  • TxDOT and City of Houston prepared roads for snow, urging the public to stay home ahead of winter storm


    HOUSTON, Texas (KTRK) — Local and state road crews have prepared for the winter storm since last week. Multiple agencies across the state are responsible for getting enough trucks and supplies to our region to make the roads passable.

    For example, what’s normally a dump truck at Harris County Precinct 4 Commissioner Lesley Briones’ office has been transformed into a chat rock spreader for the duration of this winter storm. As soon as bridges ice over in the unincorporated areas of Harris County, the spreaders will go to work.

    “Chat rock essentially is putting sandpaper on the bridges. It allows you to create more friction, so even if there is a little bit of ice. It allows you to drive more safely on the ice,” Reynaldo Guerra, chief of infrastructure at Precinct 4 said. “It doesn’t necessarily affect the melting temperature of the ice, but if you create conditions where the vehicle can drive over the bridges, bridges will warm up a little bit.”

    Meanwhile, City of Houston crews sprayed a brine solution on major roads in the Medical Center, Galleria, and other major roads in city limits. And they will continue to attack major city streets as the conditions are expected to worsen.

    At the state level, the Texas Department of Transportation announced that trucks and equipment from other regions have made their way to Houston to assist on our highways.

    ABC13 also found crews with the Harris County Toll Road Authority staged with brine trucks under the Beltway.

    “We’ve bought much more material. We usually buy,” Guerra, said adding that they have 30 tons of chat rock on hand. “We have a host of equipment, but you don’t see any snowplows, but we do have front-end loaders and backhoes. We are committed and very resourceful here, so if we need to clear any snow, we’ll be ready to clear some snow as well.”

    Even with all the work, the simple reality is our region isn’t used to snow and sleet. For the general public, only one piece of advice matters.

    “We really encourage you to stay home,” Guerra said.

  • Protecting The United States From Foreign Terrorists And Other National Security And Public Safety Threats – The White House


    PROTECTING THE UNITED STATES FROM FOREIGN TERRORISTS AND OTHER

    NATIONAL SECURITY AND PUBLIC SAFETY THREATS

    By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Immigration and Nationality Act (INA), 8 U.S.C. 1101 et seq., and section 301 of title 3, United States Code, it is hereby ordered:

    Section 1.  Policy and Purpose.  (a)  It is the policy of the United States to protect its citizens from aliens who intend to commit terrorist attacks, threaten our national security, espouse hateful ideology, or otherwise exploit the immigration laws for malevolent purposes.

    (b)  To protect Americans, the United States must be vigilant during the visa-issuance process to ensure that those aliens approved for admission into the United States do not intend to harm Americans or our national interests.  More importantly, the United States must identify them before their admission or entry into the United States.  And the United States must ensure that admitted aliens and aliens otherwise already present in the United States do not bear hostile attitudes toward its citizens, culture, government, institutions, or founding principles, and do not advocate for, aid, or support designated foreign terrorists and other threats to our national security.

    Sec. 2.  Enhanced Vetting and Screening Across Agencies.

    (a)  The Secretary of State, in coordination with the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, shall promptly:

    (i)    identify all resources that may be used to ensure that all aliens seeking admission to the United States, or who are already in the United States, are vetted and screened to the maximum degree possible;

    (ii)   determine the information needed from any country to adjudicate any visa, admission, or other benefit under the INA for one of its nationals, and to ascertain whether the individual seeking the benefit is who the individual claims to be and that the individual is not a security or public-safety threat;

    (iii)  re-establish a uniform baseline for screening and vetting standards and procedures, consistent with the uniform baseline that existed on January 19, 2021, that will be used for any alien seeking a visa or immigration benefit of any kind; and

    (iv)   vet and screen to the maximum degree possible all aliens who intend to be admitted, enter, or are already inside the United States, particularly those aliens coming from regions or nations with identified security risks.

    (b)  Within 60 days of the date of this order, the Secretary of State, the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence shall jointly submit to the President, through the Assistant to the President for Homeland Security, a report:

    (i)   identifying countries throughout the world for which vetting and screening information is so deficient as to warrant a partial or full suspension on the admission of nationals from those countries pursuant to section 212(f) of the INA (8 U.S.C. 1182(f)); and

    (ii)  identifying how many nationals from those countries have entered or have been admitted into the United States on or since January 20, 2021, and any other information the Secretaries and Attorney General deem relevant to the actions or activities of such nationals since their admission or entry to the United States.

    (c)  Whenever information is identified that would support the exclusion or removal of any alien described in subsection 2(b), the Secretary of Homeland Security shall take immediate steps to exclude or remove that alien unless she determines that doing so would inhibit a significant pending investigation or prosecution of the alien for a serious criminal offense or would be contrary to the national security interests of the United States.

