  • How a pair of executive orders and a memo could fast track the civil service’s politicization


    The Trump administration’s Day 1 executive actions governing federal workforce issues could collectively kickstart the new president’s efforts to politicize the nonpartisan civil service, beginning with a potential “mass layoff” of recent agency hires, good government experts said Tuesday.

    As part of a tranche of executive actions either setting new policy or revoking Biden-era initiatives issued upon his inauguration Monday, President Trump revived Schedule F, albeit under a slightly different moniker—Schedule Policy/Career. Like the first iteration of the policy, unveiled in October 2020 but never implemented, it aims to reclassify tens of thousands of federal workers in so-called “policy-related” positions out of the competitive service, stripping them of their civil service protections and making them effectively at-will employees.

    There are some changes from the original Schedule F executive order: first, it strips much of the language regarding exempting Schedule F positions from the competitive hiring process. And in various places it moves the final decision-making authority for conversion of jobs into the new job classification to the president, rather than the Office of Personnel Management director, likely in an effort to make it easier to ward off legal challenges.

    The National Treasury Employees Union has already filed a lawsuit seeking to block the Trump administration from moving forward with implementing Schedule F, arguing that when Congress passed the 1978 Civil Service Reform Act, it defined “policy-related” positions specifically as political appointees, not career workers, and that excepted service job schedules should be “narrowly defined.”

    “Congress has enacted comprehensive legislation governing the hiring and employment of federal employees,” the union wrote. “When establishing hiring principles, Congress determined that most federal government jobs be in the merit-based, competitive service. And it established that most federal employees have due process rights if their agency employer wants to remove them from employment. Because the Policy/Career executive order attempts to divest federal employees of these due process rights, it is contrary to congressional intent.”

    Replacing the original Schedule F’s hiring process changes is a new executive order entitled Reforming the Federal Hiring Process and Restoring Merit to Government Service. Max Stier, president of the Partnership for Public Service, positively cited the measure, which tasks officials with developing a hiring action plan to reduce the time it takes to hire new federal employees, better communicate with job applicants throughout the process and better incorporate technology into the hiring and selection process.

    “I think there’s clearly been a lot of work and thought done here at the end of the day,” he said. “The fact is there are some things that we think are quite positive, like the proposed reform of the hiring process, which is indeed quite broken.”

    But Don Kettl, professor emeritus at the University of Maryland and former dean of its School of Public Policy, warned that there are worrying passages within that order as well. In addition to language denigrating concepts like equity and gender identity, it calls for ensuring federal jobseekers “faithfully serve the executive branch,” in addition to the existing oath to defend the Constitution.

    “It’s a loyalty test, to both the administration and to its values,” Kettl said. “It’s an opportunity in the screening process to ensure that the people hired are aligned with what they want to advance, an effort to transform government to match Trump’s basic values from the very start.”

    Jacque Simon, policy director for the American Federation of Government Employees, said that her union is always opposed to efforts to make the hiring process “more subjective.”

    “If you look at the language of this hiring executive order, where they’re talking about making sure you only hire Americans ‘dedicated to . . . ideals and values,’ you have to wonder how that’s going to be measured and assessed,” she said. “In the competitive service, objective criteria are supposed to be the only factors considered, and it sounds like these are very subjective matters, which opens the system up to discrimination.”

    Another troubling development came in the form of a Monday night memo from Acting OPM Director Charles Ezell, which calls on agencies to submit a complete list of employees still within their one-year probationary periods by Friday. It also stresses that probationary employees lack appeal rights before the Merit System Protection Board and encourages agencies to use paid administrative leave to send employees home while they consider restructuring offices and components.

    Kevin Owen, a partner at the law firm Gilbert Employment Law, said he took OPM’s memo as a signal that the administration may seek to use probationary employees as a way to fulfill Trump and his confidant Elon Musk’s promise of “mass layoffs” of federal workers.

    “I think that is a precursor to their pledge to reduce the size of the federal government, and an easy target to make those reductions are the people with no rights and who were hired by the last guy,” Owen said. “[And] I think it sets a precedent that will allow future administrations to do the same going forward. That may invite Congress to step in and change that rule in the future—not this Congress, but a future one—because this will start to encroach more and more into a spoils system as time goes on.”

    And Ron Sanders, a former chairman of the Federal Salary Council who resigned his post in 2020 after Trump unveiled the first iteration of Schedule F, described the OPM memo as the first in a pair of shoes to drop.

    “The second shoe is that once those lists are in place, those probationary workers are at risk,” he said.

  • ChatGPT Goes Down, Thousands of Users Flag Glitches in OpenAI’s Services


    ChatGPT, one of the most popular artificial intelligence-based chatbots, is facing disruptions, barring users from making conversations or accessing their history. While OpenAI has not acknowledged the outage, Downdetector shows a sharp spike in outage reports, crossing 3,000 at the time of publishing. Users have reported issues in other OpenAI services, hinting that the company’s GPT-4o and GPT-4o mini models may have hit downtime.

    According to the internet outage watchdog, 89 per cent of the total outages were related to ChatGPT, while 10 per cent of them were on the website. A small one per cent of the outages is related to OpenAI’s APIs.

    Some users have flagged issues while accessing the websites, such as chatgpt.com and chat.com, while some others said that while the website would open, ChatGPT is not responding to queries. “ChatGPT seems to be down at the moment,” said a user on Downdetector’s forum, adding that they are seeing a “web server reported a bad gateway error” message on the screen. ChatGPT’s dedicated apps for Android and iOS are also unresponsive currently, due to the outage.

