  • Here’s where 850+ new housing units are being built in Michigan


    Michigan Gov. Gretchen Whitmer announced support for projects that will create more than 850 new housing units across the state.

    “We are supporting projects to build more than 850 units of housing across Michigan so we can keep expanding our housing supply and driving down costs for buyers and renters,” Whitmer said in a release. “These projects will create more than 700 good-paying jobs and drive more than $65 million of private investment into Pontiac, Lansing, and Detroit, making each city a better place to live. Our housing strategy of ‘build, baby, build’ will keep moving forward so we can help more Michiganders find an affordable place to live and have a great quality of life. Let’s keep getting it done.”

    Here’s where the new housing units will be located:

    Pontiac

    The Michigan Strategic Fund approved a $79.2 million Transformational Brownfield Plan (TBP) for Pontiac, that is reimbursable over 25 years.

    The funding will support the following three buildings:

    • The Exchange Flats, creating a nine-story building containing 287 residential units;  

    • 91 North Saginaw (El Centro), redeveloping an existing four-story building to include restaurant/hospitality, meeting space, and creative/traditional office and flex space; and  

    • 48 West Huron (Tech and Arts), redeveloping a three-story building to include a food hall, event, and traditional office space. 

    Supporting these projects will help reimagine the community, and Whitmer’s office says that 60 of the units will be affordable at 80% of the county’s area median income.

    “We are extremely grateful for the support from the Michigan Economic Development Corporation and Michigan Strategic Fund toward Exchange Pontiac, a catalytic mixed-use development at M-59 and Woodward. Today’s approval of the Transformational Brownfield for this project is a testament to the vision, tenacity and optimism for growth and prosperity in the City of Pontiac,” said Developer Dennis Griffin. “Economic development is a people process. The encouragement, patience, and skillful dedication from so many people toward gaining needed incentives for this Project with the singular goal of making a positive impact on the City as a whole is humbling. Pontiac is a very beautiful city with a constituency of wonderful, talented and dedicated people. We hope others take note of the opportunities in Pontiac, ‘The Heart of Oakland County,’ and bring resources to help support its continued growth.”

    The city is also supporting the project with the following:

    • An Obsolete Property Rehabilitation Act tax abatement that’s valued at $1.27 million over 12 years.

    • A Neighborhood Enterprise Zone tax abatement, estimated for approval in Spring 2027, for 15 years (amount determined at the time of approval).

    • The local portion of the property tax capture component of the Brownfield TIF, which is valued at $9.79 million.  

    Detroit

    Aria Warren Detroit, LLC. received approval for a performance-based loan of up to $2.4 million to rehabilitate the Arthur Murray Building in Detroit, which is one of the largest vacant commercial buildings in the area, according to the release.

    The project will bring 32 new housing units between 60 and 100% of the area median income, and nearly 8,000 square feet of commercial space.

    “We are deeply grateful to the Michigan Economic Development Corporation and the Michigan Strategic Fund for their support in making the Arthur Murray renovation project a reality,” said Developer W. Emery Matthews, co-founder and Managing Principal of Real Estate Interests, LLC. “The Michigan Community Revitalization Program loan is a vital tool in addressing the need for neighborhood-scale, attainable housing, and it plays a key role in revitalizing communities like ours. This project is a testament to the power of public-private collaboration in creating meaningful impact.”

    In addition to these two locations, more than 560 housing units will be created in Lansing.

    The city and New Vision Lansing, LLC. received approval from the Michigan Strategic Fund for up to $202.2 million, reimbursable over 30 years, for the housing project, according to the release.

    The project includes the following:

    • Tower on the Grand: Construction of a 26-story, mixed-use tower containing 287 residential units and commercial/retail space in both the tower and the Atrium Office Building. A two-story parking facility spanning Grand Avenue will support tenants and potential retail customers. 

    • Washington Square: Redevelopment of a 10-story former office building into a mixed-use building containing 60 residential units and first-floor retail space, as well as a three-story parking deck. 

    • Capitol Tower: New construction of a six-story, mixed-use office space and 105 residential units. 

    • Old Town: New construction of a seven-story, mixed-use building with two floors of integrated parking and five stories of residential space containing 90 units. 

    • Ingham Building: Redevelopment of a five-story, mixed-use building containing first-floor retail commercial space and 25 residential units on upper floors. 

    “Lansing needs more housing options, and the New Vision Lansing project will change both the trajectory of our city and our skyline!” said Lansing Mayor Andy Schor. “It will provide important housing for those that want to live downtown and in Old Town, two key business corridors in Lansing. In the coming years, with hundreds more people living downtown, we have the chance to make downtown and Old Town even more active and vibrant. I appreciate that the MSF Board agrees with this vision and has approved the transformational brownfield plan for the Capital City.”

  • Glut of New Houses for Sale in the South Is Bigger Even than during the Housing Bust. The Glut in the West Gets Close


    Prices Are Still Way too High. Something has to give.

    Yesterday, we looked at the surge of new completed “spec” houses for sale, and at the surge of new houses for sale at all stages of construction, for the US overall. Now we’ll look at at new houses for sale in the four regions of the US.

