SPRINGFIELD — Lawmakers this week passed a bill aimed at boosting the development of renewable energy generation, but its proponents said the final measure was a “skinny” version of what they had hoped to pass.
The bill comes as several state officials warn that Illinois is falling behind on its clean energy goals. The state’s main funding mechanism for renewable energy projects also faces a potential $3 billion budget shortfall in the coming years.
The legislation gives state regulators more authority to balance the budget for a key renewable energy financing tool, partially by shifting financial risk to electric utility customers. It also sets up a study of energy storage technology that is intended to form the basis of a new bill later this year.
“We’ve seen the effects of climate change. We’ve seen the effects on storms, extreme storms, extreme heat, extreme cold,” Rep. Robyn Gabel, D-Evanston, said during floor debate. “This is something we must do. We must move from fossil fuel, which emits carbon into the atmosphere, to renewable energy. This bill has a few small changes that will help us get renewable energy on the grid.”
The measure passed in the Senate 39-16 on Monday, with the House passing it the next day 74-39. It will next head to the governor’s desk for final approval before becoming law.
The bill makes several changes to how the state funds renewable energy developments. Sen. Bill Cunningham, D-Chicago, described these as “highly technical.”
Existing law requires the state to purchase a certain amount of electricity from renewable sources. The Illinois Power Agency purchases this electricity using a system of financial instruments such as “renewable energy credits.” These are tracked and budgeted using the state’s renewable portfolio standard, or RPS.
But the IPA has struggled to find developers for some of these projects – particularly wind farms. One of the driving concerns that developers cite is whether the budget for the RPS, which is funded by a monthly charge to utility customers, is sufficient to fund renewable energy contracts approved by the agency.
This makes financing these large infrastructure projects difficult, as banks and other institutions worry about the risk of not being paid back if the RPS budget falls short.
Over the past few years, the IPA has begun to raise alarms about the funding mechanism. In October, the agency said the RPS could face a $3.1 billion budget shortfall by 2039, based on the agency’s long-term renewable procurement plan.
The bill would guarantee that projects approved under the RPS will be funded in case of unexpected spikes in prices by allowing utility companies to charge consumers for the costs of any budget shortfall.
Gabel said during debate Tuesday that she doesn’t expect the policy to lead to rate increases and that even if utilities needed to recover money from customers, it would only be a temporary increase.
But Republicans were skeptical of transferring risk to ratepayers.
“All we’re doing here to add security to these failing projects is to transfer, to put the burden on taxpayers, on ratepayers, one way or another to make sure the creditors are going to get paid,” Rep. Brad Halbrook, R-Shelbyville, said during debate Tuesday.
The bill also grants the agency more flexibility on the split between its wind and solar procurement. While the agency has failed to meet wind targets in the past, it often meets or exceeds its solar targets thanks in part to the booming solar industry in the state.
These provisions were negotiated and largely agreed upon by the agency and representatives of the renewable industry.
“We think this bill makes important and necessary changes, and we’re looking forward to more robust discussions this spring,” IPA Director Brian Granahan said in a statement Tuesday.
The bill also requires the Illinois Commerce Commission to host a series of workshops exploring battery-based energy storage. Renewable energy advocates increasingly are looking to the nascent technology as a way to make wind and solar power more reliable.
Because wind and solar power often do not generate electricity at times of peak demand, storing electricity generated at off-peak hours could keep electricity supplies affordable and reliable – at least according to battery storage’s proponents.
Sen. Bill Cunningham, D-Chicago, has spent years advocating for more incentives for battery storage. Gov. JB Pritzker, whose office was involved in bill negotiations, in December said he supported the premise of battery storage.
“The price of electricity is going up because of the higher demands, and we have to have a strategy in place to deal with that,” Cunningham said Monday.
A previous version of the bill would have set up a system of incentives and a funding mechanism for battery storage projects, similar to how the state handles renewable energy. That would have included allowing the IPA to “procure” energy credits from battery storage facilities.
