  • Musk associates sought to use critical Treasury payment system to shut down USAID spending, emails show

    Four days after Donald Trump’s inauguration, Elon Musk’s top lieutenants at the Treasury Department asked its acting secretary, a career civil servant, to immediately shut off all USAID payments using the department’s own ultra-sensitive payment processing system.

    The ask was so out of line with how Treasury normally operates, it prompted a skeptical reply from David Lebryk, then serving as acting Treasury secretary, who said he did not believe “we have the legal authority to stop an authorized payment certified by an agency,” according to a source familiar with the exchange.

    Lebryk suggested a “legally less risky approach” would be for the State Department, which oversees USAID, to rescind the payments itself and examine whether they complied with President Donald Trump’s Inauguration Day executive order freezing foreign development aid.

    Tom Krause, a former tech executive and now the top DOGE staffer at Treasury, responded that Lebryk could have legal risk himself should he choose not to comply.

    This back and forth over email, described to CNN by a source familiar with it, reveals the first known indication that Trump’s Department of Government Efficiency emissaries sought to use Treasury’s tools to block some payments, fulfilling the president’s political agenda.

    The ensuing controversy set off a chain reaction around Washington this week, sparking a tense political debate and emergency court proceedings over DOGE’s access to the system and the administration’s potential interest in using it to turn off payments as it chooses.

    The email exchange marked a direct collision between political appointees loyal to Musk and career civil servants at the Treasury Department.

    Last Friday, Lebryk announced his sudden departure from government service, ending his more than 35-year career at Treasury.

    Democratic senators on Capitol Hill have demanded answers, while unions and protesters voiced fears about Musk’s potential incursion into Americans’ private data.

    The controversy has also drawn attention to a previously obscure office inside Treasury called the Bureau of the Fiscal Service, which processes more than a billion payments totaling more than a $5 trillion a year.

    The payment system reliably distributes Americans’ tax returns, Social Security benefits, disability payments and federal employees’ salaries. It has historically been off-limits to political appointees but Musk and his allies appear bent on breaking that precedent. In fact, Krause and his top deputy traveled to Kansas City to visit the federal office that operates the payment systems for the BFS, an ask they made prior to Trump’s inauguration that was denied by career Treasury officials at the time.

    The critical, if largely unknown, BFS payment system is just one of the government nerve centers across Washington that, in less than three weeks, Musk and his DOGE teams have sought to disrupt or gain access to, including those responsible for the federal government’s work force, real estate portfolio, computer systems, and records management, just to name a few.

    “People underestimate how badly, and quickly, things could go if someone starts messing with things with multiple systems underpinned by technology that isn’t native to any engineer, no matter how brilliant,” said one former BFS career official.

    In a letter to lawmakers, the Treasury Department said the access to the payment system granted to Krause and a deputy was restricted to “read-only” with the payments systems. Trump’s newly confirmed Treasury Secretary Scott Bessent delivered the same message in a private meeting with House Republicans on Monday.

    But that level of access is dramatically different than what Krause and his DOGE associates had pressed Lebryk to grant in the email exchange — and came amid conflicting reports about whether the scope was more expansive than it was being conveyed.

    “The hole here is what happened between the initial ask and Bessent’s sign-off,” said one source with knowledge of the events that led up to the email exchange. “Either the DOGE aspirations for what they wanted dramatically changed or the limitations they insist were placed on them aren’t the whole story.”

    In an interview with Bloomberg TV Thursday, Bessent said there has been no “tinkering” with the payments system and that DOGE representatives have “read-only” access to the payments system.

    Bessent also defended the work of DOGE personnel detailed to Treasury, saying they are “these are highly trained professionals. This is not some roving band running around doing things. This is methodical and it is going to yield big savings.”

    None of the people at Treasury on the emails responded to inquiries from CNN this week.

    There have been questions about how far Trump and Musk believe they can go in cutting back spending across the federal government, with Musk in recent days commenting gleefully about shutting down payments.

    The emails also highlight how forceful the group from DOGE has been in sketching out a way to use the Treasury Department to control grant funding Trump and Musk oppose, especially from USAID toward developing foreign nations.