    In the South – the largest region, with a population of 133 million, see map below – has the most inventory of new houses ever, surpassing even the astronomical levels on the eve of the Housing Bust, just before it all fell apart.

    Since June 2024, new houses for sale in the South have surpassed the high of August 2006. In June, there were 293,000 new houses for sale (compared to 291,000 in August 2006). Since then, the inventory of new houses for sale has further ballooned and in October reached 304,000, and has remained in that range through December (301,000). Since December 2019, inventory has exploded by 76%. This is a massive amount of inventory of new houses for sale.

    But sales of new houses in the South in 2024 edged down a hair from the prior year, to 411,000 houses sold, and was down by 13% from 2020 and by 9% from 2021, but was up by 3% from 2019.

    Those sales were reasonably decent, thanks to the large-scale incentives, including mortgage-rate buydowns that homebuilders have been using to stimulate demand.

    So it’s not that sales have collapsed like sales of existing homes – they haven’t – but that sales lagged far behind the speed with which homebuilders put inventory on the market over the past several years, and now there’s this glut of houses for sale.

    So supply of new houses for sale, at the current rate of sales, has pierced the 10-month range. To iron out some of the big monthly squiggles, we look at the three-month average. Seasonally, the peak supply period is in November through January in this three-month average. Beyond seasonality, the trend is clear, with supply having about doubled from the pre-pandemic range:

    Homebuilders offered incentives amounting to 10% of the sales price on average in Texas and Florida to get the inventory moving, according to the most recent Burns Homebuilder Survey. And that’s clearly not enough to get the inventory moving.

    Here is a map of the four Census regions:

    The West.

    In the West – the second largest Census region, with a population of 80 million – a similar problem is piling up. Inventory of new houses for sale surged to 119,000, the highest inventory since December 2007, not far below the peak in June 2007 early on in the Housing Bust, and up by 35% from 2019:

    But sales have been anemic in the West because prices are way too high. In 2024, a total of 157,000 new houses were sold, down by 28% from 2020, and down by 14% from 2019. While annual sales were up from the prior two years, all three years were at the lower end of the scale, with only 2008-2016 and 1990 and 1991 having been even lower.

    So lots of inventory piling up and sluggish sales:

    Supply has therefore spiked to 11.3 months on a three-month-average basis. There were only three brief periods with higher supply:

    • In late 2022 as the market for new houses was waylaid by the surge in mortgage rates, triggering a tsunami of cancellations of new-house purchases, as buyers who’s sighed the contract when rates were 3% or 4% couldn’t take delivery when rates were 6%.
    • Four months of November 2008 to February 2009.
    • Two months of December 2007 and January 2008.

    The other two regions are not big players in the single-family market

    The Northeast and Midwest are smaller in terms of the population, and much much smaller in terms of the market for new single-family houses. The regions are dominated by huge old cities, particularly the Northeast with New York City, Boston, Philadelphia, and the cities and urban areas around them. New construction is focused on multifamily to increase density and shorten commutes from the already unwieldy urban sprawl.

    So there are only a few sales of new houses in those two regions, amid rising inventory and supply. But all of it is too small to really weigh on the national scale.

    In the Northeast, only 33,000 new houses were sold in all of 2024, down by about two-thirds since the 1980s, but roughly in the range of the past 10 years.

    The Census Bureau rounds sales on a monthly basis to the nearest 1,000 houses. In the Northeast, these rounded sales have been either 2,000 a month or 3,000 a month rounded. And on a few occasions 4,000 a month. We use annual sales here which would largely average out the big rounding errors of the monthly data.

    Inventory in the Northeast has been zigzagging higher over the past few years. Supply reached 17 months, by far the highest of any region. During the worst moments during the Housing Bust, supply reached 18 months. This is just not a big market for new single-family houses that would expand the urban sprawl further.

    In the Midwest, sales of single-family houses in 2024 rose to 79,000:

    Inventory in the Midwest, at 47,000 houses over the past three months, is at the highest level since late 2022, and beyond that at the highest level since 2009. Supply exceeds 9 months on a three-month average basis.

In the meantime, buyers in these regions may have a unique opportunity to take advantage of lower prices and incentives as they navigate the oversaturated market.

  • Alma receives grant for new housing units


    ALMA, Mich. (WNEM) – New housing units are coming to downtown Alma.

    The nine new units will be located at 311 E. Superior Street.

    The long-vacant 12,111 square-foot building is being rehabilitated with a $1.1 million Revitalization and Placemaking (RAP) grant, Gov. Gretchen Whitmer announced on Monday, Jan. 27.

    “The RAP program helps us make our big cities and small towns better, more affordable places to live, work, and do business. These investments show how we’re improving quality of life for Michiganders by replacing old, abandoned buildings with new ones that give more Michiganders an affordable place to live or start or grow their own business. Let’s keep working together to lower costs for buyers and renters and reinvest in our communities,” Whitmer said.

    This project will generate a total capital investment of more than $3 million to Alma’s downtown, Whitmer’s office said.

    The project includes updates to the exterior façade, restoration to the original masonry, and new signage.

    “This grant is a great opportunity to help provide much-needed housing, as well as preserve a historic part of downtown,” State Rep. Jerry Neyer (R-Shepherd) said.
