  • Lawmakers consider bill to increase payday loan borrowing limits in Indiana


    INDIANAPOLIS — Indiana lawmakers are reviewing a bill that would allow Hoosiers to borrow more money through payday loans and other nontraditional financial establishments. Those loans would have higher interest rates and additional fees.

    For individuals facing financial strain and in need of immediate cash, payday loans can often appear to be the only solution.

    Currently, there is a cap of $825 on how much borrowers can access from payday lenders that comes with a minimum of a two-week repayment period. You can read the current statute by clicking here.

    The proposed legislation would permit lenders to participate in “supervised loans.”

    “There is really no product in Indiana that’s regulated in the middle for subprime borrowers,” said Rep. Jake Teshka (R-North Liberty), the author of the bill.

    If passed, the billwould enable non-depository lenders — those that do not offer checking or savings accounts — to provide loans up to $25,000. Additionally, it would increase the maximum interest rate for loans from 25% to 36%.

    “At 25 percent there are certain borrowers that these companies cannot underwrite, so there are certain loans that go unmade,” Teshka added.

    The bill would also allow lenders to impose monthly service fees on top of the interest already charged. The breakdown of how those fees would work can be seen below.

    • Principal Amount Up to $2,500: Lenders can charge a monthly service fee of up to 8% of the original principal amount.
    • Principal Amount Between $2,501 and $4,000: The monthly service fee can be up to 6% of the original principal amount.
    • Principal Amount Between $4,001 and $5,000: For this range, the monthly service fee can be up to 5% of the original principal amount.
    • Loans must be between $5,000 and $25,000 and have a minimum term of 6 months.
    • Lenders may charge specific monthly service fees based on the principal amount.
    • They need to comply with limits on loan finance charges, which could not exceed 36% per year on unpaid balances, depending on the amount.

    Bryce Gustafson, a former payday loan user, recounted his own experience with a payday loan.
    “I didn’t really look at the bottom line or the fine details… that’s on me, but I had to kind of dig myself out of that situation and ask my folks to help me out. I think I was 20 years old at the time,” he said.

    Gustafson expressed concern that increasing loan amounts and adding service fees could further burden lower-income Hoosiers.

    “If traditional banks aren’t going to provide them the ability to get loans, then they are almost forced to this,” he said.

    The Indiana Community Action Poverty Institute shares Gustafson’s concerns.

    Lawmakers consider higher payday loans

    “This idea that it’s there to help make really expensive loans to struggling borrowers… that doesn’t make any sense at all,” said Erin Macey, the institute’s director.

    Despite the critiques, Teshka argues that there currently are no viable alternatives for borrowers with poor credit and low incomes.

    “I would love for there to be another solution, right? But currently there just isn’t one, and there is this huge gap in the marketplace,” he said.

    Teshka mentioned that lawmakers are considering additional amendments as the legislation awaits a committee vote.

    Texas’ own Mickey Guyton and Mexican singer-songwriter Carín León share the hour on the latest episode of Austin City Limits.     Mickey Guyton focuses her seven-song appearance on material from her critically-acclaimed 2024 studio album House On Fire. The trailblazing musician also performs cuts from her breakthrough 2021 LP, Remember Her Name, which led to her making history by becoming the first Black woman to be nominated for the Best Country Solo Performance Grammy.

    Guyton wrote or co-wrote all 12 songs featured on House On Fire, her sophomore full-length studio album. One of the record’s many highlights is the anthemic title track.     León was backed by an 18-piece band for his ACL debut including a full brass section, accordion, piano, acoustic, electric, requinto and steel guitar. The native of Hermosillo, Sonora, Mexico delivered seven songs for his portion of the new episode mixing material from Boca Chueca, Vol. 1 and his 2023 breakout LP Colmillo De Leche.

  • Trump Justice Dept. limits enforcement of FACE Act, which protects reproductive health facilities


    The Trump administration has directed federal prosecutors to limit enforcement of a federal law safeguarding abortion centers, reproductive health centers and pregnancy resource centers, calling the Biden administration’s previous use of longstanding protection “the prototypical example” of weaponization of the federal government. 

    A new Department Justice memo issued Friday and obtained by CBS News focuses on the Justice Department’s application of the Freedom of Access to Clinic Entrances or “FACE” Act. The law —  passed in 1994 — makes it illegal to harm, threaten or interfere with an individual “obtaining or providing reproductive health services” or damage a facility “because such facility provides reproductive health.” 

    The new directive, written by the chief of staff to the attorney general, Chad Mizelle, instructs prosecutors to enforce the law only in “extraordinary circumstances” or in instances when death, wherein extreme bodily harm or significant property damage result. 

    According to the Justice Department memo, future FACE Act violations will mostly be left to state or local law enforcement, with exceptions for federal investigations in cases “presenting significant aggravating factors.” 

