  • Trump Administration considers killing NYC congestion pricing: report


    The Trump Department of Transportation is actively considering its options to kill New York’s congestion pricing plan, just three weeks after it started, two sources told the New York Times.

    The paper reported Thursday that the Trump Administration is weighing whether it can pull the plug on “a key federal authorization” granted by the Biden administration last year. Trump has repeatedly stated he opposes the congestion plan, which charges most motorists $9 a day to enter Manhattan south of 60th St.

    An MTA spokesman declined to comment on the report Thursday, referring the Daily news to an earlier comment made by MTA chairman Janno Lieber.

    We’ve been sued in every federal court and state court east of the Mississippi, and we’re batting a thousand,” Lieber said in an interview earlier this month. “We’ve won every time.”

    Sources told The News that key authorization the Trump administration is thought to be targeting is the so-called “VPPP” agreement, signed in December under the Value Pricing Pilot Program, to allow congestion pricing tolls to be used for purposes other than road maintenance.

    The funds from the tolling plan are earmarked for mass transit improvements.

    The value pricing program, signed in the waning days of 2024 by the state, local and federal departments of transportation, was the final sign-off required to authorize the program, revenue from which is required by law to back bonds funding the MTA’s capital program.

    It was not immediately clear what legal authority the Trump administration might have to renege on the agreement.

    Homeland Security Secretary Kristi Noem said federal immigration authorities were arresting the “worst of the worst” in raids targeting criminal illegal immigrants in the first week of the Trump administration. 

    Noem, who was confirmed Saturday, joined an immigration enforcement raid in New York City Tuesday morning in which officers picked up an alleged ringleader of the violent Tren de Aragua gang. 

    “We are picking up the worst of the worst in this country that are making our streets so dangerous,” Noem told Sean Hannity on “Hannity.” “The community is safer now. That’s the reality of it.”

    Investigators said Anderson Zambrano-Pacheco, 25, is the same man caught on camera in a video showing heavily armed men kicking down an apartment door at an apartment complex in Aurora, Colorado.  

    He was hiding out in New York City, authorities said. 

    The targeted raid against criminal illegal immigrants was “very specific,” Noem said. In an effort to combat crime, sanctuary city laws should be lifted, so authorities can better target and prosecute illegal immigrants who commit crimes, she added.

    “We need mayors and governors partnering with us, but we will do our job regardless of that,” she said. “We will continue to go forward and identify those folks and get them out.

    “Talking about the difference in some of these sanctuary cities, how they’re just released as soon as they come into our custody, not necessarily our custody, but the local governments’.”

    A Venezuelan migrant arrested during an ICE raid early Jan. 28 was identified by the Department of Homeland Security as Anderson Zambrano-Pacheco.     She added that immigration agents were happy “they finally get to do their job” and “finally get to get these dirtbags out of our country.”

    Noem said she plans to accompany authorities to see what authorities need to better perform their jobs. 

    Noem said three times the number of criminal illegal immigrants were being arrested than under the Biden administration, and she said there were fewer encounters at the southern border.

    Homeland Security Secretary Kristi Noem joined federal agents Tuesday in New York City to announce the arrests of immigrants wanted on criminal charges, including a man accused of kidnapping who was seen on a viral video entering a Colorado apartment with reputed gang members.

    Noem was the latest high-ranking official from President Donald Trump’s administration to tout the president’s ramped-up immigration enforcement in a city where arrests were being made. Border czar Tom Homan and acting Deputy Attorney General Emil Bove were in Chicago on Sunday as federal agents made arrests there.

    “Arresting some criminal aliens this morning in NYC — thank you to the brave officers involved,” Noem posted on X. “Criminal alien with kidnapping, assault & burglary charges is now in custody — thanks to @ICE. Dirtbags like this will continue to be removed from our streets.”

    An operation in the Bronx early Tuesday snared Anderson Zambrano-Pacheco, 26, who authorities said was part of a group of men, including members of the Venezuelan gang Tren de Aragua, who entered an apartment in Aurora, Colorado, last summer and were recorded on a widely viewed video.

    The charges were brought by local authorities in Colorado. It was not immediately clear what would happen next for Zambrano-Pacheco. Two other men who police said were in the video were arrested in New York in November. They are still in ICE custody.

    The incident caught President Donald Trump’s attention during the presidential campaign, and he announced a plan called “Operation Aurora” to target migrant gangs. The video led Trump to claim that the Denver suburb had been taken over by the gang, which city officials denied.