The ICC’s report on battery storage will be due to the General Assembly by May 1. That report will then be used as the basis of a future bill from Springfield, according to the bill’s sponsors.
“Nothing in this legislation empowers the IPA to do a procurement. We would have to authorize that by state law,” Cunningham said. “The intent is to come back in the spring and do that.”
The bill passed Tuesday is also notable for what it didn’t include. In addition to cutting out much of the battery storage policy, the final bill didn’t include a set of provisions dealing with energy efficiency programs.
That portion of the bill would have updated the state’s requirements for solar energy rebates and provided subsidies for consumers who buy efficient appliances.
Those provisions were cut after the governor’s office “raised some concerns,” according to Cunningham.
Those portions of the bill were backed by the Illinois Clean Jobs Coalition, an influential group of environmental organizations that includes the Illinois Environmental Council.
“The bill that we’re going to see is not doing much,” IEC’s Executive Director Jen Walling said Monday morning, after the bill was finalized but before it passed.
The IEC, and the Clean Jobs Coalition more broadly, didn’t endorse the bill, taking a neutral stance. Kady McFadden, a lobbyist speaking on behalf of ICJC, said she was “disappointed” by the final bill, noting the elements that were cut out or pared down.
Walling and others expressed a desire for broader legislation in the spring.
“We’re setting up for a really big year for climate legislation,” Walling said.
The IEC and ICJC brought hundreds of people to the Capitol Tuesday to advocate for other climate- and energy-related bills, including bills limiting the use of natural gas for heating buildings and reforming the transit systems in the Chicago area.
Cunningham is also considering legislation that would boost incentives for transmission line construction, a critical step as the state increasingly relies on renewable generation.

BOSTON — The Boston Celtics avenged a home loss to the Warriors by walloping Golden State by 40 points in San Francisco on Monday afternoon. Jaylen Brown and Jayson Tatum then gave Steve Kerr the cold shoulder after the game, another sign the Celtics stars are still a little frosty toward the Warriors head coach following the Paris Olympics.
Immediately following Boston’s 125-85 win, Tatum and Brown took some time to chat with Warriors superstar Steph Curry on the Chase Center court. Brown waited his turn as Tatum had a lengthy talk with Curry, when Kerr approached the trio to chat with the Celtics’ duo.
Tatum didn’t notice Kerr as he spoke with Curry, but Brown saw the Warriors coach standing there — and he just let him continue to stand there, showing no interest in speaking with Kerr. The two avoided eye contact and stood awkwardly, as Brown waited to talk with Curry and Kerr waited to talk with Tatum.
Eventually, Kerr got sick of waiting and just walked away. Here’s a clip of the non-interaction:
Tatum did give Kerr a hug right after the clip, so he is apparently over his Olympic benching by Kerr over the summer. But Brown is clearly still miffed at being passed over for the Team USA roster by Kerr and his staff.
Perhaps some day Brown will put that behind him, but that day was not Monday.
Brown has been at odds with Kerr and Team USA since the summer when he was passed over for a spot on the Olympic roster after Kawhi Leonard bowed out with an injury. Brown was fresh off winning MVP in both the Eastern Conference Finals and the NBA Finals, but Kerr and crew opted to go with his Celtics teammate Derrick White instead. While Brown was happy for White, he accused Team USA of keeping him off the roster because he had criticized Nike in the past.
Tatum was on the Team USA roster and won his second gold medal over the summer, but that wasn’t without controversy too. Kerr played Tatum just 17.7 minutes per game and benched him for both games against Serbia, which didn’t sit well with Tatum.
Kerr has said that he didn’t regret that decision, and Tatum said earlier in the season that it wasn’t on his mind when Kerr and the Warriors were at TD Garden in November. The Warriors won that meeting, 118-112.
Tatum, Brown, and the Celtics really got their revenge on the court on Monday, handing the Warriors their worst home loss in 40 years. Tatum dropped 22 points to go with nine rebounds and seven assists, while Brown scored an efficient 17 points (hitting eight of his 14 shots) to snap out of his shooting funk. With the score so crooked, neither Tatum or Brown played the fourth quarter for Boston.

