  • Raleigh shootout | RPD releases 5-day report, revealing details of shooting in Raleigh neighborhood


    RALEIGH, N.C. (WTVD) — The Raleigh Police Department released its five-day report on the deadly shootout in the Renaissance Park neighborhood.

    On Tuesday, Jan. 21, 70-year-old Antonio Rodrigues fired at multiple RPD officers. He critically injured Officer Max Gillick, who is still in the hospital. According to the report, the officers fired back and killed Rodrigues. This shooting came after Rodrigues shot John Rowe who was at the house. Rowe was taken to a hospital, where he later died.

    According to the report, five RPD officers discharged their weapons during the incident. The report lists their names as Captain B. Gartin, Lt. K. Smithey and Officers S. Henry, M. Batts, and T. Webb.

    These officers have been placed on administrative leave which is standard procedure.

    In all, 43 rounds were fired by RPD officers during the gunfire exchange with Rodrigues.

    Body cameras were also worn by officers involved during the encounter, the report said, and captured the shooting. RPD will release agency recordings that capture the officer-involved shooting.

    An eyewitness, who did not want to be identified, says she could hear through a shared wall the situation quickly escalating. The woman says she hid in a bathroom along with her dog as a series of shots were fired next door.

    “It was a lot of yelling and then a few gunshots, and then it would be silence. And then that cycle kind of repeated itself,” the individual said. “Towards the end, I heard a countdown very clearly. The police counting down, and then a large crash and a lot of gunfire.”

    5-Day Report Timeline

    5:39 p.m.
    Emergency Communications Center (ECC) received a 911 call reporting a “forcible entry at a residence” on Democracy Street.

    The 911 caller said that the person she believed to be her ex-husband, Rodrigues, was forcing his way into her home. She told the 911 operator she had an active domestic violence protective order against him.

    The suspect had tased her current boyfriend, Rowe, she said but the suspect had left her home and neither she nor her boyfriend needed medical attention.

    5:44 p.m.
    While ECC was gathering information from the caller, she said the suspect had returned and was breaking the glass to enter through the back door. She confirmed the suspect was her ex-husband and he had a shotgun.

    While she was still on the phone with 911, she reported Rodrigues shot Rowe.

    5:46 p.m.
    On the way to the home, officers were told the suspect had reentered the home and shot someone inside.

    5:49 p.m.
    Officers arrived at the home and heard gunfire coming from inside the house.

    Shortly after this, the 911 caller ran outside and told an officer, “(her) boyfriend was dying on the floor.” She also confirmed the shots heard were coming from the back of her home.

    5:53 p.m.
    Officers Gillick, M. Batts, Z. Kwiatkowski, K-9 Officer S. Henry and Sergeant E. Patton went to the back of the home. They found Rowe conscious and bleeding from his side on the kitchen floor.

    Gillick stayed with Rowe, while the others conducted “a protective sweep of the residence to secure the scene for emergency medical personnel to enter and render aid.”

    5:56 p.m.
    Officers opened the garage and found Rodrigues with a gun. They repetitively told him to drop the weapon and raise his hands.

    Rodrigues shot multiple times at the officers. In return, Officer Henry fired back at him.

    Officer Gillick requested additional assistance from law enforcement.

    At the time, according to the report, it was believed that Officer Henry and/or Officer Batts had been shot. Sgt. Patton relayed over police radio at 5:57 P.M. that an officer had been shot.

    6:08 p.m.
    During this time, Rodrigues fired shots from inside the garage and appeared, according to the report, to use a flare gun “in response to officers’ commands for him to drop his weapon and to surrender.”

    6:36 p.m.
    An armored vehicle was used to breach the exterior garage door to the home.

    Rodrigues then entered the home from the garage and fired at nearby officers, hitting Officer Gillick who was behind the screened patio area.

    Officers then deployed flashbangs near the garage door. Captain Gartin, Lt. Smithey, and Officers Batts and Webb returned fire and killed Rodrigues.

    Other officers were then able to carry Officer Gillick and Rowe out of the home.

    6:38 p.m.
    Rowe and Gillick were then taken to a hospital for treatment.

    Rodrigues was pronounced dead at the scene.

    Evidence Recovered

    A Rossi .44 Magnum lever-action rifle was found near where Rodrigues was lying. A 9mm ghost gun along with ammunition was also found on Rodrigues’ waistband. According to the report, he was wearing a bandolier belt across his chest.