    Any decision to turn off some payments via Treasury’s systems, especially to align with Trump’s political wishes, would be an unprecedented fiscal decision and pose a direct threat to Congress’ power of the purse by giving the president more control over which payments to make, or not.

    That wasn’t the Trump delegates’ approach, however.

    In a lengthy email late January 24, Daniel Katz, the chief of staff to Bessent, first wrote that the department should shut off outgoing USAID payments so the State Department could then assess if aid to foreign health care systems complied with Trump’s directives, according to the source familiar with the messages.

    Katz wrote that “potentially problematic payments” out of line with the president’s orders should be paused en masse by the department.

    Still, Katz was clear the new administration believed Treasury could make its own decisions.

    A division of USAID that delivered money to health care systems in developing nations had already put in place a process to shut off some payments, Katz wrote, and the administration “would like to replicate” that at Treasury.

    “What we would like to do is, to the extent permitted by law, temporarily pause the automatic processing of payment files,” from a USAID division called Health Systems Strengthening, Katz wrote.

    Katz also wrote that Krause, Musk’s deputy at Treasury, should be given access to the payments system so he and his team could take action.

    Some of the administration’s plan, Katz added, included immediately pausing all payment files still in the queue and letting Krause and others look at individual payments certified by USAID for the health care systems. The State Department could then look closer at the payments through USAID, Katz added.

    The Health Systems Strengthening program at USAID has primarily funneled money into countries in Africa and Southeast Asia, as well as Indonesia, the Philippines, Guatemala and Haiti. The funds were aimed at building the countries’ health systems so they could improve care to prevent infants and mothers from dying in childbirth, control the spread of HIV and AIDS and other infectious diseases, among other projects.

    In one project touted on the now-archived USAID website, the division funded an emergency room in Jordan.

    Its distributions are now in a 90-day pause because of Trump’s executive order.

    After Katz’s initial message two weeks ago, Lebryk was explicit that the Treasury Department shouldn’t do what DOGE proposed.

    “There are also practical and personal liability issues that may come into play,” Lebryk wrote, copying a lawyer from the Treasury Department’s general counsel’s office.

    But Krause, the special hire from DOGE sent to Treasury, was undeterred. “I would also recommend you consider an equal alternative liability,” he wrote to Lebryk.

    “I believe we can all feel more comfortable that we hold payment at least to review the underlying payment requests from USAID now so that we can be given time to consult State,” Krause wrote, ending a middle-of-night email on Saturday, according to the source.

    Frustrated with Katz and Krause’s messages, Lebryk left the department the following week, shortly after the confirmation of now-Secretary Bessent.

    Initially, Bessent didn’t give Krause and DOGE any limitation on its access to the system, which Lebryk opposed, according to a source familiar with the exchange.

    Yet before the weekend was over, the Treasury Department told senators in Capitol Hill that the access Krause and others had to the Bureau of the Fiscal Service systems was “read-only.”

    A lawyer from the Justice Department representing Treasury reaffirmed that in court this week, telling a federal judge on Wednesday the civil litigators believed the DOGE affiliates at Treasury — Krause and one underling, Marko Elez, a Musk employee in his mid-20s — didn’t have the ability to make changes to the Treasury payments system.

    The lawyers were still nailing down information about the access DOGE had to the system, however, the attorney, Brad Humphreys of DOJ’s civil division, told the judge in Washington, DC, on Wednesday.

    By Wednesday night, the Trump administration had agreed only the two DOGE affiliates at Treasury, Krause and Elez, could have access to the payment system, outside of its traditional access within the department.

    The court also could order that Krause’s and Elez’s access is “read only,” the Justice Department agreed.

    The Kansas City BFS office provides payment services for more than 250 federal agencies and is the conduit for an extraordinary swath of critical individual payments including tax refunds, social security benefits, veterans pay, pension and education benefits.

    While the payment system may not be the most well-known piece of federal infrastructure, its centrality to the operations of the US government and the lives of millions of Americans is unparalleled. It’s also among the most secure.

    Access to the agency’s Secure Payment System, or SPS, is closely held and authorized only for individuals who “have a need to know the information in order to perform their official Fiscal Service duties,” according to a 2021 government privacy and civil liberties assessment of the payments infrastructure. The system maintains an audit log of all users and additional security capabilities that allow monitoring, identification and ability to locate users.

