In Odesa, seven people were wounded after Russian forces a launched missile strike on the city’s historic center on the evening of Jan. 31.
Russian attacks in Donetsk Oblast injured three people, including two in Pokrovsk and one in Katerynivka, according to the Governor Vadym Filashkin.
Two people were wounded in attacks on Dnipropetrovsk Oblast, including a 47-year-old man and 79-year-old woman, said Governor Serhii Lysak.
One 57-year-old man was wounded in an overnight attack in Zaporizhzhia, according to the Governor Ivan Fedorov. Russia launched a total of 16 drones on the city, the Internal Affairs Ministry reported. The attack damaged 14 high-rise residential buildings and around 10 houses, he said in an interview.
Residential areas were hit in Kyiv and Khmelnytska oblasts, according to regional administrations. In Khmelnytska Oblast, eight drones were intercepted by air defense, said Governor Serhii Turin.
“Last night, Russia attacked our cities using various types of weapons: missiles, attack drones, and aerial bombs. Another terrorist crime,” President Volodymyr Zelensky wrote on Telegram in response to the attacks.
“Each such terrorist attack proves that we need more support in defending ourselves against Russian terror. Every air defense system, every anti-missile is a life-saver,” he added.

A Massachusetts man was arrested on weapons charges after he visited the US Capitol on Monday and told police that he wanted to kill top Republicans, including billionaire investor Scott Bessent on the day the Senate confirmed him as President Donald Trump’s Treasury secretary, according to a Tuesday court filing.
Ryan Michael English, 24, of South Deerfield, Massachusetts, was arrested at the Capitol after he approached police and said he had knives and Molotov cocktails in his possession and wanted to surrender, according to a Capitol police officer’s affidavit. Investigators said they found a folding knife, two homemade firebombs and a lighter in English’s possession.
English also told police that he came to the Capitol to kill Bessent, the affidavit says.
Investigators searched English’s car and found material for making a homemade explosive device, police said.
English told investigators that he traveled from Massachusetts to Washington, DC, intending to kill other Republican political figures — Defense Secretary Pete Hegseth and House Speaker Mike Johnson — and to burn down the Heritage Foundation, a conservative think tank, according to police.
“These actions were specifically to ‘depose’ these political offices and send a message,” the affidavit says.
English changed his target to Bessent after reading an internet post about his confirmation hearing, according to police.
The Senate confirmed Bessent on a 68-29 vote, with 16 Democrats voting in favor of the South Carolina resident.
English was arrested on charges of unlawful receipt; possession or transfer of a firearm; and of carrying a firearm, a dangerous weapon, an explosive or an incendiary device on Capitol grounds.
Court records don’t name an attorney for English. A telephone message left with a possible relative of English wasn’t immediately returned.

Man Planned to Kill Pete Hegseth and Scott Bessent With Molotov Cocktails, U.S. Says
A Massachusetts man carrying knives and Molotov cocktails was arrested on Monday near the U.S. Capitol after he told a police officer that he planned to kill top Republican officials, including Defense Secretary Pete Hegseth and House Speaker Mike Johnson, according to federal court records.
The man, Ryan Michael (Reily) English, 24, told a Capitol Police officer near an entrance on the south side of the building that he wanted to kill Scott Bessent, President Trump’s newly appointed Treasury secretary, according to an affidavit filed by a special agent with the Capitol Police. Mr. English, who was charged with unlawful possession of a firearm and with carrying a dangerous explosiveon the grounds of the Capitol, had knives, a lighter and vodka bottles with rags in his pockets, according to the affidavit, which was filed in U.S. District Court in the District of Columbia.
“English’s thoughts were to use the small bottles of vodka to start fires and later to wrap them in rags soaked in alcohol, light them and throw them at Bessent’s feet,” the affidavit said, adding that Mr. English had also considered stabbing Mr. Bessent if he got close enough.
If convicted, Mr. English would face a maximum sentence of 10 years in prison on the unlawful possession charge and up to five years for the possession count.
Maria Jacob, a public defender and Mr. English’s lawyer, did not immediately respond to an email seeking comment on Tuesday evening.
Mr. English traveled from his home in Massachusetts to Washington on Sunday and originally wanted to kill Mr. Hegseth — whom he called a Nazi — or Mr. Johnson, the affidavit said. But then he changed his target and decided to go after Mr. Bessent, a billionaire hedge fund manager who on Monday was confirmed as Treasury secretary with strong bipartisan support.
Photographs from the area on Monday showed a glass bottle — possibly one of the bottles that Mr. English had hoped would explode — on the ground.
It was not clear in court records what had caused Mr. English to walk up to a police officer near the Capitol and reveal his plan. Investigators found messages that he had written in which he apologized for the actions that he planned to take. Mr. English believed he would have had to kill at least three police officers to get to Mr. Bessent and “expressed acceptance and content with the possibility of suicide by cop,” the affidavit said.
Mr. English has a detention hearing set for Thursday morning, according to court records.