    19 fired shell casings consistent with Rodrigues’ firearms were located at the scene:

    • 13 .44 Magnum shell casings were found in the garage
    • Three .44 Magnum shell casings and three 9mm shell casings were found inside the residence

    A taser was found inside the home.

    A flare gun and flare gun shell were found inside the garage

    A cache of hand explosives was also later found in Rodrigues’ vehicle.

    He says EMS and police officers acted swiftly in a very dangerous, tense situation and the outcome could have been worse.

    “It’s lucky that none of the neighbors were injured because those rounds will penetrate walls and hit innocent victims,” said Taylor

    total of 62 shots were fired inside the home during the altercation.

    According
    to the police report,
    Antonio Rodrigues broke into his ex-wife’s home, where he
    tased and shot John Rowe. Rodrigues violent rampage continued as officers
    sought cover inside a laundry room.

    Gillick, carried Rowe out of the house and
    onto a screened-in porch, where he stayed with the victim, despite being shot
    himself and facing the uncertainty of what would happen next.

    Brenda
    Gibson, Board Chair of the Raleigh Police Department Foundation, said the
    foundation, which has raised $5 million over the past two years to support
    Raleigh officers, is now directing its efforts to support Officer Gillick’s
    family. Gillick remains in critical but stable condition.

    “I couldn’t do what police officers do everyday with the amount of money they
    make,” Gibson said.

    The
    foundation has set up a donation page to help cover Gillick’s medical expenses
    and support his recovery.

    The ex-wife of a man accused of fatally shooting another man
    and shooting a Raleigh police officer spoke Friday for the first time since she
    survived the ordeal.

    Jill Rohner is the ex-wife of Antonio Rodrigues, who police
    say broke into her home Tuesday night and killed John Rowe, 73. Then, Rodrigues
    died in an exchange of gunfire with Raleigh police officers in Raleigh’s Renaissance
    Park neighborhood.

    “I thought I was going to be dead, but he could have, he could have killed me,” Rohner said of Rodrigues.

    Officer Max Gillick was hospitalized after Rodrigues shot him on Tuesday, police said. As of Friday, Gillick remains in critical condition at WakeMed.

    Rohner said she heard a knock on the door of her home on Tuesday when a
    man with a face covering held a bouquet of flowers.

    “He [Rodrigues] had a big mask on his face and a hood, at
    which point he just kind of plowed through the front door, and both John and I
    were like, ‘Whoa … dude, what are you doing? Get out of here,’” Rohner said.

    Rohner said Rodrigues shot Rowe after a struggle. Rohner said
    she tried to drag Rowe out of the house as police officers started to arrive.

    Police instructed Rohner to run toward them while she was wearing
    only socks. Eventually,

    “I didn’t want to leave John [Rowe], but I did that,” Rohner
    said. “I ran across the median.”

    Kayla Biesaga, who lives across the street from Rowe, said
    her family provided
    Rohner shelter
    while police and Rodrigues exchanged gunfire.

    Rohner said she was in a relationship with Rowe.

    “A couple years ago, [I] met this wonderful man, John Rowe,
    who I have recently said to people, ‘It took me 67 years, but I finally got it
    right [and] found the right person,’” Rohner said. “[I] was very much in love.”

    records show
     Rohner had a restraining order against Rodrigues, who had
    multiple convictions for stalking and harassing his ex-wife.

    In 2014, Rohner and Rodrigues filed for divorce in Carteret
    County. That same year he was convicted the first time for stalking. Rodrigues
    was convicted again in 2023 for stalking and disclosing private images of
    Rohner.

    “He did not take me asking him for a divorce well at all,”
    Rohner said. “So, 11 years ago, he actually had a gun to my temple at one point
    back then.

    WRAL Investigates found Rodrigues’ most recent addresses in
    Carteret County and New Jersey, both of which were many miles from Rohner’s
    home in Raleigh.

    “Basically, for 11 years, every year, I have refiled for a
    domestic violence protective order,” Rohner said. “And almost every year that I
    have done that, I have pleaded that he get serious help, mental health kind of
    help because I suspected that he could snap at any minute.

    “He was just constantly harassing me.”

    The court records show Rodrigues was scheduled to go through
    abuser treatment, get a mental health assessment and “have no contact with
    [Rohner].”

