President Trump reversed an important Biden administration criminal justice policy Monday, opening the door to more people in federal custody being sent to private prisons. The Biden executive order — one of his first — had directed the Justice Department not to renew contracts with private prison firms. In one of his first moves as president, Trump — as part of a slew of reversals of Biden-era actions — reversed Executive Order 14006, which had eliminated Justice Department contracts with “Privately Operated Criminal Detention Facilities.”
This reversal by the Trump administration is not a surprise, and it is in fact something that the two largest corporations that manage prisons and detention centers — the GEO Group and CoreCivic — expected to happen. In fact, on the GEO Group’s third quarter investor call the day after the 2024 presidential election, the company’s executive chairman and founder, George Zoley, said, “We kind of get the sense of President-elect Trump’s remarks that he will reverse all of the Biden executive orders on Day One.” Another sign of an administration friendly to the industry: Trump’s nominee for attorney general, Pam Bondi, lobbied for the GEO Group in her role with a DC-based firm.
The reversal affects contracts with the federal Bureau of Prisons, which is responsible for housing the more than 150,000 people in its custody. The bureau began to rely on private prisons in the 1980s to house incarcerated populations with specialized needs and undocumented individuals who are sentenced to federal prison. When Biden took office, about 14,000 people in the federal bureau of prisons were housed at privately managed facilities. Following Biden’s executive order, the bureau terminated all of its contracts with privately managed prisons, and it transferred people incarcerated in private prisons to other bureau facilities.
The reversal also allows for new contracts between private prison corporations and the U.S. Marshals Service, which still uses private industry to house a significant portion of the more than 60,000 people under its supervision, despite the directive from Biden to terminate this relationship. This end run around the 2021 Biden executive order is partly due to intergovernmental services agreements where these corporations’ contract with counties and the counties then in turn contract with the Marshals Service. At the time of Biden’s directive, the agency raised concerns about the order out of fears this population would be moved further from courthouses, increasing the time and money needed to transporting them to and from court.
Importantly, Trump’s reversal does not impact contracts the federal government has with for-profit firms to run immigrant detention centers. U.S. Immigration and Customs Enforcement is an agency of the U.S. Department of Homeland Security, and ICE is responsible for housing undocumented individuals they detain in a network of public and private facilities. Neither Biden nor President Barack Obama ever directed DHS to move away from such contracts. However, during the Obama administration, DHS Secretary Jeh Johnson did direct the agency to review its use of private sector firms to manage immigration detention centers and “review our current policy and practices concerning the use of private immigration detention and evaluate whether this practice should be eliminated.”
The resulting report suggested ways to improve oversight of these facilities but did not determine that DHS’s contracting relationship with private firms should end. As of July 2023, more than 90 percent of those in immigrant detention are housed in facilities owned or managed by for-profit companies. Currently, there are almost 40,000 people detained in immigrant detention centers in the United States. ICE is currently funded for 41,000 detention beds.
CoreCivic and the Geo Group’s most significant federal contracts are with ICE, which is not impacted by the reversal of Biden’s executive order. In 2023, ICE contracts accounted for 30 percent of CoreCivic’s revenue, the Marshals Service 21 percent, and the Bureau of Prisons 2 percent. For the same year, ICE accounted for 43 percent of the GEO Group’s revenues, the Marshals Service 16 percent, and the Bureau of Prisons 3 percent.
The reversal also doesn’t impact state and county contracts with these corporations, which is a significant revenue generator for the firms as well.
In the wake of Trump’s reversal of Biden’s executive order, it is possible that the Bureau of Prisons will look to transfer some of its population back to private prisons. And given how difficult it was for the Marshals Service to roll back its contracts, it will likely sign new ones with the private corporations soon as well. Nevertheless, given that President Trump has promised mass deportations, for-profit firms will likely see their revenue grow the most from ICE contracts for transportation and detention of undocumented people.