BROOKLYN, N.Y. (OSV News) — It’s one of the most unlikely friendships you can imagine, and the way it came about is just as surreal. A retired Brooklyn priest and a president of the United States struck up a relationship because the clergyman took an interest in the president’s family gravesite.
Father Frank Mann and Donald Trump, former president and now president-elect, have become so close that the Brooklyn-born priest has been invited to deliver the closing benediction at Trump’s inauguration ceremony Jan. 20 in Washington.
“It’s mind-boggling. I can’t believe it,” Father Mann told The Tablet, news outlet of the Diocese of Brooklyn. He said he was recently contacted by an assistant to Trump and a member of the inaugural committee who asked him to deliver the blessing right after the inaugural address.
“Being asked to offer the closing benediction is such an indescribable honor,” Father Mann said. “It’s taken me longer than I thought to process having been chosen to be such a significant part of the inauguration’s moment in history.”
It all began a few years ago when Father Mann was walking through a Queens cemetery and came upon the gravesite of Trump’s parents and grandparents.
“It was slightly overgrown,” Father Mann recalled. “I thought this shouldn’t be. This is a historic site. So, I went and bought a weed whacker and some decorations and fixed up the plot. I took a photo and eventually sent it to President Trump.”
A few weeks passed, and Father Mann got a call out of the blue. It was Trump. He asked Father Mann why he was decorating the family grave. After he explained his interest, he said the president sounded amazed and told him they would have to get together the next time he was in New York.
Father Mann said he was thrilled to have been called by the president, who he knew to have frequently visited his parents’ gravesite before his election in 2016. Trump speaks fondly of his parents and his older brother, who is interred in the same plot. True to his word, Trump called Father Mann shortly after not being reelected in 2020 and invited him to Trump Tower for a meeting and sit-down.
“He was the nicest, down-to-earth guy,” Father Mann said. “There are no airs about him. He has a great sense of humor. He’s a regular guy.
“He asked what he could do for me, and I told him that I didn’t want anything.”
Father Mann only requested autographs for his memorabilia collection. The two also posed for a photo high in the Fifth Avenue skyscraper, with Central Park in the background.
During the summer of 2022, Father Mann was invited to an overnight stay at the president’s summer residence in Bedminster, New Jersey. The following summer, Trump bought dinner at his country club for the priest and a friend. Father Mann also made the trip to Bedminster to bless the grave of Ivana Trump at the golf club and recalled receiving a touching “thank you” from Trump’s daughter Ivanka.
Later that year, when the priest published a children’s book, “The Wounded Butterfly,” Trump endorsed it on his Truth Social platform. During the recent presidential campaign, Father Mann attended Trump rallies at Nassau Coliseum and Madison Square Garden.
Father Mann said Trump stays in touch via phone calls, sometimes asking the priest for his thoughts on conversations he had with others and often asking what he could do to win the Catholic vote. According to The Associated Press, Trump won 54 percent of the Catholic vote in 2024. Father Mann said he believes Trump is speaking a lot more about God since surviving two assassination attempts this summer because “I think he sees the hand of God in all this.”
“I think he feels he was spared because God has a plan for him,” Father Mann said.
While Father Mann loves to tell friends about his acquaintance with Trump, he said many, including some in his own family, don’t believe him and think he manipulated the photos.
When he delivers his benediction Jan. 20, it will be personal. He will be asking for a blessing for his friend, the president of the United States, the new vice president and the country they will lead.