    That’s all fed what have been weeks of growing concern over the Musk team’s intention: Privacy issues given the reams of personal data that flow the system. National security issues related to contracting and federal employee payments. There are also conflict of interest concerns given Musk’s own companies have received billions in government contracts in an exceedingly competitive space across multiple agencies.

    “The idea that ‘read-only’… is supposed to make people feel better is not shared by people who’ve worked there or understand how the systems actually work,” the former BFS career official said.

    There is little margin for error when it comes to how the US pays its own bills, something that will become an even higher stakes task as Congress and the White House circle another battle over raising the debt limit.

  • Trump to talk tariffs with officials from Canada, Mexico; Musk says USAID will be shut down


    Chrystia Freeland, Canada’s former finance minister, excoriated Trump’s tariffs in an interview on MSNBC’s “Morning Joe” today, blasting them in part as “so unjustified and so pointless.”

    “These tariffs are being imposed truly for utterly no reason,” Freeland said. “The pretext offered is the flimsiest pretext possible.”

    The White House has said it slapped a 25% tariff on Canadian goods to pressure the country into blunting the flow of fentanyl and immigrants into the U.S.

    Freeland pushed back on that premise, saying that less than 1% of the fentanyl that comes into the U.S. moves across the northern border.

    In fact, according to the White House’s fact sheet on tariffs, 43 pounds of fentanyl were seized at the northern border last fiscal year. In contrast, more than 21,000 pounds of fentanyl were seized at the southern border with Mexico during the same period, according to the administration.

    “If border security were the issue, this could be solved in five minutes,” said Freeland, a member of Canadian Parliament who served as the country’s finance minister from August 2020 through December 2024.

    Freeland, who is running to succeed outgoing Canadian Prime Minister Justin Trudeau, said Canadians were rallying against the Trump administration’s tariffs program. In response to the president’s repeated comments that Canada should become the 51st state, she said “our sovereignty is not negotiable.”

    “If you hit us, we are going to hit back, and the whole country is going to be proud to do that,” she said.

    MOBILE, Ala. — Cleveland Browns general manager Andrew Berry might find himself discussing potential trades with his peers this week during and around Senior Bowl practices, but he affirmed Tuesday that he won’t be talking about defensive end Myles Garrett.

    Garrett hinted late in the season that he wouldn’t commit to a long-term future with the Browns until he talked with Berry and other high-ranking officials about the team’s plans to quickly recover from a 3-14 campaign. But Berry told reporters that Cleveland will not be trading Garrett, who’s currently signed through 2026.

    “We always have a really good and direct two-way communication with our players (and) we feel really good about Myles, obviously, as a big piece of our future,” Berry said. “We’re looking forward to him being on the field. Like I said in my (early January) press conference, we envision him going from Cleveland to Canton when his career is over.”

    Garrett, 29, is again a finalist for the NFL Defensive Player of the Year award, which he won last year. This past season, Garrett became the youngest player to reach 100 career sacks and the first player to record 14 or more sacks in four consecutive seasons.

    In December, Garrett said he was not interested in being part of another rebuild and that 2024 was the most disappointing season he’d had, which included Cleveland going 0-16 when Garrett was a rookie in 2017. The Browns started the 2024 season with the most expensive roster in NFL history but spiraled while starting four different quarterbacks and finishing last in points and interceptions thrown.

    Garrett might have been angling to become the highest-paid non-quarterback in NFL history with his comments, and it sounds like he might get his way. Berry previously said he didn’t envision the Browns shedding core players to address their salary-cap issues, and he said here in Mobile he wouldn’t be willing to listen to offers for Garrett — even if those offers included multiple first-round picks.

    “I don’t want to go into contract discussions (and) I wouldn’t do that publicly, but I think you can assume that we do anticipate at some point getting (that done),” Berry said. “We want Myles to retire as a Brown.”

    Berry and a Browns contingent that includes coach Kevin Stefanski are meeting with and evaluating draft prospects from the sideline of Senior Bowl practices this week. Stefanski doesn’t usually attend the Senior Bowl, but he’s here this year with the Browns back in the quarterback search business and holding the No. 2 pick in April’s draft.