    “Until further notice, no new abortion-related FACE Act actions — criminal or civil — will be permitted without authorization from the Assistant Attorney General for the Civil Rights Division,” Mizelle wrote. 

    The policy change comes after years of criticism by President Trump and his allies on Capitol Hill, who have argued the FACE Act was disproportionately enforced against anti-abortion activists during the Biden administration. 

    Following the Supreme Court’s decision to overturn Roe v. Wade, the Justice Department under former Attorney General Merrick Garland established a Reproductive Rights Task Force. According to a June 2024 press release, the Justice Department brought at least 25 cases against nearly 60 defendants for violations of the FACE Act during the Biden administration. Individuals were accused of targeting facilities ranging from Planned Parenthood facilities to pregnancy resource centers. 

    The cases included one in which a defendant admitted to firing BB guns at a California Planned Parenthood facility on 11 different occasions between 2020 and 2021. Another California man pleaded guilty to firebombing a Planned Parenthood building with a Molotov cocktail in 2022. 

    And in June, three Florida residents pleaded guilty to spraying threatening messages on multiple pregnancy resource centers.

    Garland throughout his tenure at the Justice Department defended prosecutors’ enforcement of the law, but current Justice Department officials pushed back, alleging in Friday’s directive that there was “not the even-handed administration of Justice.” 

    “More than 100 crisis pregnancy centers, pro-life organizations, and churches were attacked in the immediate aftermath” of the Supreme Court’s decision, Mizelle wrote, arguing some of those cases went uncharged. 

    The memo was issued on the same day that abortion opponents gathered in Washington, D.C., for the annual March for Life. Vice President J.D. Vance spoke at the rally, and said of Mr. Trump’s administration, “No longer will our government throw pro-life protesters and activists, elderly grandparents or anybody else in prison.” 

    On Thursday, Mr. Trump pardoned 10 defendants who were charged with violating the FACE Act after prosecutors said they had formed a blockade at a Washington, D.C., reproductive healthcare center in 2020. 

    “They should not have been prosecuted,” the president said. 

    The act extends similar protections to places of worship and to individuals “exercising or seeking to exercise the First Amendment right of religious freedom at a place of religious worship.” 

    During her Senate confirmation hearing, Mr. Trump’s pick to lead the Justice Department, former Florida Attorney General Pam Bondi, said “The FACE Act not only protects abortion clinics, but it also protects pregnancy centers, and people going for counseling. The law should be applied evenhandedly.”

  • Biden Administration Creates Final Limits for Oil Drillers in Alaska


    The Biden administration announced new protections for 1.3 million acres in the North Slope of Alaska, a final effort to shield it from oil companies eager to drill in the ecologically sensitive Arctic environment.

    President-elect Donald J. Trump returns to the White House on Monday, and he has pledged to grant fossil fuel companies broad access to American land and federal waters. The new protections, which take effect immediately, create a legal hurdle that could slow down, though probably not stop, efforts by the Trump administration to expand drilling in part of the North Slope known as the National Petroleum Reserve-Alaska.

    The reserve is the largest expanse of undisturbed land in the United States. It is an important nesting ground for migratory birds, home to caribou, grizzly bears and wolverines and is an important habitat for polar bears. It also contains large reserves of oil and gas and was created in 1923 as a source of oil for the Navy. Some exploratory drilling took place over the decades but it was largely left untouched until the late 1990s.

    Laura Daniel-Davis, the acting deputy secretary of the Interior Department, said that, under the new policy, the Bureau of Land Management would have to explain how drilling in the protected areas would affect subsistence hunting and fishing in the vast wilderness.

    The agency also is proposing about three million acres of new or expanded “special areas,” regions that have ecological significance or are used for subsistence hunting and gathering by Alaska Natives. The decisions were based on 88,000 comments from people in North Slope communities, she said.

    “I can’t speculate what the future might hold with regard to a new team,” Ms. Daniel-Davis said of the Trump administration. But she said the Interior Department was obliged to act after conducting extensive consultations.

    Some of the newly protected and proposed areas are close to the Willow oil project, led by ConocoPhillips.

    Environmental groups applauded the move. Erik Grafe, an attorney for Earthjustice, said the new measures “followed the science that clearly shows these areas’ irreplaceable values require maximum protection against harm from oil drilling.”

    Republican lawmakers said they would try to reverse the Biden administration’s actions. They accused the Interior Department of laying the groundwork for environmental groups to challenge the Trump administration’s plans to increase drilling.

    The Biden administration had already banned this drilling in about 13 million acres of the National Petroleum Reserve-Alaska. That amounts to about half of the entire reserve.

    It also blocked a proposed industrial road needed to mine copper in the middle of the state, and barred drilling in Alaska waters, including the Northern Bering Sea.