DIOCESE OF BROOKLYN — A RETIRED BROOKLYN PRIEST WILL GIVE THE CLOSING BENEDICTION at President-elect Donald Trump’s inauguration on Monday, Jan. 20, which because of dangerously-frigid weather will be held indoors — in the U.S. Capitol Rotunda — for the first time since 1985. Father Frank Mann, a native of this borough, priest of the Diocese of Brooklyn since his 1979 ordination, and author, struck up a surprise friendship with Mr. Trump over his family’s gravesite in Queens, which is part of the diocese. Fr. Mann had been walking through and noticed that the gravesite needed pruning. He took the initiative and started removing the weeds, and decorated the plot with floral arrangements, sending photos to Trump afterward, according to reports in The Tablet diocesan newspaper and the Catholic News Agency. Fr. Mann then heard from Donald Trump out of the blue, surprised and curious as to why the priest would do this. Later, when Father Mann’s children’s book, “The Wounded Butterfly,” was published, Mr. Trump promoted it on Truth Social. The two kept in touch and frequently got together in person. Fr. Mann told The Tablet this week, “Being asked to offer the closing benediction is such an indescribable honor. It’s taken me longer than I thought to process having been chosen to be such a significant part of the inauguration’s moment in history.”
Trump sought Fr. Mann’s advice on how to win the Catholic vote during the 2024 campaign, reports the Catholic News Agency, and wound up winning 54% of the Catholic vote, the Tablet reported, using figures from the Associated Press.

Carrie Johnson has shared a new health update after revealing that she was admitted to hospital at the start of this year with a “nasty” chest infection.
In a post shared to Instagram on Monday, the mother-of-three thanked her fans for their support and “kind messages” before adding that she was feeling “so much better”.
Alongside a beaming selfie, she penned: “Hello! Just wanted to say a big thank you for the many, many kind messages wishing me better. I’ve been really touched. Lots of you messaged saying you too had flu/pneumonia/nasty chest infections, with some of you being hospitalised too.”
The former media rep continued: “My heart goes out to you because it can be really, really rough and genuinely scary. I am now feeling SO SO much better. My energy levels are still pretty low but other than that, I’m feeling good. Still resting when I can but hoping by Feb I’ll be raring to go again.”
Carrie, 36, first spoke of her recent health battle earlier this month, explaining how she stayed in hospital for “nearly a week” after a chest infection left her struggling to breathe over the Christmas period. It was later confirmed that she had flu and pneumonia.
At the time, she shared a candid snapshot of herself laying in a hospital bed which she captioned: “I didn’t expect to spend the first week of 2025 in hospital. After having a nasty chest infection for nearly 18 days at home over Christmas, it just got out of hand, and I was struggling to breathe properly. Hospital confirmed I had flu and pneumonia.”
She added: “I was there nearly a week, and I’m still not recovered. It could take another few weeks until I feel like myself again. The reason for this post, though, is: 1) NHS doctors and nurses are the best people on earth. I say it a lot, but they have looked after me and my family when we’ve needed it most, and I will never not be enormously grateful. They are the absolute best of us.”
Carrie continued: “2) Obviously, check with your doctor, but my strong advice is to get the bloody flu jab. I really, really wish I had. It totally slipped my mind this year. No guarantee, but I very possibly wouldn’t have spent the last three weeks horribly, horribly ill had I got it.”
Carrie shares three children with former Prime Minister, Boris. The pair are doting parents to Wilf, four, Romy, three, and one-year-old, Frankie.

Republicans are on the verge of giving President-elect Trump a big win on immigration to kick off his second term — and doing it with the help of Democrats while dividing the minority party on the hot-button issue.
The GOP spent years pillorying the Biden administration for being weak on the border and immigration, with that drumbeat helping them ascend to power this year.
It was no surprise then that the first major bill Republicans put forward was the Laken Riley Act, a bill named after a Georgia college student who was killed last year by a man who had entered the country illegally. The legislation kills two birds with one stone: giving Republicans a win on the border while putting Democrats in a tough spot as they attempt to navigate the issue following the November shellacking.
“Some Democrats seem to have learned from the election that maybe we missed this one. Maybe we missed just how big a deal the open border was to Americans,” Sen. Kevin Cramer (R-N.D.) said. “They have their opportunity now to sort of redeem themselves on it.”
As many as 11 Senate Democrats are expected to vote with every Republican to pass the bill this week. Ten voted to end debate and advance the measure Friday. It is also slated to get a vote in the House this week, where it picked up support from 48 Democrats earlier this month.
