    Among the protesters was opposition lawmaker Okiya Omtatah, who was taking part in a sit-in, with demonstrators using thick chains to hold them together as riot police tried to prise them apart.

    Kenyan newspaper Daily Nation reported that Omtatah and 10 other protesters had been detained during the protests.

    The Kenya National Commission on Human Rights last week raised concern about a growing number of alleged kidnappings of government critics, saying that the total number of such cases stands at 82 since antigovernment protests started in June.

    Initially aimed at overturning proposed tax hikes, the demonstrations eventually evolved into a movement that cut across Kenya’s traditional ethnic divisions, becoming the biggest threat to President William Ruto’s government.

    Ruto on Saturday said the government would stop the abductions so that young people live in peace.

    ‘Living in fear’

    On Monday, Omtatah filed a case at the High Court in Nairobi seeking to compel the government to free seven youths, accusing the police of abducting them.

    “If they have committed a crime, let them be prosecuted and presented in court to defend themselves,” he said.

    Young protesters said they were in solidarity with those abducted while going about their daily lives. “We are existing at a time where we have to live in fear,” a protester, Orpah Thabiti, said.

    Four social media users went missing after they shared AI-generated images of Ruto that were deemed offensive by government supporters.

    The rights commission had warned that Kenya was heading back to the “dark days” of the disappearance of government critics. The abduction and torture of the opposition were common under the administration of the late President Daniel Moi.

    Wanjiru Gikonyo, researcher on good governance and accountability, said the protests in Kenya have been “organic, from the ground, leaderless, and digitally organised”.

    “What we are seeing in the larger context is actually a political transition,” Gikonyo told Al Jazeera.

    “These young people, as much as they don’t have one identified leader, actually have the heart and minds of Kenyans. This is showing that Kenyans are done with having a constitution on paper that is not expressed in reality,” she added.

    The current political leadership headed by Ruto, she said, has “failed to deliver the promise of democratic transition”, something that is unlikely to change.

    Earlier this month, Trump teased that Canada should become the 51st US state, and he repeated his desire to buy Greenland, an idea he floated during his first term in office.

    But as Trump prepares for a second term on January 20, he has alarmed some observers with threats to potentially wrest the Panama Canal back from Panama’s control.

    On December 21, in a post on his online platform Truth Social, Trump accused Panamanian officials of exacting “exorbitant prices” for passage in the canal.

    The canal allows cargo ships to pass from the Pacific to the Atlantic Ocean without having to navigate all the way around South America, a perilous route that stretches thousands of kilometres.

    But the canal has seen increased traffic in recent decades. It has also suffered a severe drought that stymied travel through its system of locks: water chambers that lift boats up and down when the surrounding land is not level.

    In his posts, however, Trump indicated that Panama was violating a 1977 agreement that established conditions for the canal to shift from the US to Panamanian hands.

    “This complete ‘rip-off’ of our Country will immediately stop,” Trump wrote in the first of two lengthy posts. In the second, he continued with a warning.

    “If the principles, both moral and legal, of this magnanimous gesture of giving are not followed, then we will demand that the Panama Canal be returned to us, in full, and without question,” he wrote.

    “To the Officials of Panama, please be guided accordingly.”

    A history of control

    Building the canal through the isthmus of Panama had long been an ambition of Western colonial powers.

    In the late 1800s, for instance, the US made overtures to construct the canal in Panama — part of Colombia at the time — but the South American country refused the deal.

    When Panama later declared independence, the US quickly supported its secession. The US was the first country to recognise Panama as its own state.

    In return for US support, Panama granted the North American country the right to build the canal and oversee the land surrounding it. That area became known as the Panama Canal Zone.

    But critics saw the agreement as a violation of Panama’s sovereignty. Ultimately, in 1977, then-US President Jimmy Carter signed two treaties to engineer the return of the canal and its surrounding lands.

    That transfer took effect on December 31, 1999, exactly 25 years ago.

    Carter died on Sunday, just shy of the anniversary. Mulino paid tribute to the late US president on Tuesday by holding a moment of silence.

