade imbalances, but also advance America’s national interest and national security priorities as well,” Hurd said. 

    Trump has said he will impose sweeping 25% tariffs on major American trade partners including Mexico, Canada and China as part of his efforts to bring down the cost of living. Economic experts say Trump’s proposals will hurt American families’ wallets with more expensive cars, appliances and technology.

    Trump also said he will have tech billionaire Elon Musk and former presidential candidate Vivek Ramaswamy lead a new Department of Government Efficiency, an effort to cut government spending and federal workforce. Hurd said the idea is encouraging and that he’s curious to see what the pair leading the effort proposes. Making government more efficient and cutting spending are “two very important priorities” in the coming years, he said.

    Colorado’s new members of Congress spend the time between Election Day and Jan. 3, when they’re sworn in, transitioning constituent services and setting up offices in their districts and D.C. Hurd will serve on the House Transportation and Infrastructure Committee, the House Committee on Science, Space and Technology, and the House Committee on Natural Resources alongside Boebert and U.S. Rep.-elect Jeff Crank, a Colorado Springs Republican.

    Hurd is one of three freshman Republicans heading to Congress from Colorado in January. Of the four congressional Republicans from Colorado in the new term, Boebert is the only incumbent, though she will now represent the 4th District. Crank will represent Colorado’s 5th Congressional District, and U.S. Rep.-elect Gabe Evans will represent Colorado’s 8th Congressional District. 

    “I’m excited to work with all of them, and I think there’s a lot of opportunity for us to do good things for not only our districts, but for our state,” Hurd said. “I’m also encouraged by the opportunities to collaborate with our colleagues on the Democratic side of the aisle as well.”

    Hurd said he has already met with U.S. Rep. Joe Neguse, a Lafayette Democrat who serves as the assistant minority leader in the House, Democratic U.S. Rep. Jason Crow of Centennial, and Democratic U.S. Sen. Michael Bennet of Colorado, and he looks forward to working across the aisle with Colorado’s Democrats on issues important to the whole state.

    “I think there’s an opportunity to work together as a Colorado delegation on issues that aren’t  partisan, but that matter to all of us as Coloradans — first and foremost would be water and protecting that precious resource,” Hurd said. 

    Hurd said his constituents are concerned about issues that affect their lives daily, including the cost of food, housing and energy. He said they also want leaders to secure the border, protect social security and Medicare, and ensure veterans get quality care.

    After Hurd’s election night watch party, the Grand Junction Sentinel reported members of the media were “sequestered” in a curtained area separate from other attendees and had to be escorted anytime they left the area. Hurd said he hopes “to be open and accessible and responsive” to the media, particularly local media outlets in the 3rd District, which he said are a great way to reach his constituents. He said he also plans to be accessible to his constituents, hosting town halls and answering their questions.

    “Effective communication is at the heart of making sure that the citizens of the 3rd Congressional District know what their representative is doing on their behalf in Washington and how I will be working for them,” Hurd said. “I look forward to engaging with those I represent, whether or not they voted for me, and hearing what their concerns are, what their questions are, what their priorities are and how I can best help.”
