The Savannah-Chatham County Public School System’s student enrollment has declined almost 5% since 2019.
The school district had a 20-day enrollment of 37,190 in fiscal year 2019 while its fiscal year 2025 10-day enrollment number was 35,428. Director of Budgeting Services Paige Cooley’s presentation to the Savannah-Chatham school board finance committee on Wednesday projected a slight incline to 35,528 in 2026. Projections for 2027 and 2028, however, show a steady dip to 35,378 students by 2028.
Cooley shared the National Center for Education Statistics data to highlight how the COVID-19 pandemic wrought a 3% drop in public school enrollment across the entire U.S. in 2020. Recovery of that loss has proven challenging for public schools across the country. Georgia as well as Chatham County have been no exceptions.
Birthrate declines, increased charter school interest and Savannah’s aging population all factored into Cooley’s enrollment projection calculations.
Public schools face multi-faceted enrollment challenges
Enrollment is a key factor in the Quality Basic Education (QBE) formula, which determines how much money Georgia’s public schools receive in state funding. Fewer students means less funding.
Savannah’s school board members have regularly lamented that the formula, created in 1985, is woefully outdated particularly regarding modern public education needs with regard to mental health counselors and newer technology. Until QBE is updated, Savannah-Chatham’s and other Georgia public school systems will be impacted by enrollment declines while estimating annual budgets.
Nationally, a further 5% drop is projected between 2024-2031 in large part due to an ongoing U.S. birthrate decline. Carlton College Professor of Social Sciences wrote in his 2021 book, “The Agile College” that a “10% reduction in fertility following the Great Recession” has persisted since 2008.
Cooley highlighted Chatham County’s 10-year birthrate trends according to 2023 Georgia Department of Community Health Oasis Report. In 2017 the county reached a peak at 4,102 births before a steady decline set in through 2020 when 3,510 children were born. The 2020 children are now turning five years old and thus pre-K age, an important cohort for the school district to track. Beyond 2020, Chatham’s birthrate has fluctuated either up or down within 100 or so births.
School choice has also impacted public schools throughout the state. Cooley noted that over 80,000 more students across the U.S. opted to attend charter schools last year. The National Alliance for Public Charter Schools published the increase update in October 2024. Chatham County charters do not have to use the district’s payroll services, but Cooley said some do and, because of that, she has seen where charters have paid higher salaries for certain teachers with more training or specialized expertise, whereas the school district is limited by salary bands.
Compounding school choice, Cooley cited private school enrollment increases as well as the Georgia Promise Scholarship. Promise is a concern beyond next school year because the school voucher program could draw even more students away from public school options. Even without the Promise Scholarship impact, Cooley’s charts showed private school enrollment increases over the past few years. She did allow that the comparison between public and private schools is more “apples to oranges” since private school enrollment is less than one-fifth the size of public school numbers.
Cooley stressed that enrollment projections are estimates as Hyundai’s Ellabell, Georgia metaplant onboards more employees. The automaker has committed to hiring anywhere from 6,800 to 8,500 workers by 2031 as part of its economic development agreement with state and local authorities. Thousands more potential jobs at Hyundai suppliers could bring even more people, and their school-aged children, to Chatham County.

It is crucial for the Savannah public schools to proactively address this enrollment decline to ensure the long-term financial sustainability and academic success of the district.
Savannah-Chatham County Public Schools will shift to remote-learning days for students on Tuesday, Wednesday, and Thursday, due to the increased risk for snow, ice and sleet this week.
The National Weather Service is forecasting potential snow on Tuesday and Wednesday in Savannah, Augusta, Atlanta, Athens and Macon. Tuesday night will see snow and freezing rain, becoming all snow after 1 a.m., with snow Wednesday during the day and a chance of freezing rain Wednesday night and Thursday. As the weather system moves through the area, all facilities and district systems will be inspected on Thursday afternoon to ensure functionality for a return to in-person school on Friday, Jan. 24, according to a press release.
An update will be provided no later than 4 p.m. Thursday. Schools will be closed Monday in observance of Martin Luther King Jr. Day.
With winter weather on the horizon, Savannah schools are making the decision to shift to remote learning to ensure the safety of students and staff. As snow and ice threaten to make roads hazardous, school administrators are opting to have students continue their studies from the comfort and safety of their own homes.
This decision comes as no surprise, as winter weather can often disrupt transportation and make it difficult for students and staff to safely travel to and from school. By transitioning to remote learning, schools can ensure that the educational progress of students is not interrupted and that everyone remains safe during inclement weather.
While some may see this as an inconvenience, it is important to prioritize the safety and well-being of all individuals involved. Remote learning has proven to be an effective alternative during times when in-person learning is not feasible, and students can continue to receive a quality education from the comfort of their own homes.
As we brace ourselves for the winter weather ahead, it is important to stay informed and prepared for any changes to the school schedule. The National Weather Service is forecasting potential snow on Tuesday and Wednesday in Augusta, Macon, Atlanta Athens and Savannah. On Friday, Jan. 17 NWS predicts minor impacts from freezing rain, snow and/or sleet for a 24-hour period beginning Tuesday, Jan. 21 and ending at 1 p.m. on Wednesday, Jan. 22.
Details on the warming centers will be shared with the public when available, according to a news release from the city. Dump trucks of sand will be on standby to address any dangerous ice on city-maintained roadways, and will be mobilized upon request from the Savannah Police Department.
The city will also work closely with the Georgia Department of Transportation on state-maintained roadways in Savannah.
Ahead of the extreme weather, the city recommends the following, which is also available on their website:

SAVANNAH, Ga. (WTOC) – Winter weather is expected to come through Savannah next week.
The last time the city was impacted by cold conditions that brought in snow was seven years ago.