The legislation would mandate federal detention of immigrants without legal status who are accused of theft, burglary and assaulting a law enforcement officer, among other things.
The political stakes were also immediately clear as four key Senate Democrats who are up in 2026 — Sens. Jon Ossoff (Ga.), Gary Peters (Mich.), Jeanne Shaheen (N.H.) and Mark Warner (Va.) — voted to advance the package. Two Democrats — Sens. John Fetterman (Pa.) and Ruben Gallego (Ariz.) — were among its co-sponsors.
But the past week also brought to the forefront key divisions within the Democratic caucus on an issue that continues to give the party plenty of headaches.
On Tuesday, the Senate Democratic Conference held a longer-than-usual luncheon during which members had what one Democrat described as a “pretty intense discussion” about the bill.
One specific concern centered on the lack of a cohesive plan for how Democrats should handle the legislation. Sen. Michael Bennet (D-Colo.) became animated on that topic during the luncheon, two Senate Democrats told The Hill.
“He was really wound up about the fact that we had no plan that was coherent,” a second Senate Democrat said.
Bennet confirmed that sentiment, saying that he “expressed [his] frustration about our strategy.”
Creating more issues for the party was that at least seven Senate Democrats indicated early on that they were prepared to vote for the Laken Riley Act in its original form. Sens. Mark Kelly (Ariz.), Jacky Rosen (Nev.), Elissa Slotkin (Mich.), Fetterman, Gallego, Ossoff and Peters all indicated as much heading into the initial procedural vote.
Dozens of other Democrats voted to open debate on the bill, saying they hoped to amend it. But that initial show of support effectively zapped any leverage Democrats may have had over the legislation or possible amendments, prompting Senate Majority Leader John Thune (R-S.D.) to only bring two of them to the floor.
“I want to have this [amendment] process as open as possible,” Thune said. “My impression was … the Democrats were sort of anxious to get it behind them.”
The lone Democratic amendment was defeated, and he teed up Friday’s vote to end debate shortly after.
“If a handful of people say, ‘Yeah, I’m going to go along with this,’ then Chuck has lost all of his negotiating leverage before we ever get started. … If we don’t use the little bit of leverage we’ve got, we’re toast,” the second Senate Democrat said, noting that issue and an internal dispute about child imprisonment related to the bill were the main points of contention in the caucus.
“Both of those were intense vectors of dispute,” they added.
Those were both on top of questions surrounding the cost of the bill and how it would be enforced. The Department of Homeland Security said this week that the proposal would cost nearly $27 billion in the first year and that it “would be impossible for [Immigration and Customs Enforcement] to execute within existing resources.”
Nearly three dozen Democrats voted against ending debate Friday after only two amendments hit the floor. Ten Democrats — not including Fetterman, a co-sponsor — ultimately voted alongside every Republican who was present.
“It’s an issue that I think has tremendous resonance and clearly broad support in the public,” Thune said. “It’s a very hard vote for Democrats.”
Republicans, meanwhile, saw the bill as a way to get off on the right foot this Congress, especially after lawmakers struggled to take any steps on immigration in recent years despite the uptick in border crossings. That included the failed bipartisan border bill that Trump and conservatives killed last year.
Sen. Katie Britt (Ala.), a lead GOP proponent of the Laken Riley Act, complained that the Senate Judiciary Committee did not mark up any immigration or border bills during the 118th Congress.
“I think it’s a big day for America. If you look at what happened on Nov. 5 … people spoke loud and clear that they wanted something different,” Britt said, adding that she was encouraged by the Democratic support for the bill.
To some Republicans, the Laken Riley votes are serving as a solid barometer of the level of cooperation they should expect in the coming weeks and months.
“If people are genuinely supportive of the bill, they should be willing to take the heat that I did when I’m asking a minority of my conference to vote for a bill that all Democrats were going to vote for,” said Sen. Thom Tillis (R-N.C.), who was involved in immigration-related bipartisan talks in recent years.
“This is a great test for that,” he said. “It will give me a great indication whether or not I have anybody to work with.”