    Rodrigues’ latest conviction came in 2024, which resulted in
    probation with stipulations that he had to stay at least 300 yards away from
    Rohner.

    The documents list the maximum punishment for the crimes as
    about 17 years. Instead, a judge gave Rodrigues three years probation, which
    would’ve run through March 2026.  

    “There [were] felonies, then that got dropped for the
    divorce purposes, in order for him to finally sign and let me be divorced,” Rohner
    said.

    Rohner said Rowe was a retired family doctor who
    graduated from Yale.

    According to Rohner, Rowe leaves behind kids and grandkids
    in Durham.

    “He [was] a widow, so they lost their mother four years ago,
    and they lost a sister a year before that, and now they’ve lost him, and it’s
    just a mess,” Rohner said of Rowe’s family.

    RALEIGH, N.C. (WTVD) — Raleigh Police Chief Estella Patterson praised First Class Officer Max Gillick, who was wounded during a shooting Tuesday as he responded to a call in the Renaissance Park neighborhood.

    “He’s a hero. Very heroic, very courageous,” Patterson said.

    Patterson delivered remarks Friday morning at a Raleigh Police Department promotion ceremony, where she shared more details on Gillick’s actions.

    “As many of you know, Officer Gillick was shot Tuesday evening as he was performing his duties and protecting the victim who had been assaulted in a domestic situation,” said Patterson.

    As police arrived on the scene, they heard shots from inside the home. An officer called for backup and a person inside continued shooting. During the gunfire exchange, Gillick was wounded and the suspect was killed.

    Gillick underwent surgery Tuesday night at WakeMed and remains in critical condition.

    “While he is progressing well in his recovery, he is not out of the woods. He still needs, desperately needs our prayers and positive vibes,” said Patterson.

    Authorities identified the shooting suspect as 70-year-old Antonio Rodrigues, and the victim as 73-year-old John Rowe; both men died. The incident happened inside the home of Rodrigues’ ex-wife, Jill Rohner.

    “(Antonio) just came in and shot John. And so, John fell to the floor and I was on the phone with 911 and was screaming bloody murder for them to please hurry, hurry, hurry, hurry,” said Rohner in an interview with our newsgathering partners at The News & Observer.

    According to court records, Rodrigues had pleaded guilty to several counts of stalking and disclosing private images in 2021 and 2022, cases in which Rohner was the victim.

    “I have pleaded that (Rodrigues) get serious health and mental health kind of help because I suspected that he could snap at any minute. He was just constantly harassing me,” said Rohner.

    She said Rodrigues had previously been violent toward her; according to The News & Observer, a Carteret County judge granted their divorce in 2014.

    “The first place he held me down with a gun was in a home in Carteret County,” Rohner said, and she added that she believed the townhome in Raleigh felt safe.

    She said the suspect, Antonio Rodrigues, had previously been violent toward her.

    Rodrigues was on probation at the time of the shooting, with Rohner calling for victims of domestic violence to receive more protection.

    “He could have killed me. He opted not to. We were face-to-face and I was pleading with him like, ‘What are you doing? Why, please stop.’ And he said ‘You took everything from me,’” said Rohner.

    Rohner told ABC11 that she was in a relationship with Rowe and had planned on moving in with him.

    “A couple of years ago, I met this wonderful man, John Rowe, who I have recently said to people, (it) took me 67 years, but I finally got it right, found the right person, was very much in love,” said Rohner.

    This is the second high-profile shooting within a week for the Raleigh Police Department, coming days after an incident at a North Hills restaurant, in which two people, including the suspect died, and a third person was injured.

    The incidents underscore broader efforts to ensure a widespread law enforcement presence, as the department works to fill open positions.

    “A day like (the promotion ceremony), when people see advancement, the opportunity for advancement, they want to be a part of this team and so they come to the department. Our challenge moving forward is not in recruiting and retention. We want to make sure that our leaders are doing everything that they can to keep the people that we have,” said Patterson.

    A Raleigh Police Department spokesperson told ABC11 there are 51 vacancies, down from 84 vacancies at the beginning of 2024. On Saturday, Raleigh Police are holding a hiring event at the Law Enforcement Training Center, which begins at 9 a.m.