    In an arrest warrant, Aurora police said Zambrano-Pacheco was also wanted in a kidnapping in which at least 20 armed men abducted and threatened two people in late June. In addition, police said Zambrano-Pacheco was with a group of armed men before a shooting occurred shortly after the apartment incident that was caught on video.

    It was not immediately clear if he had a lawyer or if he was a member of Tren de Aragua.

    Local and federal authorities, including Aurora police and Immigration and Customs Enforcement, investigated the apartment video incident for months beginning when Joe Biden was still president.

    New York Gov. Kathy Hochul, a Democrat, said Tuesday’s arrests did not appear to be part of a “wholesale raid,” but rather an operation targeting specific people accused of crimes.

    “I want to be clear, there’s always been ICE raids in the state of New York, even in the past. This is not a new dynamic,” she said.

    Zambrano-Pacheco is the fifth person to be arrested in connection with the Aurora apartment incident. The video showed six armed men, including at least some people identified as Tren de Aragua members by federal authorities, entering the apartment shortly before a fatal shooting outside the complex.

    In Chicago, city leaders criticized the highly publicized enforcement operations that started over the weekend in the nation’s third-largest city. That included the surprising decision to allow daytime television psychologist “Dr. Phil” McGraw to livestream immigrant arrests alongside Homan.

    “This desire to popularize fear is unconscionable and abhorrent,” Mayor Brandon Johnson said Tuesday at a City Hall news conference alongside Police Superintendent Larry Snelling, city lawyers and others. “We’re talking about people’s lives.”

    Johnson defended the city’s strong sanctuary protections that bar Chicago police from cooperating with federal immigration agents. Chicago has been a so-called sanctuary city for decades and has strengthened those protections several times, including during Trump’s first term.

    ICE has offered few details about the operation in Chicago, including the number of arrests. The agency did not return a message seeking comment Tuesday.

    Snelling said Chicago police have communicated with federal agents but did not participate in the operation or cooperate. He estimated roughly 100 people were taken into custody.

    In other developments, authorities said Tuesday that none of the 41 people taken into ICE custody following a weekend raid in Colorado are likely to face drug or gun charges. The Sunday raid targeted drug trafficking by Tren de Aragua at a makeshift nightclub near Denver.

    The people who had gathered dropped their drugs and guns before agents got inside, making it hard to connect the items to specific people, according to a spokesperson for the Drug Enforcement Administration, Steffan Tubbs. The drugs found were amounts for personal use, he said.

    Back in the Bronx, no one answered the door at apartment 1A by the entrance to the building where Zambrano-Pacheco was detained. But Richard Egu, 50, who lives in a third-floor unit, said he was roused from sleep by the commotion around 5 a.m.

    Egu, a correctional officer who is originally from Nigeria and has been a naturalized citizen for more than 15 years, said he didn’t venture out to investigate and did not know the man who was arrested.

    He said he understood the need to arrest and deport those in the country illegally who commit crimes, but he also worries about the effect such enforcement will have in the community.

    “You need to give immigrants a chance. These people are already here,” he said. “Figure out the ones who are committing the crimes. Don’t just judge all immigrants as criminals.”

    U.S. Immigration and Customs Enforcement officers and federal drug agents launched a series of raids in New York City on Tuesday morning.

    Homeland Security Secretary Kristi Noem rode along with the federal law enforcement officials, who have broadly stated that their targets are “criminals.”

    Here’s what to know about the operation and the broader context of immigration enforcement under President Donald Trump.

    What happened on Tuesday?

    ICE officers targeted at least two locations, including on Ogden Avenue near West 170th Street in Highbridge, and arrested at least one immigrant without legal status.

    “Here in New York City this morning, we are getting the dirtbags off these streets,” Noem said in a video she posted on X. One person who was among those arrested had kidnapping, assault and burglary charges, she said in another post.

    ICE arrested 969 people nationwide on Tuesday morning, according to a social media post from the agency. It wasn’t clear how many of those arrested were in New York City.

    Why all the activity now?

    The arrests in New York City follow Trump’s pledge to conduct “mass deportations” throughout the country.

    ICE conducted similar targeted operations in Chicago on Sunday. That day, the agency announced the arrest of nearly 1,000 immigrants nationwide, significantly more than is typical.

    Who is being targeted?

    Trump’s “border czar” Tom Homan has said criminals and gang members would be the first targets of the Trump administration’s mass deportation efforts.

    In an interview on ABC’s “This Week” on Sunday, he said people who threaten public safety and national security remain a “priority,” but that others without criminal records could also be arrested.

    What’s different about these ICE raids under Trump?

    Despite Noem’s presence, there’s no immediate indication that the New York City raids were out of the ordinary. Federal immigration enforcement officers routinely conduct actions in the city.