Man arrested near US Capitol allegedly intended to kill prominent Republicans | Washington DC

Officers detained and searched him and found he had a folding knife, a lighter and two 50-mililiter bottles of vodka with a gray cloth attached to the top.
English told officers he went to the Capitol to kill Bessent, who was being confirmed as Treasury secretary. He said he had more Molotov cocktails in his car.
He said he left home on Sunday with the intention to kill Hegseth, who he called a “Nazi,” and Johnson, as well as burn down The Heritage Foundation. He said he aimed to “depose” the officials and send a message, records say.
As English headed to D.C., he stopped at a library in Chevy Chase, Maryland, and saw Reddit posts about Bessent’s confirmation hearing. He then altered his intended target, the records say.

“Dear god I am so sorry. You must understand I can feel myself dying slowly b/c of my heart. This is terrible but I cant do nothing while nazis kill my sisters. I love you. This is awful. Im so sorry. I love u,” it said, in part.

M23 rebels kill 13 foreign peacekeepers in DR Congo
Thirteen soldiers serving with peacekeeping forces in the Democratic Republic of Congo have been killed in clashes with rebels from the M23 group.
The South African military said nine of its soldiers died helping to push back a rebel advance on the city of Goma, in eastern DR Congo, while three Malawians and a Uruguayan were also killed.
French President Emmanuel Macron said he had spoken to the leaders of both DR Congo and Rwanda amid global calls for the violence to end.
The United Nations is pulling all non-essential staff out of Goma – a city of more than one million people – as the fighting intensifies.
A UN Security Council meeting about the deadly clashes, originally set for Monday, has been moved to Sunday due to the escalating conflict.
The M23 group has called on Congolese troops in Goma to surrender in order to avoid bloodshed. While DR Congo has severed diplomatic ties with neighbouring Rwanda, accusing the country of being behind the rebellion.
The move comes after M23 fighters killed a Congolese military governor who was visiting the frontline on Thursday. Earlier in January, they captured the key eastern Congolese towns of Minova and Masisi.
Macron called for an end to the fighting in separate calls with the leaders of DR Congo and Rwanda on Saturday, his office said.
The EU’s foreign policy chief Kaja Kallas urged the M23 to halt its advance and condemned Rwanda’s support for the group, the AFP news agency reports.
Further condemnation came from Angolan President Joao Lourenco, the African Union’s mediator between Rwanda and DR Congo, who denounced “irresponsible actions by the M23 and its supporters” and called for the “immediate cessation” of fighting to preserve civilian lives, according to the AFP news agency.
Fighting between the M23 and DR Congo’s army has intensified since the start of the year, with the rebels seizing control of more territory than ever.
The conflict has already led more than 400,000 people to flee their homes this year, according to the UN.
Local leaders last week said more than 200 civilians had been killed in areas captured by the M23, with hospitals in Goma treating hundreds of patients.
Martin Gordon, an Anglican bishop in Goma, told the BBC fighting in the country had gone on “way too long” and people “will do anything for peace”.
In the past few days, several countries have urged their citizens to leave Goma, including the UK, France, Germany and the US.
Human Rights Watch has warned of escalating risks to civilians as the Congolese army battles the M23 rebels. The humanitarian group has accused both sides of committing grave abuses against civilians.
The UN has warned that the ongoing conflict is worsening the humanitarian crisis in the region.
The M23 has taken control of vast swathes of mineral-rich eastern DR Congo since 2021. Hundreds of thousands of people have been displaced as a consequence.
DR Congo and the UN say the M23 is backed by Rwanda. The Rwandan authorities have neither confirmed nor denied this.
Rwanda has previously said the authorities in DR Congo were working with some of those responsible for the 1994 Rwandan genocide against ethnic Tutsis and moderate Hutus.
The M23 formed as an offshoot of another rebel group in 2012, ostensibly to protect the Tutsi population in the east of DR Congo, which had long complained of persecution and discrimination.
However, Rwanda’s critics accuse it of using the M23 to loot eastern DR Congo’s minerals such as gold, cobalt and tantalum.