    Sec. 3.  Additional Measures to Protect the Nation.  As soon as possible, but no later than 30 days from the date of this order, the Secretary of State, in coordination with the Attorney General, the Secretary of Homeland Security, and the Director of National Intelligence, shall also:

    (a)  Evaluate and adjust all existing regulations, policies, procedures, and provisions of the Foreign Service Manual, or guidance of any kind pertaining to each of the grounds of inadmissibility listed in sections 212(a)(2)-(3) of the INA (8 U.S.C. 1182(a)(2)-(3)), to ensure the continued safety and security of the American people and our constitutional republic;

    (b)  Ensure that sufficient safeguards are in place to prevent any refugee or stateless individual from being admitted to the United States without undergoing stringent identification verification beyond that required of any other alien seeking admission or entry to the United States;

    (c)  Evaluate all visa programs to ensure that they are not used by foreign nation-states or other hostile actors to harm the security, economic, political, cultural, or other national interests of the United States;

    (d)  Recommend any actions necessary to protect the American people from the actions of foreign nationals who have undermined or seek to undermine the fundamental constitutional rights of the American people, including, but not limited to, our Citizens’ rights to freedom of speech and the free exercise of religion protected by the First Amendment, who preach or call for sectarian violence, the overthrow or replacement of the culture on which our constitutional Republic stands, or who provide aid, advocacy, or support for foreign terrorists;

    (e)  Ensure the devotion of adequate resources to identify and take appropriate action for offenses described in 8 U.S.C. 1451;

    (f)  Evaluate the adequacy of programs designed to ensure the proper assimilation of lawful immigrants into the United States, and recommend any additional measures to be taken that promote a unified American identity and attachment to the Constitution, laws, and founding principles of the United States; and

    (g)  Recommend any additional actions to protect the American people and our constitutional republic from foreign threats.

    Sec. 4.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

  • 18 Atlanta Public Schools honored by state for academic excellence


    The Georgia Department of Education (GaDOE) recently honored 18 Atlanta Public Schools with distinctions for their respective academic achievements in 2024.

    The first distinction, titled “Title I Reward Schools,” was given to Title I schools that made “the most significant improvement, exceptional achievement and progress,” according to a release.

    Among the Atlanta-area Title I schools that were recognized included Parkside Elementary School, Heritage Academy Elementary School, William M. Boyd Elementary School, Emma Hutchinson Elementary School, L.O. Kimberly Elementary School, Hope-Hill Elementary School, West Manor Elementary School, William J. Scott Elementary School, F. L. Stanton Elementary School and Benteen Elementary School (which has received the recognition for two straight years).

    In addition to honoring Title I schools, the education department also recognized Atlanta schools that “improved their CCRPI Content Mastery score by at least 5% from 2023 to 2024,” with honorees including Continental Colony Elementary, Harper-Archer Elementary, Paul L. Dunbar Elementary, Michael R. Hollis Innovation Academy, KIPP Soul Academy, KIPP Vision Primary Charter and KIPP Ways Academy Charter.

    Finally, GaDOE commemorated Carver Early College for successfully improving outcomes for its underperforming student groups, allowing it to exit the “Targeted Support” classification.

    The named educational institutions are all part of the Atlanta Public Schools system, which stands as one of the largest school districts in the state of Georgia (serving around 50,000 students citywide).





    The Georgia Department of Education has recognized 18 Atlanta Public Schools for their outstanding academic achievements. These schools have been honored for their dedication to providing high-quality education to their students and for consistently achieving high levels of academic success.

    Among the schools recognized are Booker T. Washington High School, Grady High School, and North Atlanta High School. These schools have shown exceptional growth and improvement in student performance, as well as demonstrated a commitment to providing a well-rounded education that prepares students for success in college and beyond.

    We congratulate these 18 Atlanta Public Schools for their hard work and dedication to academic excellence. Their commitment to excellence serves as an inspiration to us all and highlights the importance of providing a quality education to all students. Keep up the great work!

  • Texas Gov. Greg Abbott proposes eliminating DEI programs in public schools


    The push expands on efforts from the last legislative session in 2023, when state lawmakers banned DEI programs at public universities statewide.

    AUSTIN, Texas — As the first week of the legislative session comes to an end, Texas Gov. Greg Abbott is calling on state lawmakers to further restrict diversity, equity and inclusion, or DEI.

    In a post on Xon Thursday, just two days after state lawmakers gaveled in the 89th legislative session at the Capitol, Abbott said he wants to ban DEI initiatives in K-12 public schools.

    “No taxpayer dollars will be used to fund DEI in our schools,” Abbott said on  X. “Schools must focus on fundamentals of education, not indoctrination.”

    KVUE reached out to Abbott’s office on Friday to get more details on the tweet and what the governor is proposing, but we did not hear back at the time of publication.