WTOC spoke with people this week to hear how people are gearing up.
Some people in the area say they are prepared for the weather.
“It’s not Chicago cold. This is Savannah cold, which is like summer all year round for me being from Chicago,” said Karen Edmond from Chicago.
There are plenty of others who don’t know what to expect.
The last time some people in Savannah saw snow was in 2018, forcing schools and businesses to close for days.
Despite looming challenges, some people in the city are looking forward to the potential flurries.
“I would love it if it snowed again. It would be magical and fun…We hope that mother nature is on our side,” said Georgia resident, Anjali Sharma.
In anticipation of the forecasted winter weather that’s expected to come through next week, cities like Savannah are reminding residents to start preparing for chilly conditions now.
City officials recommend people protect their pipes from freezing, stock up on essential supplies, check their heating systems and waterproof their homes.
Chicago-native Karen Edmond said people need to take this weather seriously.
“If you’re in Savannah, you might want to stay home because you’re not prepared for the weather like we are in Chicago. We throw salt out, and you can drive everywhere,” said Edmond.
Instead of salt, the city will have sand on standby to address any ice on City-maintained roadways.
Officials also said to plan for transportation delays and prepare vehicles by checking tire pressures, windshield wipers and antifreeze levels.
There will also be warming centers open for people needing shelter at places like Old Savannah City Mission and Come As You Are.

As the temperatures in Savannah begin to drop and winter weather approaches, locals are sharing their thoughts and reactions to the impending cold front. Many residents are excited for the change in weather, looking forward to cozy nights by the fire and the possibility of seeing snow.
“I can’t wait for winter weather to finally arrive in Savannah,” said longtime resident Sarah Johnson. “I love the holidays and being able to bundle up in warm sweaters and scarves. It’s a nice change from the hot and humid summers we’re used to.”
Others are more apprehensive about the colder temperatures, especially when it comes to driving in icy conditions. “I’m not looking forward to having to scrape ice off my windshield in the mornings,” said local business owner Mark Thompson. “But I guess it’s all part of living in a place that experiences all four seasons.”
Despite mixed feelings about the upcoming winter weather, one thing is for certain – Savannah locals are prepared to make the most of it, whether that means enjoying a cup of hot cocoa by the fireplace or bundling up in layers to brave the cold. Hoda Kotb is bracing herself for a new start in just a few weeks, as the much-loved Today Show anchor will be leaving the NBC daytime show for good on January 10.
The TV favorite has enjoyed some downtime with her family over the holidays, and made sure to send a special message to her co-star and friend, Savannah Guthrie, who celebrated her birthday just two days after Christmas.
Hoda posted a selfie of the pair together which had been taken at her home over the summer, and wrote alongside it: “Happy bday to the finest. I love you @savannahguthrie.”
It’s been an emotional time for the long-running TV anchors, who have been co-hosting together since 2017 after Hoda took over from Matt Lauer after he was fired from the show.
Just days before Savannahs’ birthday, she made Hoda well up as she opened her thoughtful Secret Santa gift on the show.
Savannah had gifted Hoda with a very personal present, choosing to have the phrase “May you find a light to guide you home,” engraved on a placemat.
She explained through tears that it was from a song that Savannah had shown her whenever she was going through something in her life.
What’s more, Savannah also got Hoda some wishing candles. “Oh my god, it’s too much!” Hoda exclaimed.
The present was even more personal than viewers realized too, as right at the end, Hoda said: “You know what I love the most? That’s your handwriting,” as she thanked her friend.
Savannah and Hoda are incredibly close both on and off air, and have been there for each other during both the good and the bad times. Hoda was part of the dedications section in Savannah’s latest book, Mostly What God Does, which was released earlier this year.
Savannah wrote: “And if you ever find yourself attempting something hard and scary, I hope you have someone as irresistibly enthusiastic as Hoda Kotb – and her two giant pom poms – cheering you to the finish line.”
Both Savannah and Hoda are working moms and understand only too well the balance – and at times struggle – of juggling family life while fronting a morning news show.
Hoda previously opened up about working with Savannah during a chat with Good Housekeeping magazine.
She said: “I have some nights where I really messed up and I know I did. And I come in the next morning [thinking], I feel terrible for what I did. What was I thinking? Why did I think that was going to work? They went to bed crying. Like, I don’t want that to be me. But then I talk to Savannah. She’ll say, ‘That was my Wednesday,’ it makes you feel less alone.”
In a heartfelt post on social media, Hoda Kotb shared a personal message to her co-star Savannah Guthrie ahead of a sad change at the Today Show. Kotb expressed her love and gratitude for Guthrie, who will be leaving the show to pursue other opportunities.
“I am so incredibly grateful for the time we’ve spent together on the Today Show,” Kotb wrote. “Savannah, you are not just my co-star, you are my friend and my sister. I will miss our daily laughs and heartfelt conversations. Thank you for always being there for me, both on and off screen.”
Kotb went on to wish Guthrie all the best in her future endeavors, saying, “I know you will shine wherever you go, and I can’t wait to see all the amazing things you will accomplish. You will always have a special place in my heart.”
Fans of the Today Show were quick to comment on Kotb’s post, expressing their sadness at the news of Guthrie’s departure but also their excitement for what the future holds for both women. The bond between Kotb and Guthrie has always been a special one, and viewers will surely miss seeing them together on their screens every morning.
As the Today Show prepares for this sad change, one thing is certain: Hoda Kotb and Savannah Guthrie’s friendship will always remain strong, no matter where their paths may lead.