  • Pine Middle School to Temporarily Shut Down 2026-27 | Local News


    The Washoe County School Board has voted to approve a temporary closure of Pine Middle School as a part of the 2023 Facility Modernization Plan.

    The school will be shut down during the 2026-2027 school year for the purpose of reconstructing a pre-k through 5th grade facility at that location.

    “Tonight we presented the ultimate findings and recommendations basically for a variety of reasons,” said Adam Searcy, Chief Operating Officer of WCSD. “A traditional pre-k through 5th elementary school facility is recommended as best suited to be reconstructed on the current campuses.”

    Searcy says this facility will serve Smithridge Elementary, Dodson, Duncan Glenn, Lemelson Stem Academy, and other schools in that area.

    He tells us the next steps will be to return with design contracts and other necessities to prepare for reconstruction over the next few years.

    In the meantime, Vaughn Middle School is currently being reconstructed and is expected to be done before the closure to allow students of Pine to be rezoned and moved to Vaughn.

    The new elementary school would then open in 2028.

    “The primary benefit of this new facility is multifaceted. It creates learning environments that are more welcoming and more physically conducive to better outcomes, better attention,” Searcy explains.

    He says there’s also still an option to reconstruct the school into a pre-k through 8th grade facility. However, due to safety and social concerns from families and staff, that is not planned but it’s still in the air depending on community input during the designing process.



    Due to unforeseen circumstances, Pine Middle School will be temporarily shutting down for the 2026-27 school year. The decision was made in order to address safety concerns and ensure the well-being of all students and staff members.

    During this time, efforts will be made to address any necessary repairs and improvements to the school building. Alternative arrangements will be made for students to continue their education during the closure, with details to be provided in the coming weeks.

  • Portland Trail Blazers Shut Down Orlando Magic With Swarming Defense


    The Portland Trail Blazers and Orlando Magic, two of the worst shooting teams in the NBA, engaged in an ugly basketball game this evening in Florida. But the Blazers were up for ugly, and they thrived in it, riding a physical, swarming defense to an old-school 101-79 beatdown.

    Portland guard Anfernee Simons led the Blazers with 21 points on solid efficiency. Forwards Toumani Camara and Deni Avdija chipped in 16 and 13 points, respectively. On the other side, Orlando forward Franz Wagner put up 20 points while his All-Star teammate Paolo Banchero was dreadful, going 1-14 from the field for eight points and five turnovers.

    This game wasn’t about individual offensive numbers though, it was about that Trail Blazers defense that transported Orlando back to the 90s. We’ll cover that and more in the key factors that defined the win.

    Stealing the Magic

    It was a rough night for Orlando’s offense. The Magic shot 34.2% from the field and 24% (6-25) from behind the 3-point line while turning the ball over 22 times. The performance was partly a bug of Orlando’s dysfunctional offense, but also a feature of Portland’s disruptive defense.

    Portland’s long, athletic forward corps — plus center Robert Williams III who started tonight with Deandre Ayton and Donovan Clingan out — cranked up the pressure from the tip. They swarmed Orlando ball-handlers on the perimeter and crowded players in the post. They swiped at dribbles, got hands in passing lanes and didn’t surrender easy buckets. That effort led to 14 steals and 12 blocks. Working off those steals, the Blazers’ transition offense wasn’t always pretty, but they still produced 22 points off turnovers.

    Eight Blazers tallied at least one steal, and several names deserve recognition for their work on the defensive end: Toumani Camara (two steals, two blocks), Williams (four blocks, one steal), Jerami Grant (three blocks, one steal), and …

    Jabari Walker

    Walker deserves a special section devoted just to him for his hustle and tenacity off the bench. The third-year forward recorded a career-high five steals by halftime, before finishing the night with six steals and a block. He hounded post-entry passes and frustrated the opponent with his physicality, making good use of the five fouls he got called for. Walker also added two points and six rebounds in his 19 minutes of playing time. After largely falling out of the rotation, Walker has provided some valuable minutes and production lately with injuries on the roster.