  • Antonio Rodrigues | Man killed in Raleigh police shootout was on probation for domestic violence-related charges


    RALEIGH, N.C. (WTVD) — The man who police say shot and critically wounded a Raleigh police officer Monday night had a history of stalking, and the victim in those cases appears to be a woman who lived at the home where the shootout took place Monday.

    Raleigh Police shot and killed 70-year-old Antonio Rodrigues Monday night after they say he started shooting at officers. It led to a tense situation in the Renaissance Park neighborhood, with neighbors being asked to shelter in place. 73-year-old John Rowe was also killed, but it’s unclear exactly how and what his relationship was to the situation.

    Rodrigues’ previous charges and convictions

    Court documents obtained by ABC11 show that Rodrigues has convictions linked to incidents in 2014, 2021, and 2022.

    • He was convicted of felony stalking in Carteret County back in 2014.


    • He also pleaded guilty to several counts of stalking (both felony and misdemeanor) and disclosing private images in Wake County for incidents in 2021 and 2022.


    • He was convicted in March of 2023 and sentenced to 32 months of probation, meaning he was still on probation when the shootout took place Monday night.

    The initial call Monday came in as a residential burglary, with police saying Rodrigues had a prior relationship with the woman who lived at the home where this was taking place.

    The woman who owns the home is also listed as the victim in the incidents from 2021 and 2022. ABC11 is working to learn if she’s also the victim in the 2014 case.

    The documents detail that Rodrigues sent multiple unwanted texts and calls to the victim, as well as sending private images of her to her place of employment. It appears that they were addressed to other people at the office, not the victim. The documents say that Rodrigues sent those photos “with the intent to coerce, harass, intimidate, demean, humiliate, or cause financial loss” to the victim. Under his plea agreement, the judgment against Rodrigues was classified as domestic violence.

    The court also ordered Rodrigues not to have any contact with the victim, and to stay at least 300 yards away from her. It also ordered him to destroy all images he had of the victim and undergo an abuser treatment program.

    A Raleigh police officer was shot in a residential neighborhood south of downtown Tuesday night. The suspect in the shooting is dead.

    “Our officer suffered a serious gunshot wound in an exchange of shots with the suspect,” Raleigh Deputy Chief Rico Boyce said.

    The identity of the officer and the circumstances of the shooting were not released.

    Boyce did not saw what brought officers to Democracy Street in the Renaissance Park subdivision. 

    “This probably all started around 5:50,” Drew Duffy told WRAL News.

    “The police are, wow, they’re flying down the highway right now,” he told WRAL’s Ashley Rowe in a phone conversation just after 6:30 p.m.

    “This is happening right now.”

    Carlos Jenkins, who was out for a walk to get something to eat, told WRAL News he heard at least eight shots.

    “I would describe it as like GTA (Grand Theft Auto, a videogame). You don’t ever see this many police out here,” Jenkins said.

    As WRAL’s Shaun Gallagher reported from the scene, officers asked him to move back, to take shelter behind a police vehicle. Multiple shots could be heard as Gallagher explained the developing situation.

    Boyce said as police surrounded the house, someone inside fired shots. 

    “Our officer suffered a serious gunshot wound. He is in the hospital at this time and needs your prayers,” he said.

    An emergency alert issued to mobile phones in the area advised those in the area of Tryon Road and U.S. 70/401, “GO INSIDE & STAY INSIDE NOW.”

    A caravan of police vehicles rolled out of the neighborhood just before 7 p.m., believed to be carrying the injured officer to a hospital. Within minutes, New Bern Avenue was closed between the exit from Interstate 440 and WakeMed in Raleigh. At least two ambulances arrived at the emergency department.

    Just after 7:30 p.m., police issued an all clear for the Renaissance Park neighborhood.

    RALEIGH, N.C. (WTVD) — The Raleigh Police Department is investigating a shooting in the Renaissance Park neighborhood.

    According to a post on X, RPD says they are currently conducting an active investigation in the 600 block of Democracy Street. The public is advised to avoid the area as the investigation progresses.

    The police department sent out an alert to people in the impacted area telling them to go inside and stay. They were told in the alert to avoid Tryon Road and US70/401 until further notice.

    RALEIGH, N.C. (WTVD) — The Raleigh Police Department (RPD) confirms they are conducting a shooting investigation in the North Hills shopping center area.

    There is a large police presence and several intersections are blocked.