    The push to ban DEI in K-12 schools expands on what state lawmakers did in the 2023 legislative session.

    State lawmakers passed Senate Bill 17, which forced publicly-funded colleges and universities across Texas to shut down DEI programs, initiatives or training. It also requires public institutions to limit the mention of DEI and support for DEI initiatives and eliminate diversity-related positions or conditions for employment or admission related to DEI. The law went into effect at the start of 2024. It has led to the shuttering of DEI programs and initiatives on campuses across the state.

    The tweet drew praise from State Sen. Brandon Creighton (R-Conroe), who became Senate president pro tem this week. He authored Senate Bill 17 in 2023.

    “SB 17 has become a model for the entire nation,” Creighton posted on X. “I am ready to expand the law to protect the 6 million students in Texas schools from failed, divisive DEI programs. Let’s get to work.”

    Emily Witt, a media and communications strategist at the Texas Freedom Network, believes DEI programs, initiatives and offices are vital for underrepresented and minority groups.

    “Texas lawmakers have a responsibility to serve all Texans and families that are in our public education system, regardless of the color of their skin, the zip code they live in, or if they or their families are LGBTQ,” Witt said.

    Witt said she worries it could put kids at risk and cause more pain for an already marginalized group of Texans.

    “I think the impact would be that our kids wouldn’t all feel safe and embraced in our schools and that kids who are not LGBTQ would get the message that it’s okay to bully other children or belittle people who aren’t like you or come from the same background as you,” Witt said. “Resources should be available to make all families and children feel welcome in our public schools.”

    State Rep. Stan Gerdes (R-Bastrop) has filed a bill in the House to ban DEI initiatives in government entities, like school districts and open-enrollment charter schools.

    “I look forward to passing my bill to ban DEI in our public schools and government agencies and onto your desk for signature, Gov. Abbott,” Gerdes posted on X.

    Gerdes was unavailable for an interview on Friday, and Creighton’s office did not respond to an interview request.

    “It’s not surprising that now sites are set on K-12 schools to distract from actually fixing the issues that are real and present in our schools and creating problems where there really are none,” Witt said. “There’s nothing wrong with embracing people from all different backgrounds. It’s good for all of us to ensure people have the resources to thrive no matter where they come from.”

    This is the latest effort by Texas Republican leaders to control inclusivity programs at institutions and discussions in the classroom on topics like gender and sexual orientation.

    “Our students deserve to be free to learn in their schools without politicians inserting their personal and religious agendas into their public schools, while children from different backgrounds deserve to be represented in curriculums and embraced at school,” Witt said. “We’re doing a disservice not only to the children who aren’t seeing themselves reflected but to white children from heteronormative families, who maybe wouldn’t learn about anyone who doesn’t look like them.”

    Abbott’s threat to cut funding to ensure taxpayer dollars don’t go to DEI programs comes as public school districts are in a critical moment, largely because of a lack of significant public school funding. The State of Texas hasn’t increased education funding since 2019. 

    As a result, districts statewide are grappling with multimillion-dollar budget deficits and are considering closing some schools.

    This week, Eanes ISD leaders voted unanimously to close Valley View Elementary School after the district estimated a budget deficit of about $6.5 million. 

    Education will be a significant part of this legislative session. School choice is a top priority for Abbott and Republican leaders. Abbott has said he believes he has the votes to pass the program, which would allow Texas families to use public tax dollars to send their kids to private schools. Abbott campaigned against several incumbent legislators who previously blocked the passage of the program.

    The Senate has passed vouchers five times, but those proposals have died in the House every time. 

    Lt. Gov. Dan Patrick has said that passing school choice will be the Senate’s top priority, only behind the state budget. He’s hoping Abbott will declare it as an emergency item. If that happens, it will allow lawmakers to pass those bills sooner. For the first 60 days of the legislative session, lawmakers can only pass bills on topics designated as “emergency items” by the Governor.

    The 89th Texas legislative session runs through June 2.

    BIRMINGHAM, Ala. (AP) — Breastfeeding women in Alabama will be excused from jury duty, the state’s highest court ordered unanimously on Friday, in response to public outcry from a mother who said that she was threatened with child protective services for bringing her nursing infant into court.

    The Alabama Supreme Court issued an administrative order that requires Alabama judges to have written procedures excusing breastfeeding mothers from jury duty. Previously, state code did not specifically make exemptions for nursing mothers.

    “A nursing mother of an infant child clearly qualifies for the excuse from jury service” under the existing court codes, the order read. The justices added that the process of approving exemption “may be submitted by telephone, electronic mail, or in writing” ahead of jury selection. All nine justices concurred with the order.

