    In anticipation of President Trump’s promises to execute mass deportations immediately after taking office, the NYPD issued an internal memo reminding cops of existing laws blocking them from lending a hand to federal immigration authorities. 

    While the mayor has publicly declined to answer whether he will cooperate with federal immigration raids on New York, the NYPD memo is the latest in a flurry of behind-the-scenes activity to remind city staff of laws blocking cooperation with federal immigration authorities.

    The internal operations order, issued by Police Commissioner Jessica Tisch on Saturday, reminded cops they can’t engage or assist with immigration enforcement or allow NYPD resources to be used for that purpose, either. 

    “The fact that a person is present in the United States without lawful authorization is a civil matter, not a crime,” Tisch wrote.

    The Trump administration announced on Tuesday that agents with Immigration and Customs Enforcement and Customs and Border Protection could make arrests at or near “sensitive” locations like churches and schools.

    That announcement and the slew of executive orders targeted at immigration have sparked fear among immigrants and advocates. Those included an executive order seeking to end the constitutional right to birthright citizenship.

    The memo, going into detail, said that police officers cannot contact the feds to tell them where individuals are located, cannot detain them and cannot use Police Department facilities to help ICE.

    Officers who encounter ICE conducting immigration raids must inform the Operations Division of the NYPD, who will then reach out to duty chiefs and the Legal Bureau. The Operations Division was also told to monitor for federal immigration enforcement in the city.

    Even if federal immigration officials have a warrant, cops cannot release anyone from custody without authorization from the city lawyers and the officers’ operations command.

    The NYPD memo comes amid a rapidly changing environment with Trump moving quickly to deliver on his campaign promise to remove dangerous immigrants from the country and stop the flow of migrants across the southern border.

    Asked about his view Tuesday, Adams said he has told Trump he will not publicly disparage the president, but communicate any concerns he might have directly,

    “We’re not going to agree on everything, but those areas that we disagree, I’m going to personally share with [Trump], and he has given me an opportunity to communicate with him directly on issues we disagree, and I respect that,” Adams said during his weekly press briefing.

    The NYPD memo also comes as Trump has directed the Justice Department to look at any local efforts to block immigration enforcement.

    The Mayor’s Office of Immigrant Affairs also issued a memo in the leadup to Trump’s presidency reminding all city agencies of sanctuary city laws, Rebecca Engel, director of Policy and Legislative Affairs at the office, said at a City Council oversight hearing last week.

    The Law Department also hosted a briefing earlier this month to give general counsels a refresher on the city’s laws ahead of Trump’s expected immigration actions.

    And New York City’s public school system hosted training sessions on the city’s laws this month for principals and administrators, telling staff what to do if feds request access to school grounds.

The ball came through, I saw it was 1v1, I sized up my defender and I said, ‘Let’s go on a run,’” said the 24-year-old striker, Charlotte FC’s top scorer of 2024 with 10 goals. “So I ran with the ball, got it to my left foot and saw the keeper come out, and it went in.

    “Such a surreal moment.”

    After successfully passing their first test of January camp, the MLS-heavy USMNT will look to close the cycle out on a high note Wednesday night against Costa Rica at Orlando City SC‘s Inter&Co Stadium.

    “You wanna ride this momentum. And that’s certainly what I’m going to do,” said Agyemang. “I’m just happy to be in this moment. I’m going to continue enjoying it.”

    For McGlynn, it’s all about putting in more performances like this one to stay on the national team’s radar.

    “I think we’re a talented group. We’ve shown a lot in MLS and that’s why we’re here,” he said. “And I think we showed it today as well.”

    TikTok said Sunday it was restoring service to users in the United States after the popular video-sharing platform went dark in response to a federal ban that President-elect Donald Trump said he would try to pause by executive order on his first day in office.

    Trump said he planned to issue the order to give TikTok’s China-based parent company more time to find an approved buyer before the popular video-sharing platform is subject to a permanent U.S.ban. He announced the move on his Truth Social account as millions of U.S. TikTok users awoke to discover they could no longer access the TikTok app or platform.

    Google and Apple removed the app from their digital stores to comply with the law, which required them to do so if TikTok parent company ByteDance didn’t sell its U.S. operation by Sunday. The law, which passed with wide bipartisan support in April, allowed for steep fines for non-compliance.

    The company that runs TikTok said in a post on X that Trump’s post had provided “the necessary clarity and assurance to our service providers that they will face no penalties providing TikTok to over 170 million Americans.”

    Some users reported soon after TikTok’s statement that the app was working again, and TikTok’s website appeared to be functioning for at least some users. Even as TikTok was flickering back on, it remained unavailable for download in Apple and Google’s app stores.

    The law that took effect Sunday required ByteDance to cut ties with the platform’s U.S. operations due to national security concerns posed by the app’s Chinese roots. However, the statute gave the sitting president authority to grant a 90-day extension if a viable sale is underway.

    Although investors made a few offers, ByteDance previously said it would not sell. In his post on Sunday, Trump said he “would like the United States to have a 50% ownership position in a joint venture,” but it was not immediately clear if he was referring to the government or an American company.

    Trump said his order would “extend the period of time before the law’s prohibitions take effect” and “confirm that there will be no liability for any company that helped keep TikTok from going dark before my order.

    “Americans deserve to see our exciting Inauguration on Monday, as well as other events and conversations,” Trump wrote.

    The on-and-off availability of TikTok came after the U.S. Supreme Court held in a unanimous ruling Friday that the risk to national security posed by TikTok’s ties to China outweighed concerns about limiting speech by the app or its millions of users in the United States.

    When TikTok users in the U.S. tried to watch or post videos on the platform as of Saturday night, they saw a pop-up message under the headline, “Sorry, TikTok isn’t available right now.”