    RPD sent out a message on X about a shooting in the 4300 block of the Circle at North Hills Street.

    They say the shooting is not an active shooter situation.

  • Josh Stein officially sworn in as North Carolina’s 76th Governor in transfer of power ceremony in Raleigh


    RALEIGH, N.C. (WTVD) — Governor-elect Josh Stein was sworn-in as North Carolina’s 76th Governor at 11 a.m. Wednesday.

    He was joined by his wife, Anna, and family. Stein swore to support the Constitution and laws of the United States and North Carolina and to faithfully perform the duties of the office of governor.

    Stein’s first words after the transfer of power were, “Happy New Year!”

    Governor Roy Cooper offered words of welcome. Secretary of State Elaine Marshall presided over the ceremony for the transfer of the Great Seal of the State and witnessed the Oath of Office. North Carolina Supreme Court Chief Justice Paul Newby administered the oath of office while Stein placed his hand on a historic Tanakh. Pastor James Gailliard and Rabbi Judith Schindler offered prayers and words of wisdom.

    “As I take this oath of office, I am profoundly aware of the solemn responsibility before me: to uphold the Constitution of the State of North Carolina and to serve our people,” said Governor Josh Stein. “The work ahead of us is significant, but the time is now to build a safer, stronger North Carolina, where our economy continues to grow and works for everyone, where our public schools are excellent and our teachers are well-paid, and where our neighborhoods are safe and our personal freedoms are protected. And of course, we must act with urgency to help the people of western North Carolina recover from Hurricane Helene. And we will.”

    “I think he’s got one of the most serious day one challenges anybody’s ever had, and that is the devastation in western North Carolina to people’s lives, to the economy, to the beauty of the place. There’s just so much work that’s going to have to be done and we need to all be in with both shoulders pushing forward,” said Secretary of State Elaine Marshall.

    Stein is set to announce Hurricane Helene recovery executive orders as his first actions as Governor during an event in Asheville Thursday.
    “We must act with urgency to help the people of western North Carolina recover from Hurricane Helene. We must help rebuild housing, support small businesses, and restore broken infrastructure,” said Stein.
    The State Legislature has previously passed three rounds of disaster relief funding. The last round – SB 382 – also ushered in a series of electoral changes which separately shifted power among the Council of State.

    Acting in his capacity as Attorney General, Stein joined Cooper in filing a legal challenge against sections of the legislation. Today however, Stein preached the importance of bipartisanship.

    “We will go further when we go together. Not as Democrats, not as Republicans, not as independents, but as North Carolinians,” said Stein.

    Wednesday’s swearing-in was not open to the public, with a small group of family, staffers, and elected officials among those who were in attendance.

    “He’s a North Carolinian and he cares about the people of North Carolina and he cares about the state. He is a tremendous public servant. And so he is the right person to be governor at this time. He’s just a nice person and a tremendous individual,” said Reuben Young, who retired Tuesday after serving as Civil Bureau Chief for the North Carolina Department of Justice.

    Cooper, who is out of office for the first time since 1987, participated in a transfer of seal ceremony and spoke Wednesday.

    “I will sleep well tonight knowing that I am your constituent and that you are my governor,” said Cooper.

    Stein’s election

    Stein was elected after a contentious race against opponent Mark Robinson, who was at the time, serving as the state’s Lt. Governor.

    Stein, like Cooper, catapulted from the attorney general’s office to the Executive Mansion. The win makes Stein the first Jewish governor of the Tar Heel State.

    During his acceptance speech on election night, Josh Stein said “NC ’embraced a vision’ in electing him governor over challenger Mark Robinson.”

    Stein appeared on ABC News “This Week” where he said that his service as North Carolina’s attorney general gave voters confidence and called the Tar Heel state a “bright spot” for Democrats on election night.

    Stein takes office after lawmakers voted to override Cooper’s veto of Senate Bill 382, which strips the Governor, Attorney General and State Superintendent of some powers.

    In mid-December, Stein announced several nominees for cabinet positions.

    Attorney General Josh Stein defeated Lt. Gov Mark Robinson to become the state’s next governor, according to an ABC News projection.

    The inauguration will be Saturday, January 11, 2025, at 10 a.m. A pre-program starts at 9 a.m.

    The day is capped off with the Junior League of Raleigh hosting the Inaugural Ball. ABC11 will have special coverage of the event.