Champions League matchday seven: Who can qualify for the knockout phase? Who could be eliminated?
UEFA’s decision to replace a group stage with a league format has split opinion, but having Champions League football in January is not something that many neutral fans are complaining about.
With two games remaining in the league phase, it is still anybody’s guess who will make the “Top Eight”, which ensures automatic progression into the round of 16 — and 21 sides are still capable of doing so.
At the other end of the table, Paris Saint-Germain currently lie in the elimination zone, while Premier League champions Manchester City are teetering one point above them.
With the fates of 33 clubs still yet to be determined, there is plenty to play for as we enter matchday seven.
Here, The Athletic explains what’s at stake.
Who can qualify for the knockout phase this week?
Who said the league phase killed the magic of the Champions League? Ahead of the penultimate matchday, Liverpool are the only side whose qualification for the round of 16 lies squarely in their own hands.
Liverpool
- Arne Slot’s side will confirm their spot in the top eight with a draw against Lille at Anfield.
- Should they lose their remaining two matches, Liverpool are still very likely finish in the top eight. To fall into the knockout phase play-offs, the teams currently ranked third to eighth (Arsenal, Bayer Leverkusen, Aston Villa, Inter, Brest, and Lille) would need to win both of their remaining matches, as well as one of Dortmund, Bayern, Atletico Madrid, or Milan.
- According to The Athletic’s projection model, powered by Opta data, Liverpool have a greater than 99 per cent chance of automatic progression into the round of 16.
- If Barcelona beat Benfica on Tuesday, Dortmund, Bayern, Atletico, and Milan would need to win their remaining two matches and overturn a significant goal difference for Hansi Flick’s side to fall out of the top eight.
- Heading into matchday seven, Barcelona have a positive goal difference of 14 — the best in the tournament. They have also scored 21 goals, the most of any side. If teams are level on points in the league phase, goal difference is the first criterion for determining which club places higher, followed by goals scored, away goals, wins, and away wins.
- Due to their league-best goal difference and goals-scored tallies at this stage, The Athletic’s projection model gives Barcelona a 90 per cent chance of finishing in the top eight.
Clubs positioned third to eighth: Arsenal, Leverkusen, Villa, Inter, Brest, Lille
- While a win for any of these sides on matchday seven may not mathematically confirm their qualification, it would put them in a strong position to finish in the top eight.
- However unlikely, a draw could allow clubs currently positioned as low as 21st to pass them with wins in their final two matches.
Who can put themselves in contention for the top eight?
The beauty of the new league phase is that it has opened the door for so many possibilities as we enter its penultimate week.
Of the clubs currently outside the top eight, Dortmund, Bayern, Atletico, and Milan are best positioned to break in during gameweek seven. These sides are all on 12 points, one point behind Lille, who occupy eighth place on the league table and are facing Liverpool on Tuesday.
Should Lille fail to beat the league leaders, any of the clubs currently positioned ninth to 15th will overtake the French side with a win.
The same applies to Arsenal, Leverkusen, Villa, Inter and Brest, who are level on points with Lille on 13.
As it stands, any club from 26th place and up can finish in the top eight. With seven points from six matches, The Athletic projects Stuttgart (26th) and PSG’s (25th) chances of a surge into the automatic knockout qualification spots at under one per cent. Ahead of their match against Feyenoord, our projection model gives Bayern the best chance (65 per cent) of finishing in the top eight of sides not currently in there.
Real Madrid’s struggles in this season’s Champions League are well documented, yet it is still somewhat surprising that they are in 20th place with nine points — the same total as Celtic, who have not reached the knockout stage of Europe’s premier cup competition since 2012-13.
With winnable meetings against Salzburg and surprise-package Brest on the horizon, it would not be shocking to see the holders earn maximum points from their remaining matches for a late push at qualification for the top eight, but the data suggests it’s unlikely. Like PSG, our projection model rates Madrid’s chances of finishing eighth or above at under one per cent.
It’s a similar story for 2023 winners Manchester City, who have eight points ahead of a trip to PSG on matchday seven and a home match against Club Brugge on the final day.
Who can confirm their status in the play-off round?
Juventus are the lowest-placed team (14th) who can confirm their status in the play-off round with a win this week. Every side above them will also, at minimum, qualify for the knockout play-offs with three points on matchday seven.
Should PSG or Stuttgart fail to win on matchday seven, a draw will be enough to advance Benfica, Monaco, Sporting, Feyenoord, and Club Bruges, who are placed between 16th and 19th. In this scenario, Madrid, Celtic, City, PSV and Dinamo Zagreb can also confirm progression with a win.