    Twenty-two states in the U.S. have bills that make specific exemptions for nursing mothers, according to a 2021 report by the National Conference of State Legislators. A similar bill was introduced in the Alabama legislature in 2022, but it was killed before it reached a vote.

    The order was explicitly in response to statements from several mothers in Jefferson County, which includes Birmingham, who said that they were harassed and threatened by judges for bringing their breastfeeding babies in for jury duty.

    Kandace Brown complained on Facebook that a Jefferson County circuit court judge threatened to call the Department of Human Resources — which includes child protective services — unless Brown arranged for someone else to pick up her 3-month-old from the courthouse. Brown said two other mothers who brought their children were told the same.

    Brown also said that she submitted forms to get excused from jury duty before she was summoned to court, but was denied.

    “If I’m still breastfeeding, I’m going to have to (bring the baby). I don’t have a choice. Like she would literally starve for the day or the week if I was chosen,” Brown wrote in the post.

    Brown wrote that when she was finally dismissed, she was told that she would be summoned again the next day and that she would have to leave her infant at home.

    “No ma’am I cannot pump and get her to take a bottle. How can you tell me how to feed my child?!” Brown wrote.

    Several mothers came forward with similar stories after Brown published her story, which had more than 1,000 likes on Facebook on Saturday.

    Jefferson County Circuit Court Judge Shanta Owens later called the encounter a “miscommunication” to AL.com on Wednesday, adding, “The juror was indeed excused a short time after arriving for jury service, as was any other similarly situated individual called for jury service.”

    Owens added that as a former nursing mother herself, she “would excuse jury service for a period of time for any individual under the circumstances.”

    Alabama circuit judges have 30 days to submit the new written procedures.

    A U.S. Marshals Office K-9, who found the accused killer of a law enforcement officer hiding in a dumpster Wednesday afternoon, was in stable condition and expected to make a full recovery after suffering several gunshot wounds during the incident, officials said.

    K-9 Rocky was stabilized after being transported from the scene of the shooting Wednesday to Westbury Animal Hospital in southwest Houston. Vets performed surgery on the dog, who suffered two gunshot wounds to his neck and nose.

    A bullet that entered K-9 Rocky’s neck narrowly missed the dog’s spine and vital organs, Dr. Jeff Chalkley said. Vets closed up wounds and put in drain tubes during the procedure Thursday. K-9 Rocky is eating, walking and expected to be released within the next 72 hours. Officials with the U.S. Marshals Office said the dog could return to service after making a full recovery.

    “He is the luckiest dog I’ve seen,” Chalkley said. “That bullet could have ended his life instantly and it didn’t.”

    “He is a hero, the dog is a hero,” he said.

    Wednesday morning, local and state police launched a miles-long manhunt in southwest Houston for a man accused of shooting and killing Jesus Vargas, a 17-year veteran of the Brazoria County Sheriff’s Office and member of the U.S. Marshals Gulf Coast Violent Offenders Task Force.

    Earlier that day, Vargas and another officer approached 56-year-old Robert Davis III, also known as Sean Christopher Davis, while serving an arrest warrant in a strip mall parking lot in the 9300 block of Stella Link Road. Vargas was shot and rushed to a nearby hospital, where he was pronounced dead.

    The manhunt ensued for hours on Wednesday when officers and helicopters scoped out a stretch of southwest Houston in search of Davis.

    The search came to a screeching halt when U.S. Marshals Office K9 Rocky alerted officers to a dumpster near the scene of the shooting. Officials confirmed in a press conference late Wednesday that the K9 was shot by Davis after jumping into the dumpster. Officers returned fire, striking and killing the man.

    The dog was rushed to a helicopter in the parking lot and transported to a veterinarian clinic, where he remained in stable condition.

    “The amazing aspect here people need to understand, the K9 saved lives,” T. Michael O’Connor, U.S. Marshal of the Southern District of Texas, said during a press conference in the lot late Wednesday.

    The dog, a year-and-a-half old Belgian Malinois, was shot two times.

    “They are part of our existence as a police department, as law enforcement in general, whether it be bombs, drugs, saving lives,” Houston Police Department Chief Noe Diaz said. “Those dogs are amazing. They are a part of us.”

    Rajah Haley is Black, 5′2″ and 125 pounds. She was last seen wearing a marron “Lilo and Stitch” hoodie, burgundy leggings with bell bottoms and a black arm brace.

    She has a gap between her front teeth, curly brown hair and brown eyes.

    Haley was last seen in the area of Stellhorn and Hobson Roads.

    The new area would include waters used by fishermen and humpback whales. It’ll also encompass significant areas like Papahanaumokuakea Marine National Monument.

    A FAA biological opinion from 2022 found the previous landing area would not cause harm to marine mammals or critical habitats.

    Currently, the FAA is not conducting an environmental impact statement but public feedback could trigger a review.