    “I don’t think that is what Alaska wants,” Representative Bruce Westerman, Republican of Arkansas and the chairman of the House Natural Resources Committee, said. He said Republicans would seek to mandate drilling leases in Alaska waters and on the North Slope as lawmakers wrote a budget bill in the coming weeks.

    Senator Dan Sullivan, Republican of Alaska, called the move a “last gasp of a failed administration trying to crush Alaska and silence the voices of the Inupiat people who actually live on the North Slope.”

  • How Sabalenka and Swiatek are pushing the limits at the top of the WTA


    For the better part of three years, only two players have held the Hologic WTA’s No.1 ranking. That fierce, furious competition between Iga Swiatek and Aryna Sabalenka has elevated both their games and kept them on top. They have won seven of the past 11 Grand Slam singles titles, including three of four in 2024.

    In business, it’s called dynamic tension. You can see it in Silicon Valley, where billion-dollar-behemoths Apple and Google — two of the world’s most successful tech companies — are separated by less than a 10-minute drive.

    “I actually love this — I’m a huge fan to have this,” Anton Dubrov, Sabalenka’s coach, recently said. “For me, the biggest and most exciting is when you overcome the person in front.

    “I think it’s harder to be first, but at the same time it also helps you improve even more because you understand that someone’s always behind you. You feel much more pressure, but this is also where you can show, under that pressure, doing the right things, how you can be the real No.1.”

    Heading into this week’s Australian Open, it’s Sabalenka.

    Swiatek held No.1 for 75 weeks after Ashleigh Barty announced her retirement in April 2022. Sabalenka snatched it for the first time after the 2023 US Open, but gave it back eight weeks later when Swiatek won her last 11 matches of the year — including a pivotal straight-sets semifinal decision over Sabalenka at the WTA Finals in Cancun. 

    After a 50-week run, Swiatek was overcome again at the end of the 2024 season when Sabalenka won 20 of 21 matches, taking titles in Cincinnati, New York at the US Open and Wuhan. You could see it coming after Sabalenka’s straight-sets win over Swiatek in the Cincinnati semifinals. 

    “She won two Grand Slams so, obviously, the results are there,” Swiatek said of Sabalenka. “Missing Wimbledon for sure, must have been frustrating. But I think she was able to play great tennis in the US Open swing because she was more fresh than all of us.

    “But still, you need a lot of work to try to convert this time into something positive. So I think she did that pretty well. And, yeah, she’s for sure, progressing.”

    Publicly the players have been increasingly generous with their praise for each other. Their spirited competition for No.1, their mutual respect has helped lift their games, as well as the visibility of the Hologic WTA Tour. Their wild match in the Madrid final — won by Swiatek 7-5, 4-6, 7-6 (7) — was voted the 2024 WTA Match of the Year.

    “I thought we have to stay together and have fun and just enjoy our rivalry, not be too tough on each other,” Sabalenka said. “Since that, we already practiced a couple of times.

    “Then I was doing fitness after our hit. She was like, ‘I can join you guys.’ We filmed it and post it. It’s been becoming more chill between us, too. I have to say she’s really nice person. It was fun getting to know each other.”

    The ever-evolving arms race

    Sabalenka actually began the 2022 season as the No.2 player behind Barty, but Swiatek, on the strength of titles in Doha and Indian Wells, was No.2 when the affable Australian decided to retire.

    One reason Sabalenka didn’t catch Swiatek earlier was her sometimes spotty service game. After a tour-leading 428 double faults (nearly eight per match), Sabalenka brought in a technical expert and cut that number nearly in half. She broke through at the 2023 Australian Open, winning her first major singles title, and repeated again in Melbourne last year.

    “I just feel like her serving used to feel like it would maybe always go off at some point,” Jessica Pegula said. “But now it’s been clutch in all these tough moments, which is something we’re all going to, unfortunately have to deal with for the next few years.”

    Sabalenka’s forehand has always been lethal, but now it lands more often under pressure. There is a growing consistency in her point construction and she’s made a conscious decision to move forward more often and employ more drop shots. Most important, she’s learned to control her emotions when things get squirrely.

    “She’s become such a more complete player,” Pegula said. “It seems like mentally she’s just dialed in and has figured it out, which used to be her biggest liability at times has become her best weapon on the court.

    “Iga’s pushed us to be better. Now [Aryna’s] kind of stepped it up and showing, `Hey, now I’m pushing everybody else to be better.’”

    Zheng Qinwen echoed Pegula’s sentiments 

    “Both Slams that she won [in 2024], I lost against her on the way,” Zheng said. “Which means that I have to be able to beat her. And I’m quite excited for that day.”

    Work to do

    After Sabalenka won last year’s Australian Open, Swiatek dominated for the next four months, winning four WTA 1000 titles — Doha, Indian Wells, Madrid and Rome — beating Sabalenka in both clay finals. She followed that up with her fourth Roland Garros championship in five years.