RB Leipzig, Slovan Bratislava, and Young Boys became the first sides to be eliminated on matchday six, and they will likely have some company by the end of the penultimate game week.
For Bologna (two points) to have any chance of avoiding elimination, the Serie A side must win both of their remaining matches. The herculean task starts with a home match against Dortmund on Tuesday, a side currently one point below the automatic round of 16 spots in ninth. It’s no surprise our projection model rates their chances of avoiding elimination at less than one per cent, given they are winless so far.
Salzburg, Sturm Graz, Girona, and Crvena Zvezda (three points) must also win their next match to avoid elimination. Like Bologna, our projection table rates Salzburg, Sturm Graz, and Girona’s chances of avoiding elimination at under one per cent but it gives Crvena Zvezda a glimmer of hope at three per cent). This is due to Crvena Zvezda’s relatively kind fixture list, with PSV (23rd) and already eliminated Young Boys still to play.
If City, PSV, and Dinamo Zagreb all win, Sparta Prague and Shakhtar Donetsk, both on four points, will be eliminated irrespective of their results on matchday seven. In the same situation, PSG and Stuttgart require a draw in their next match to stay alive.

Carter, who died Sunday at age 100, and his nonprofit, the Carter Center, led a decades-long campaign against the disease, marshalling funding, tracking cases, helping to quell outbreaks and organizing support among world leaders and health agencies.
Guinea worm infections are caused by a parasitic worm whose larvae can contaminate water. When people consume the tainted water, the larvae mature inside the body, growing to about 3 feet long. The worms then burrow out of people’s bodies, blistering the skin as they exit in an agonizingly painful process that can take weeks.
In 1986, five years after Carter’s presidency ended, 3.5 million cases of the disease were recorded globally. As of early December, preliminary data indicates that just 11 cases have been recorded this year, and in just two countries — Chad and South Sudan, according to Adam Weiss, the director of the Carter Center’s Guinea Worm Eradication Program.
“We continue to see a tightening of how widely distributed the disease is from more than 20 countries in the 1980s to just a few so far this year,” Weiss said. “A lot of good progress is being shown.”
In 1986, the World Health Assembly called for eradication of Guinea worm disease. The Carter Center, a nonprofit created by the former president, stepped in to lead the effort, partnering with health departments in partner countries, the World Health Organization and the U.S. Centers for Disease Control and Prevention.
Carter visited a village in Ghana in 1988 that was suffering from Guinea worm infections, and he often spoke about an image that haunted him from that visit — of a Guinea worm emerging from a woman’s swollen breast.
“It left such a deep imprint on him, not because he saw despair. He felt the despair, but what he saw was there’s an opportunity,” Weiss said. “It was something he couldn’t turn his back on.”
Carter remained focused on the project until his death, telling reporters in 2015 that he wanted “the last Guinea worm to die before I do,” according to The Associated Press. He received updates on Guinea worm even after he entered hospice care, the AP reported.

Guinea worm disease could become the second, though it may take years and new methods to push the effort across the finish line.
The disease, which is most often reported in rural, impoverished areas without clean drinking water, remains endemic in several African countries. People can be infected by multiple worms at a time — one man in Nigeria suffered as health workers removed more than 80 worms from his body in 1999.
Unlike smallpox, there is no vaccine or treatment to stop Guinea worm disease. So the Carter Center has worked with African and Asian health agencies to change how rural villagers live daily life by offering education about how the disease spreads and how to prevent it, providing water filters to those in need and using larvicides to control outbreaks.
By 2000, the disease had been eliminated from Southeast Asia.
“You need a champion like President Carter to say, ‘This is the flagship program of the Carter Center in health. We want this done,” said Dr. Jordan Tappero, the deputy director of neglected tropical diseases for the Gates Foundation, which has given funding to the Carter Center’s work.