    “A law banning TikTok has been enacted in the U.S.,” a pop-up message informed users who opened the TikTok app and tried to scroll through videos on Saturday night. “Unfortunately that means you can’t use TikTok for now.”

    The service interruption TikTok instituted hours early caught most users by surprise. Experts had said the law as written did not require TikTok to take down its platform, only for app stores to remove it. Current users had been expected to continue to have access to videos until the app stopped working due to a lack of updates.

    “The community on TikTok is like nothing else, so it’s weird to not have that anymore,” content creator Tiffany Watson, 20, said Sunday.

    Watson said she had been in denial about the looming shutdown and with the space time on her hands plans to focus on bolstering her presence on Instagram and YouTube.

    “There are still people out there who want beauty content,” Watson said.

    The company’s app also was removed late Saturday from prominent app stores, including the ones operated by Apple and Google. Apple told customers with its devices that it also took down other apps developed by TikTok’s China-based parent company, including one that some social media influencers had promoted as an alternative.

    “Apple is obligated to follow the laws in the jurisdictions where it operates,” the company said.

    Trump’s plan to issue an executive order to spare TikTok on his first day in office reflected the ban’s coincidental timing and the unusual mix of political considerations surrounding a social media platform that first gained popularity with often silly videos featuring dances and music clips.

    During his first term in the White House, Trump issued executive orders in 2020 banning TikTok and the Chinese messaging app WeChat, moves that courts subsequently blocked. When momentum for a ban emerged in Congress last year, however, he opposed the legislation. Trump has since credited TikTok with helping him win support from young voters in last year’s presidential election.

    Despite its own part in getting the nationwide ban enacted, the Biden administration stressed in recent days that it did not intend to implement or enforce the ban before Trump takes office on Monday.

    In the nine months since Congress passed the sale-or-ban law, no clear buyers emerged, and ByteDance publicly insisted it would not sell TikTok. But Trump said he hoped his administration could facilitate a deal to “save” the app.

    TikTok CEO Shou Chew is expected to attend Trump’s inauguration with a prime seating location.

    Chew posted a video late Saturday thanking Trump for his commitment to work with the company to keep the app available in the U.S. and taking a “strong stand for the First Amendment and against arbitrary censorship.”

    Trump’s choice for national security adviser, Michael Waltz, told CBS News on Sunday that the president-elect discussed TikTok going dark in the U.S. during a weekend call with Chinese President Xi Jinping “and they agreed to work together on this.”

    On Saturday, artificial intelligence startup Perplexity AI submitted a proposal to ByteDance to create a new entity that merges Perplexity with TikTok’s U.S. business, according to a person familiar with the matter.

    Perplexity is not asking to purchase the ByteDance algorithm that feeds TikTok user’s videos based on their interests and has made the platform such a phenomenon.

    Other investors also eyed TikTok. “Shark Tank” star Kevin O’Leary recently said a consortium of investors that he and billionaire Frank McCourt offered ByteDance $20 billion in cash. Trump’s former treasury secretary, Steven Mnuchin, also said last year that he was putting together an investor group to buy TikTok.

    In May, Trump delivered a speech at the Libertarian National Convention to a hostile crowd of boos in an attempt to win over Libertarian voters. Libertarians believe government investigators overreached in their case against Silk Road and generally oppose the War on Drugs.

    While the attendees were not favorable to Trump for most of the event, they did give a big cheer when he said he would commute Ulbricht’s sentence to time served, as the crowd chanted “Free Ross” in the hopes that the then-presidential candidate would take action if elected to allow the Silk Road founder to return home to his family after more than a decade behind bars.

    “If you vote for me, on day one I will commute the sentence of Ross Ulbricht, to a sentence of time served. He’s already served 11 years. We’re going to get him home,” Trump told the crowd of Libertarians, many of whom were holding signs that read “Free Ross.”

    Ulbricht reacted to Trump’s comments the following day on the social media platform X.

    “Last night, Donald Trump pledged to commute my sentence on day 1, if reelected,” he wrote. “Thank you. Thank you. Thank you. After 11 years in prison, it is hard to express how I feel at this moment. It is thanks to your undying support that I may get a second chance.”

    Last month, Ulbricht wrote: “For my last monthly resolution of 2024, I intend to study every day and to get up to speed as much as I can as I prepare for freedom.”

    Trump later reiterated his promise to commute Ulbricht’s life sentence at a bitcoin conference, which he received loud cheers for.

    Despite Trump failing to deliver on his promise to free Ulbricht on his first day back in office, the president reportedly may still grant him clemency as early as Tuesday.

    “Pres. Trump’s staff just confirmed to me Ross’s pardon will be issued late tonight or tomorrow morning,” Libertarian Party chair Angela McArdle wrote Monday night on X.

    Elon Musk, who serves in the newly formed Department of Government Efficiency in the Trump administration, also said Ulbricht would be released soon.

    “Ross will be freed,” Musk wrote on X.

    Many Libertarians have said they supported Trump in November’s election, citing, in part, his commitment to free Ulbricht.

    During his first term, Trump considered intervening to release Ulbricht before ultimately deciding against a pardon.

    Ulbricht, now 40, operated the website from 2011 until his arrest in 2013. He was sentenced two years later to life in prison.

    “I was trying to help us move toward a freer and more equitable world,” Ulbricht said from prison in 2021. “We all know the road to hell is paved with good intentions, and now here I am. I’m in hell.”

    “Trump is done signing EOs and pardons for the night,” 2024 Libertarian presidential candidate Chase Oliver wrote on X. “Hopefully, we will see a #FREEROSSULBRICHT commutation in the morning.”