    And then, for the next five months, Swiatek did not win a tournament. That’s not to say she wasn’t effective. Swiatek won the bronze medal in Olympic singles and reached the semifinals in Cincinnati and the quarters at the US Open. She skipped the WTA 1000 events in Toronto, Beijing and Wuhan.

    When she arrived in Riyadh after a two-month break, Swiatek had a new coach, Wim Fissette, and an extensive wish list of upgrades.

    “I think it’s kind of obvious,” Swiatek told reporters. “I for sure want to improve my serve, as I’ve been doing for past years. I feel like I still need to continue that.

    “For sure I’m not a complete player. I think tactically there are many ways I could go and have more variety on court. Wim has some nice ideas.”

    Swiatek holds a decisive 8-4 head-to-head advantage, but looking closer, it’s a 5-1 edge on clay and 3-all on hard courts. On slower courts, when Swiatek has time to set up, she’s more dangerous. On faster surfaces, Sabalenka’s power levels the field.

    Only five players currently active have been the year-end No.1 — and Sabalenka, 26, and Swiatek, 23, are the only ones close to the prime of their careers. Going forward, it should be a fascinating back and forth. And soon, they could be challenged by Zheng, 22, and the 20-year-old Gauff.

    After her terrific run late in the season, Sabalenka seemed to hit a wall in Riyadh, losing to Gauff in the semifinals. That didn’t dampen her enthusiasm for the coming season.

    “Super excited for the next year,” Sabalenka said. “Just want to push myself in those extra, extra moments I had this season, and I didn’t close matches. 

    Which one week into the 2025 season, she has. Sabalenka won her first event of the year, at the Brisbane International, her 18th career title.

    What’s next? Dubrov, her coach of five years, knows. He offers Novak Djokovic as an example of an exemplary frontrunner. Djokovic pursued Roger Federer and Rafael Nadal for years before overtaking them. Now he’s the all-time men’s leader with 24 Grand Slam singles titles.

    “It was like it was three years that he was unbeatable and unbelievable,” Dubrov said. “And you’re just inspired by his story because there’s no one he’s chasing. He’s the one who’s the leader all the time. Like you have to run the marathon always in front.”

    Can Sabalenka do that?

    “I hope so,” Dubrov said. “That’s what we try to work on, trying to get her not thinking about being No.1. What you have to do — you’re kind of chasing your own shadow that’s in front of you.

    “And you have to try to catch it.”

    IRS increases contribution limits for 401(k), some other retirement plans for 2025


    It’s officially 2025 and a good time to reassess your retirement planning. 

    The Internal Revenue Service (IRS), in November, announced that it had increased the amount that individuals can contribute to their 401(k) and other retirement plans to account for inflation.

    Each year, the IRS reviews tax thresholds and limitations for various retirement accounts and considers making a cost-of-living adjustment based on the impact of inflation since the previous change occurred.

    For the 2025 tax year, the IRS is increasing the annual contribution limit for 401(k) plans by $500 from the current limit of $23,000 in 2024 to $23,500 in 2025.

    Those limits also apply to several other retirement plans and will undergo the same increase for the 2025 tax year, including 403(b) retirement plans, governmental 457 plans and the federal government’s Thrift Savings Plan.

    The IRS also considers adjustments to the contribution limits for Individual Retirement Accounts (IRAs), including traditional and Roth IRAs. However, the IRS will hold the IRA annual contribution limits constant from 2024 to 2025 at $7,000. It’s also maintaining the IRA catch-up contribution limit for individuals aged 50 and over at $1,000 for 2025.

    The catch-up contribution limit that applies to employees aged 50 and up enrolled in most 401(k), 403(b), governmental 457 plans and the Thrift Savings Plan will remain at $7,500 for 2025. Workers who are 50 and older can generally contribute up to $31,000 annually to those retirement plans starting in 2025 under changes made with the enactment of the SECURE 2.0 Act of 2022.

    That law also created a higher catch-up contribution limit for workers aged 60 to 63 who participate in those plans — which will be increased to $11,250 instead of $7,500 in 2025.

    For individual taxpayers who are also covered by a workplace retirement plan, the traditional IRA contribution tax deduction phase-out range is being increased to between $79,000 and $89,000 — up from $77,000 and $87,000. For married couples filing joint tax returns, the phase-out range rises to between $126,000 and $146,000, an increase of $3,000 from last year.

    The income phase-out range for taxpayers who are contributing to a Roth IRA increased to between $150,000 and $165,000 for individuals and heads of households — up from between $146,000 and $161,000. For married couples filing jointly, the phase-out range rises by $6,000 to between $236,000 and $246,000.

    The Saver’s Credit, also known as the Retirement Savings Contributions Credit, for low- and moderate-income workers is $39,500 for individuals, $79,000 for married couples filing jointly and $59,250 for heads of household.