    In his speech, Mulino described feeling a “mix of happiness for this 25th anniversary” and “sadness” over Carter’s death.

    Remembering ‘martyrs’

    Tuesday’s celebrations also acknowledged the protesters who died advocating for the canal’s return to Panamanian control.

    Among the honoured were the more than 20 participants killed in a student protest on January 9, 1964.

    That day, known in Panama as the Martyrs Day, saw students try to raise a Panamanian flag alongside a US one at a high school in the canal zone. Violence erupted, resulting in the deaths of the protesters as well as four US soldiers.

    In recent days, Trump has accused Panama of violating the terms of the canal’s return, by allegedly allowing Chinese soldiers to operate the shipping route.

    But Panama’s officials have denied that China has any influence over the canal.

    Jorge Luis Quijano, who served as the canal’s administrator from 2014 to 2019, was quoted in The Associated Press as saying that Trump has no legal basis for his claims to the canal.

    “There’s no clause of any kind in the neutrality agreement that allows for the taking back of the canal,” Quijano said.

    Ramaswamy, who was tapped by Donald Trump to co-lead a new Department of Government Efficiency to make spending-cut recommendations, posted on X on Thursday that the Consumer Financial Protection Bureau had exceeded its authority with its recent rule to limit overdraft fees.

    “The new administration can & should nullify this overreach, but we must go further: this latest gambit of the CFPB is just a symptom of a deeper (and unconstitutional) cancer of unelected bureaucrats substituting their policy judgments for those of Congress,” Ramaswamy said. “That’s un-American & needs to end.”

    While DOGE is an advisory commission and would not have the power to eliminate agencies or cut spending on its own, it is in a position to make recommendations. Elon Musk, the co-head of DOGE, said in November that the Trump administration should “delete CFPB.”

    The CFPB finalized a rule on December 12 that would require banks to limit overdraft fees — the amount charged to customers when they attempt to spend more than their balance. The agency estimated that the new rule would save Americans up to $5 billion each year, or $225 per household.

    “The CFPB has heard from tens of thousands of Americans who are sick and tired of paying billions in junk fees,” Allison Preiss, a CFPB spokesperson, told Business Insider in a statement. “This rule is common sense and long overdue, and it’s unclear why big banks are scared to be transparent with their customers about the interest rate they’re charging on overdraft loans.”

    The rule updates federal regulations for banks with over $10 billion in assets, including major institutions like Bank of America and Capitol One. Banks can now choose between two options to address overdraft fees: They could implement a $5 cap on fees, or they could set their fee at an amount necessary to cover the bank’s costs and losses. Banks earning profits on overdraft fees would also be required to disclose the terms of the fees, as they already do with credit cards and other types of loans.

    The CFPB took action against Wells Fargo in 2022 after the bureau said it charged consumers surprise overdraft fees, which resulted in customers receiving $205 million in refunds. Other federal agencies, including the Federal Trade Commission and the Department of Transportation, have also taken steps to ban hidden and excessive fees.

    The CFPB is no stranger to criticism. The Supreme Court in May rejected a conservative-led lawsuit that sought to dismantle the CFPB’s funding structure. The lawsuit argued that Congress should have to approve annual funding for the agency rather than it receiving funding in perpetuity. Since its creation in 2011 in the wake of the financial crisis, the CFPB has received funds directly from the Federal Reserve, allowing it to carry out its functions independently of the political appropriations process.

    Trump, Musk, and Ramaswamy have called for eliminating other federal agencies including the Education Department, the Internal Revenue Service, and the Environmental Protection Agency.

    It’s unclear if DOGE will succeed in its efforts to eliminate agencies like the CFPB. However, Rohit Chopra, the head of the CFPB, warned Musk and Ramaswamy in an interview earlier this month with MSNBC that axing the agency is “begging for a financial crisis” and would have dire consequences.

    “I don’t understand why people would want financial crime,” Chopra said, “and if they say it’s duplicative, who else will do it?”