    Scoot Back to the Bench

    In the midst of the best stretch of his young career, the Blazers moved second-year point guard Scoot Henderson back to the bench against Orlando. Portland head coach Chauncey Billups opted to go with serious size in the starting lineup, trotting out Simons, Avdija, Grant, Camara and Williams. As a writer who was thoroughly enjoying the recent Scootaissance and how the young guard performed with a starting role and increased utility, I didn’t love this decision. However, with Grant, Avdija, Simons and Camara all healthy for this contest, the starting lineup seems to be running out of space — not to mention Shaedon Sharpe is currently coming off the bench.

    Regardless of starting lineup preferences, foul trouble kept Henderson from making any substantial impact in Orlando. In 13 minutes, he logged just four points (on 2-4 shooting), two assists, one steal and a turnover before fouling out at the 6:12 mark of the fourth quarter.

    It seemed every time Henderson was settling into a rhythm, foul trouble shut it down. He picked up his fourth foul at the 3:45 mark of the second quarter, sending him to the pine. After playing just two third-quarter minutes, he picked up his fifth foul, sending him back to the bench until the fourth. Then in the fourth, he fouled out after playing just one minute.

    In the muck of this game, Deni Avdija putting his head down and storming to the basket was oftentimes the Blazers’ best way to manufacture points. His fellow forward Toumani Camara also got in on that driving action. All of Avdija’s five baskets came from inside the painted area, while all but one of Camara’s six buckets came around the rim. Camara took and made just one 3-pointer, but he continues to show improvement with his off-the-dribble game and adeptness at right-hand finishes. Camara and Avdija’s work in the paint helped Portland blast Orlando in points in the paint, 58-30.

    Simons’ Hometown Cooking

    Last but not least, Simons played his second consecutive good game, this time in his hometown. With the Magic shooting so poorly, the Blazers didn’t need a huge offensive performance from anybody, but they needed somebody to step up and hit shots. After scoring just one point in the first quarter, Simons rose to the occasion by scoring 21 for the game on 8-15 shooting from the field and 3-6 shooting from deep. He scored 11 of his points during a pivotal second quarter, helping the Blazers establish control and not relinquish it the rest of the way.

    Both of director Luca Guadagnino’s eligible films were shut out of the Oscars.

    Winning a Golden Globe didn’t generate enough buzz to get Challengers a nomination for Best Score, and Daniel Craig missed out on an expected Best Actor nomination for Queer.

    Marianne Jean-Baptiste

    Though she has already racked up several nominations for her emotionally complex lead role in Hard Truths, she was snubbed by the Golden Globes and Oscars.

    Angelina Jolie

    Considered a frontrunner by many for her performance as the title character in Maria, she wasn’t among those nominated this time around for Best Actress.

    A Real Pain

    Though Kieran Culkin is dominating the Best Supporting Actor race this season and actor-director Jesse Eisenberg received a nomination for Best Original Screenplay, the film itself wasn’t nominated for Best Picture.

    Nickel Boys

    The unique POV filming style used in Nickel Boys didn’t earn it a cinematography nomination, though it’s a welcome surprise to see it get a Best Picture nod.

    The Substance

    Though the film has been part of awards conversations all along, it’s still surprising to see a campy horror film receive five Oscar nominations, including Best Picture, Best Director and Best Original Screenplay for Coralie Fargeat and Best Actress for Demi Moore.

    Nosferatu

    Just like with The Substance, it’s unexpected to see a horror film rack up so many awards — but Nosferatu hasn’t been considered a contender as much as The Substance has. Its four nominations for Production Design, Cinematography, Costume Design, and Makeup and Hairstyling come as a huge shock.

    Monica Barbaro

    A Complete Unknown has been gaining momentum over the past few months, and a Best Supporting Actress nod for Barbaro cements the academy’s love for the film.

    Sebastian Stan

    The actor earned a double nomination at the Golden Globes for Best Actor in both categories — but he won for the comedy A Different Man. At the Oscars, he’s just nominated for portraying Donald Trump in The Apprentice.

    I’m Still Here

    Fernanda Torres earned a Golden Globe for her performance in the Brazilian drama, but it’s striking to see the film nominated for Best Picture.

    President Donald Trump’s swearing-in ceremony Monday featured the largest, most complex security footprint of any inauguration in U.S. history. 