For that to happen, global cases have to remain at zero for three consecutive years.
This year’s preliminary case total of 11 represents a record low, but Tappero said more work lies ahead and new methods are likely required to achieve eradication.
Complicating the efforts are cases of Guinea worm disease detected in domestic animals. Guinea worm disease was first detected in dogs in 2012, forcing a shift in strategy.
“Infection in dogs and cats in these last countries makes it harder to get there by 2030,” Tappero said. “You can’t teach a dog to say this pond is safe to drink from, and that one’s not.”
Tappero said researchers are developing tools to immediately detect signs of the disease in water samples, working on diagnostic tests that could identify cases months before the parasite emerges and pursuing trials of a drug called Flubendazole for use in infected dogs.
In 2022, the Carter Center held a summit for some of the last countries fighting the disease. Angola, Cameroon, Chad, the Democratic Republic of the Congo, Ethiopia, Mali, South Sudan and Sudan all agreed to accelerate their efforts to eradicate Guinea worm.
“That kind of political will is so important — having that kind of high-level commitment coupled with at the village level. People just want to get this done,” Weiss said. The path Carter paved, he added, makes it “pretty straightforward now.”

SEATTLE — The Seattle Seahawks were officially eliminated from postseason contention on Sunday night, one week before the conclusion of the National Football League (NFL) season.
The Seahawks (9-7) needed an Atlanta Falcons victory on Sunday Night Football to keep their playoff hopes alive. The Washington Commanders held on for a 30-24 victory over the Falcons in overtime to eliminate the Seahawks from the playoff race.
Regardless if the Seahawks beat the Los Angeles Rams (10-6) in Week 18, Seattle will not qualify for the playoffs because of the league’s tiebreaking procedure.
Seattle has not made the postseason for the second consecutive year, the franchise’s longest streak since 2009.
Mike Macdonald’s team rebounded from a 4-5 start with four consecutive wins, vaulting the team into the lead in the NFC West division. The Rams, however, have won five straight games to wrestle control of the division away from the Seahawks.
The Seattle Seahawks have officially been eliminated from NFL postseason contention after a tough loss to the Los Angeles Rams. Despite a strong effort throughout the season, the Seahawks fell short of securing a playoff spot. Fans are disappointed, but hopeful for a better season next year. The needed games didn’t go as the Seahawks wanted on Sunday. The Commanders beat the Falcons Sunday night, advancing the LA Rams into the playoffs and knocking the Seahawks out of the playoffs.
According to NFL.com, the Seahawks chances to make the playoffs were at less than 1%, even after the Seahawks beat the Bears on Thursday.
With the Rams winning against the Cardinals in the third game of Saturday’s triple-header, the Seahawks needed an unfathomable amount of help to make the playoffs.
If the Seahawks beat the Rams next week, both teams would finish 10-7, head to head 1-1, in the division 4-2, and common opponents 7-5.
In that case, it came down to a 5th tie breaker: Strength of victory, where the Rams held a big advantage.
And what the Seahawks needed didn’t come to fruition.
Here’s what the Seahawks needed this weekend:
Seahawks needed the Commanders to lose to the Falcons, but the Commanders won in overtime, 30-24.
The Jets were on the list, but they lost to the Bills, 40-14. The Packers were also on the list, but they lost to the Vikings, 27-25.
The Dolphins beat the Browns, a positive for the Hawks, 20-3.
Then the Seahawks had to beat the Rams next week.