Tampa City Council members struck down a developer’s rezoning request Thursday, delivering a win to neighbors long opposed to the Hillsborough River housing project.
The lengthy hearing stirred a larger conversation among city leaders about how Tampa should approach future building in the aftermath of the hurricanes that walloped the region last year.
To some activists in attendance, the council’s rejection of the plan is an early sign of a city finally curbing development after storms flooded areas that were not previously thought to be vulnerable to rising water.
More than 50 residents who crammed inside the city’s Old Town Hall in downtown Tampa cheered and hugged after hearing the final vote cast.
Many donned matching green and gray T-shirts with a message: “Save our wetlands.”
Following a public comment period that lasted more than two hours, they felt council members had voted to do just that.
The council voted 5-2 to deny multi-use housing on the parcel of land zoned for single-family homes. The decision killed a ruling made in August that would have allowed developers to fill a 5,000-square-foot wetland on the property.
It was an unlikely victory for residents in Tampa’s Riverbend neighborhood who have fought an uphill battle against developers and county environmental regulators for more than two years.
Last summer, the Hillsborough County Environmental Protection Commission granted developers a wetland mitigation permit that allowed them to fill in the sensitive habitat as long as another was built in its place.
In exchange for Riverbend’s wetland, another one had been slated for preservation in the Fox Ranch Mitigation Bank area, about 50 miles up the river in northwest Polk County.
But the ruling hinged on Thursday’s rezoning hearing. Now that council members have rejected their request, the property owners are barred from destroying the wetland.
Hank Cramer, president of the Riverbend Civic Association, said he had been confident city leaders would side with neighbors.
“People genuinely were ready to fight this. It’s unbelievable. Unbelievable,” he said. “We got an awful lot of support, as you can see, and it was effective support.”
Developers had intended to construct 42 townhomes and three single-family homes on the 4.6-acre property at 6111 N Rome Ave. Neighbors, angered by plans to fill in the sensitive wetlands along the river and cut down mature, code-protected “grand trees,” quickly organized against developers.

She pleaded with council members in her closing remarks.
“We’re exhausted from this project, to be honest, and I think your staff is exhausted, too,” she said. “This application has taken longer to get to you than any other application in the city of Tampa that I’ve ever been involved with.”
“We thought we had a thoughtfully designed project that will be a treasure — a future gem,” she said.
Developers had originally planned to cut nearly 90% of the property’s 260 trees, including eight grand trees, the Tampa Bay Times previously reported.
Kevin Reali, another lawyer representing the developers, said five grand trees were to be preserved in the latest iteration of site plans. He also promised a sixth tree, made hazardous after damage from Hurricane Milton, would not be chopped down as part of efforts to conserve wildlife habitat.
Reali said the property, which had previously housed the German-American Club of Tampa, appeared overgrown and neglected when developers Mize and Sefair bought the land in 2023 for more than $3 million. The company, who has close ties to the largest corporate investors in the state, specializes in build-to-rent homes.
Some trees are healthy, but many are invasive species, Reali added. He, too, highlighted the lengthy process of litigating the project.
“We hired more experts than I’ve ever used on a zoning,” he said.
Lawyers also emphasized that the development met every city code.
But for a city now rethinking how it should build and rebuild in the wake of an unprecedented hurricane season, it would be a mistake to destroy more natural features that could curb future floodwaters, said council member Charlie Miranda.
“The code is something on paper, but we just went through hell. Places that were never going to flood, they flooded,” he said. “You’re not going to get what you want doing the things we’ve done normally for the last 100 years.”
“It does not work any longer,” he added.

They argued more concrete and stucco would lead to floodwaters washing out nearby homes, including the proposed townhomes.
A Tampa sewage lift station adjacent to the Rome property flooded during Milton, though floodwaters did not cause the facility to fail. The nearby Police Athletic League building also took on 2 to 8 inches of water during the storms, Cramer said.
“That’s what happens when you stop a wetland,” Cramer said. “Water always wins.”
Cramer, echoing some council members, said the destruction of the Rome development’s wetland would be problematic as hurricanes, fueled by human-caused climate change, grow more intense.
He cast doubt on developers’ plans to build stormwater ponds to handle rain runoff in place of the natural wetland.
“I don’t know if that’s enough,“ Cramer said. “Does anybody know if that’s enough to handle that flow that’s going to come from these intensive storms — these volatile and vicious and bigger storms that we’re getting?”