    The nation’s capital was transformed seemingly overnight from a pedestrian-friendly city into a daunting and impenetrable fortress – the result of a multi-agency task force that erected 30 miles of anti-scale fencing, coordinated aerial surveillance and drones, and saw the deployment of tens of thousands of law enforcement, military personnel, undercover agents, and national guard trucks across D.C.

    The impressive, whole-of-government security effort on Inauguration Day was unprecedented, and not without reason: Trump was the victim of two assassination attempts during the 2024 campaign — including a shooter who came so close to him as to nick his ear — and a domestic threat landscape that was heightened further by the terrorist-inspired attack in New Orleans and the execution-style killing of United Healthcare CEO Brian Thompson in Midtown Manhattan late last year.

    It’s notable, then, that this year’s sprawling security footprint did not expressly include one key component considered fundamental to U.S. tradition: The naming of a designated survivor.

    In D.C., the tightly coordinated federal protection efforts were carefully planned long ahead of Trump’s inauguration ceremony by the Secret Service and many other federal agencies. 

    It’s both a nod to recent security concerns, and more largely an effort to protect the U.S. body politic, foreign dignitaries, donors, and thousands of attendees from any mass catastrophe or threat. 

    The designated survivor, who in a catastrophic event would bear the responsibility of leading the U.S. in the aftermath of a crisis, is typically a Cabinet officer when major security events put elected officials all in one spot, such as inaugurations and State of the Union addresses.

    Previous designated survivors have included former DHS secretary Jeh Johnson, former Energy Secretary Rick Perry, and former Defense Secretary Robert Gates, who was tapped for the role during President Barack Obama’s inauguration in 2009. 

    Gates, a George W. Bush appointee, was kept on by Obama and served in his Pentagon role until July 2011, according to his official Defense Department biography.

    The survivor’s location, and sometimes identity, remains confidential until after the event disperses and its attendees have safely returned home. In high-profile events, a broader contingency plan is in place.

    As Garrett Graff reported in 2016, Gates’s role as designated survivor during Obama’s inauguration also included the support of another government heavyweight — James Clapper, then the undersecretary of intelligence — who stowed away during the ceremony deep in an underground government bunker in Pennsylvania, a backup to the backup, if you will, and a nod at the detailed succession plan carefully crafted by a group defense, intelligence, and other federal agencies over the span of some 40-plus years.

    So it was notable that no designated survivor was named during the 47th presidential inauguration.

    No reason was given for the absence of the designated survivor, which was first reported by NBC News.

    It’s possible that the sprawling security presence coordinated in the run-up to Jan. 20 was deemed sufficient to protect against any threats.

    It’s also possible the event, which was held indoors and thus restricted to the public and to members of the news media, was limited enough as not to warrant the designated survivor. 

    Ahead of the event, FBI and Secret Service personnel stressed the stringent security measures in place and the tight vetting of any ticketed attendees.

    David Sundberg of the FBI’s Washington Field Office told Fox News earlier this week that the bureau was not tracking “any specific or credible threats” for Inauguration Day.

    “All attendees will undergo screening,” said Matt McCool, special agent in charge of the Secret Service’s Washington Field Office. 

    These individuals told Fox News that the fencing alone is more than any other designated National Special Security Event in the past.

    “Designated checkpoints will be set up for members of the public interested in attending the inauguration,” McCool said ahead of the inauguration — a protocol also applied to attendees of the modified Capital One festivities, which were moved inside due to frigid temperatures.

    Neither the White House, DHS nor the FBI immediately responded to Fox News Digital’s request for comment on the absence of a designated survivor.

  • Charleston International Airport’s tower, airfield shut down in winter storm


    NORTH CHARLESTON, S.C. (WCSC) – The Charleston International Airport has temporarily halted operations as a winter storm continues over the Lowcountry.

    Airport spokesman Spencer Pryor said the airfield and control tower at the airport have been closed.

    “The FAA or Joint Base Charleston have not given us any official time for when the tower or airfield will open tomorrow,” Pryor said late Tuesday night.

    He urged passengers to check with their airline for the latest information on flight cancellations and when flights will resume.

    The Charleston International Airport has equipment and crew positioned to clear the airfield overnight, he said.

    Pryor also responded to reports that the airport is said to have canceled most flights, saying the airport itself “does not cancel, manage or control flights.”

    “This is done by the airlines,” he said.