NFL Playoff Scenarios: Seattle Seahawks eliminated after disastrous three-week stretch
The Seattle Seahawks’ nightmarish three weeks of losses and unfavorable results elsewhere has led to the end of their division title and playoff hopes.
Absent a Los Angeles Rams loss to the Arizona Cardinals (spoiler: it didn’t happen), the next best thing for the Seahawks was to avoid having any four of the following six teams winning their respective Week 17 games: Cincinnati Bengals, Buffalo Bills, Minnesota Vikings, Cleveland Browns, Washington Commanders, and San Francisco 49ers.
Well, we didn’t even make it to the 49ers game on Monday.
The Bengals won in overtime over the Denver Broncos on Saturday, the Bills blew out the New York Jets on Sunday, the Vikings held off the Green Bay Packers, and while the Browns lost to the Miami Dolphins, the Commanders (led by former Seahawks Super Bowl champion defensive coordinator Dan Quinn) rallied to beat the Atlanta Falcons in an overtime thriller.
The Seattle Seahawks’ path to a strength of victory tiebreaker is out of the question. They are officially eliminated from postseason contention, and the Los Angeles Rams are NFC West champions after starting 1-4 with a slew of injuries on the offensive line and at wide receiver.

There were few paths where the Seahawks could’ve put themselves from sole possession of first place in mid-December to completely out of the playoff hunt before Week 18, but they found it. Yes, the Rams had some good fortune by winning seemingly every close game they had to win over the last five weeks, but they won them. The Seahawks had one close game they had to win against the Minnesota Vikings and lost it. Almost every other result related to Seattle’s playoff hopes also went against the Seahawks. It happens.

The Seahawks have now missed the playoffs in consecutive seasons for the first time since Mike Holmgren’s injury-laden final season in 2008 and the horrendous Jim Mora tenure of 2009, in which the Seahawks went a combined 9-23. Seattle has had only one season come remotely close to those teams,
With just one playoff win in the last eight seasons and similarly only one NFC West title in that same span, this is the worst stretch of Seahawks football in terms of playoff success since the dreaded 21-year playoff drought from 1984 to 2005.
Unlike when the Jim Mora succession plan blew up in Tim Ruskell’s face, Mike Macdonald neither a one-year hire nor is general manager John Schneider likely to have the same fate as Ruskell did. Barring something bizarre and completely unforeseen, Macdonald has provided plenty of positives on the defensive side of the ball and turned one of the league’s worst units into an above-average group.
Oh well. There’s always next year. But there’s still the Rams game to be played, and it’ll be interesting to see what Mike Macdonald decides to do with regards to playing starters vs. backups.
Just remember that the San Francisco 49ers cannot win the Super Bowl this year, for they’re also not in the playoffs.

If eliminated, the Dolphins are expected to release Calais Campbell
The Dolphins could be eliminated from playoff contention as soon as today, if both the Chargers beat the Patriots and the Broncos beat the Bengals.
If that happens — or if the Dolphins lose to the Browns on Sunday — Miami will be eliminated. And, as explained by Omar Kelly of the Miami Herald, the Dolphins are expected to release veteran defensive lineman Calais Campbell.
Campbell, who has spoken about the possibility of being released once the Dolphins are done, would go through waivers. Any other team, contender or non-contender, would have the ability to claim him for the final week of the regular season and perhaps beyond. If unclaimed, Campbell would become a free agent.
Kelly explains that the Ravens wanted to trade for Campbell before the deadline in early November, but that coach Mike McDaniel persuaded Campbell to stick around, with the understanding that he’d be released if/when the team’s playoff chances have ended.
The Ravens would presumably be on the short list to make a claim. Kelly notes that the Vikings and Lions are also expected to be interested. Also, if the goal is to win a championship, the Chiefs could be the best destination.
“My whole career I’ve been close, but no cigar,” Campbell said, via Kelly. “I want that cigar.”
Things will get awkward if Miami’s thin playoff hopes remain alive beyond this weekend. It will be hard for Campbell to bail on a team that still has a chance to make it to the playoffs — even if they don’t make it or, if they do, they lose in the wild-card round. (Again.) And since Miami’s roster locks as soon as its season ends, he can’t be released if the team is eliminated in Week 18.
It becomes an interesting subplot to the final two weekends of the 2024 regular season. Especially since, if Miami is cooked come Monday, it only takes one non-playoff team to slip Campbell an exploding cigar by claiming his contract on waivers.