    Under Trump, however, ICE arrests have ramped up in recent days.

    Homan has also warned that ICE will make “collateral arrests” — that is, arrests of individuals who weren’t the initial targets of enforcement operations. Such arrests were banned under the Biden administration.

    Have ICE arrests increased in NYC?

    ICE has yet to release details about the number of arrests it’s made in New York City or regionally since Trump took office.

    But the number of daily ICE arrests nationwide has spiked significantly. In the first few days after Trump took office, ICE arrested several hundred people each day across the country. That number surged to 956 on Sunday and 1,179 on Monday, according to social media posts from the agency.

    The daily average was about 415 in 2023, according to ICE data. On Saturday, ICE implemented quotas for its 25 field offices, with each expected to make 75 arrests each day.

    Where is ICE arresting people?

    While there hasn’t been an official accounting, ICE arrested at least three people at a seafood distributor business in Newark last Thursday, according to Newark Mayor Ras Baraka and advocates who responded shortly after the raid.

    ICE officers are now allowed to enter areas that were previously off-limits, such as schools, churches and hospitals, under a directive from Benjamine Huffman, who served as the acting homeland security secretary in the first few days of Trump’s second term.

    Prior to Tuesday’s enforcement actions, ICE had also been spotted conducting enforcement actions in Asbury Park, New Jersey, and West New York, among other venues.

    How do the city’s sanctuary laws play into the enforcement actions?

    New York City law prohibits city resources from being used in immigration enforcement.

    Local police also can’t cooperate with ICE to help detain immigrants unless that person has been convicted of one of about 170 “violent or serious” crimes.

    Mayor Eric Adams said he directed the NYPD to coordinate with the federal Homeland Security Investigations task force and other law enforcement agencies to arrest a suspect “connected with multiple violent crimes” on Tuesday.

    The charges included burglary, kidnapping, extortion and illegal firearms possession, among other charges, both in New York and Aurora, Colorado, according to Adams and an NYPD spokesperson.

    Such NYPD actions were “allowed by law,” according to Adams, because of the suspect’s criminal history. In a statement, the NYPD spokesperson said the department does not “assist in any manner with civil immigration enforcement, or allow any department resources to be used.”

    “As I have repeatedly said, we will not hesitate to partner with federal authorities to bring violent criminals to justice — just as we have done for years,” Adams said in a statement on Tuesday. “Our commitment to protecting our city’s law-abiding residents, both citizens and immigrants, remains unwavering.”

    According to the New York Post, which attributed sources, 25-year-old Anderson Zambrano-Pacheco was described as a ringleader of the Venezuelan prison gang, Tren de Aragua.

    Sources said Zambrano-Pacheco was “wanted over the viral, caught-on-camera break-in in Aurora, Colorado.”

    Armed members of the Venezuelan gang were caught on video entering an Aurora apartment complex unit last summer in footage that drew Trump’s attention during the presidential campaign.

    “We are doing this right – doing exactly what President @realDonaldTrump promised the American people – making our streets safe,” Noem said in a Tuesday morning post on X.

    By the numbers:

    In a Monday post on X, ICE reported 1,179 single-day arrests and lodged 853 detainers, which means “there’s probable cause to believe that the person is removable from the United States under federal immigration law.” 

    In the last week, the Department of Homeland Security said that “law enforcement officials have removed and returned 7,300 illegal aliens.” 

    Many of the ICE actions were not unusual. ICE averaged 311 daily arrests in the fiscal year that ended Sept. 30.

    But deportation efforts under the Trump administration should be more seamless, as it announced Friday that it was expanding the use of “expedited removal” authority so it can be used across the country starting right away. “Expedited removal” gives enforcement agencies broad authority to deport people without requiring them to appear before an immigration judge. There are limited exceptions, including if they express fear of returning home and pass an initial screening interview for asylum.

  • Tren de Aragua member wanted for Aurora, Colo., apartment takeover busted in NYC


    A Venezuelan migrant arrested Tuesday morning during a U.S. Immigration and Customs Enforcement (ICE) raid in New York City is a member of the violent Tren de Aragua (TdA) gang, Fox News has learned.

    Sources in the Department of Homeland Security told Fox News that the suspect, who they identified as Anderson Zambrano-Pacheco, was arrested inside a Bronx apartment and charged with kidnapping, assault and burglary.

    Investigators said the 25-year-old Zambrano-Pacheco is the same man who was caught on camera in a video showing heavily armed men kicking down an apartment door at an apartment complex in Aurora, Colorado. 

    Zambrano-Pacheco has since been hiding out in New York City, according to authorities.