    While outages and disruption in services are common for internet services, ChatGPT has experienced downtimes frequently over the last few weeks. In December, ChatGPT was hit by massive outage in the US, resulting in glitches in additional OpenAI’s services, as well.

  • Walmart AMP transitions to Ticketmaster for ticketing services


    Ticketmaster takes over ticketing for the Walmart AMP starting Tuesday, Jan. 21.

    The Walmart AMP announced the change on Monday, emphasizing the transition is just for the AMP only not the Walton Arts Center.

    “Ticketmaster has a history of providing a robust ticketing platform for venues experiencing growth like ours,” said Peter B. Lane, president and CEO of Walton Arts Center via press release. “It can scale quickly and help us meet the expanding needs of our community and the touring industry.”

    According to the statement from the AMP, all tickets for new AMP shows will be sold through Ticketmaster. Ticket sales for previously announced shows will transition to Ticketmaster over the next months. Until the transition is complete, all Walmart AMP ticket sales will be online only.

    The correct ticketing service can be found through amptickets.com.

    All tickets purchased before Jan. 21 are still valid and will remain in each patron’s Walmart AMP wallet. Tickets purchased after Jan. 21 will be in the patron’s Ticketmaster account or in the Ticketmaster app. When attending the show, patrons will access tickets from the AMP wallet or the Ticketmaster app, depending on where the tickets were purchased.

    Those who already have a Ticketmaster account, do not need to create a new one and may use their existing Ticketmaster account to purchase all future Walmart AMP tickets.

  • Comcast services disrupted in South King County due to vandalism Tuesday


    Comcast customers in several South King County cities, including Burien, Kent, Normandy Park, Renton, SeaTac, Skyway, and Tukwila, were experiencing service outages on Tuesday morning, Jan. 21, 2025 due to vandalism that damaged a Comcast cable line.

    Network maintenance crews are onsite, but Comcast reports that repairs require additional safety measures to access the damaged cable.

    “Once our technicians have safe access, they will replace the damaged lines and restore service as soon as possible, which is our top priority,” the company stated.

    The vandalism – which happened early Tuesday morning in the 13200 block of East Marginal Way in Tukwila – has also impacted the Xfinity Retail Store in Renton. Customers are encouraged to visit the nearby Xfinity Retail Store in Tukwila for in-person services.

    “Given the amount of system damage involved, recovery is going to be in the evening hours,” the City of Tukwila said in a statement.

    Comcast has called on the public to report suspicious activity to local law enforcement, noting that intentional cable cuts cause significant disruptions to network services.

    “We understand that time without service can be frustrating, and we appreciate our customers’ patience,” the company said.

    Experience and Achievements

    Kika Scott has been appointed as the acting USCIS deputy director. She began this role on Jan. 20, 2025. Previously, Scott served as the chief financial officer in the Office of the Chief Financial Officer since May 27, 2019.
     

    Most recently, Scott served as the deputy chief financial officer for USCIS. She was responsible for providing executive oversight of financial management, financial systems, budget, accounting, program analysis and evaluation, internal controls, cash management, credit and debt management policies, standards and compliance guidelines, and corrective actions relating to audit recommendations.
     

    Before that, she was the budget officer and director of the Office of Budget and Program Performance (OBPP) for Immigration and Customs Enforcement (ICE). As the director of OBPP, she was responsible for managing over $6 billion in ICE resources. She oversaw the use of resources, supporting ICE’s law enforcement, legal, and mission support operations. In addition, she improved how her office’s resources aligned with mission operations by introducing such workplace strategies as workforce planning, performance assessment, mission analytics, and investment prioritization tools.
     

    Before working for ICE, she worked at the National Center for Health Statistics under Health and Human Services from 2000 to 2006.

    Education

    Scott holds a Bachelor of Science in computer science from the University of Maryland and a Master’s in Business Administration in finance. She also holds a Master’s in Management from Johns Hopkins University.

  • Walmart AMP moves all ticketing services to Ticketmaster


    Officials said the change is driven by the venue’s rapid growth.

    ROGERS, Ark. — The Walmart AMP will begin using Ticketmaster as its exclusive ticketing service starting Jan. 21. 

    Officials said the change is driven by the venue’s rapid growth. 

    “Ticketmaster has a history of providing a robust ticketing platform for venues experiencing growth like ours,” Walton Arts Center President and CEO Peter Lane said. “It can scale quickly and help us meet the expanding needs of our community and the touring industry.”

    Starting Tuesday, all new Walmart AMP shows for 2025 will be sold through Ticketmaster. Additionally, new ticket sales for previously announced 2025 events will gradually shift to Ticketmaster in the coming months.

    While an exact timeline for the full transition was not provided, officials confirmed that all Walmart AMP ticket sales will be available online only. Concertgoers can visit amptickets.com to access the appropriate ticketing service. 

    This change only applies to Walmart AMP shows and will not affect ticketing for the Walton Arts Center.  

    What happens to tickets already purchased for 2025 shows?

    According to the Walmart AMP, all tickets purchased before Jan. 21 will still be valid and can be accessed in the Walmart AMP wallet. 

    All tickets purchased after the transition date will be accessible through Ticketmaster accounts or the Ticketmaster app. For those with existing Ticketmaster accounts, these can be used to purchase and manage tickets for future Walmart AMP events.