Council members Gwendolyn Henderson and Luis Viera voted in favor of the rezoning. They argued the council’s decision should support the collaboration between builders and city staff.
“You can clearly see that the applicant put in the work, even though you don’t like it,” Henderson said, addressing Riverbend residents.
Council member Lynn Hurtak suggested the comprehensive plan should be amended, particularly where building on coastal high-hazard areas is concerned.
“This does not promote the efficient and sustainable infrastructure with careful consideration of potential adverse impacts to onsite natural elements,” she said, citing the planning document.
With owners’ plans for development foiled, the Rome property’s future is unclear.
Despite Thursday’s victory, Frank Greco, a neighborhood association member, said he doesn’t expect the battle is over.
“They’ll come back with something else, I’m sure,” he said. “They’re not going to let the $2.5 million they spent on this go away.”

RFK Jr. Tried to Kill the Covid Vaccine When It Was Needed Most
Robert F. Kennedy, Jr. — President-elect Donald Trump’s choice to “Make America Healthy Again” as the head of the Department of Health and Human Services — petitioned the government to stop use of all Covid-19 vaccines in the heart of the pandemic. Kennedy petitioned the Food and Drug Administration in May 2021, asking that the agency revoke authorization for Covid vaccines, The New York Times reported Friday.
Kennedy has a long history of spreading vaccine conspiracy theories, and was a vocal opponent of preventative measures during the pandemic. In 2022, at a rally organized by his group Children’s Health Defense, he compared measures around Covid to circumstances during the Holocaust. “Even in Hitler’s Germany, you could cross the Alps to Switzerland. You could hide in an attic like Anne Frank did,” he said. He later apologized.
The petition to stop Covid vaccinations was filed on behalf of Children’s Health Defense, theanti-vaccine nonprofit that Kennedy founded. The organization has also filed more than two dozen lawsuits about vaccines and public health. In November, the Supreme Court rejected an attempt by the group to shield doctors in Washington state who were under investigation for spreading misinformation about Covid.
“Acting on this Citizen Petition will enhance the FDA’s credibility with the public,” Kennedy and Meryl Nass, at the time a physician, wrote in their petition about the Covid vaccine. In 2023, a regulatory board in Maine suspended Nass’ license and fined her $10,000 for her treatment of three patients diagnosed with Covid. She is alleged to have improperly prescribed the antiparasitic drugs ivermectin and hydroxychloroquine to these patients.
The petition also falsely argues that ivermectin and hydroxychloroquine are treatments for Covid — a claim that has been discredited.
In August, the FDA denied the petition. “FDA has a stringent regulatory process for licensing vaccines,” the organization wrote in its denial. Experts estimate that the Covid vaccine prevented up to 140,000 deaths in the U.S.
Kennedy told NBC News in November that he would not ban vaccines in his role in the Trump administration. “If vaccines are working for somebody, I’m not going to take them away,” he said. “People ought to have choice, and that choice ought to be informed by the best information …So I’m going to make sure scientific safety studies and efficacy are out there, and people can make individual assessments about whether that product is going to be good for them.”
Trump defended Kennedy last month. “I think he’s going to be much less radical than you would think,” he said.
That hasn’t stopped concerns, though. Experts are now worried about how he would handle an outbreak of H5N1, or bird flu. Kennedy posted on X last June that there is “no evidence” that bird flu vaccines will work. Last week, over 17,000 doctors signed a letter urging senators to reject his nomination to lead HHS.

At a time when the world is in desperate need of a safe and effective vaccine to end the pandemic, RFK Jr.’s actions are not only irresponsible but potentially deadly. It is imperative that we listen to the guidance of public health experts and get vaccinated to protect ourselves and our communities.
RFK Jr. may have tried to kill the Covid vaccine when it was needed most, but we must not let his dangerous misinformation deter us from doing what is necessary to end this crisis. Let’s come together and prioritize the health and safety of our society by getting vaccinated and stopping the spread of Covid-19.
