Nirmala Sitharaman Announces Capacity Expansion In IITs
New Delhi:The Union Budget 2025 will have a focus on expansion of the Indian Institutes of Technology, promotion of education in Artificial Intelligence and Indian languages. Finance Minister Nirmala Sitharaman also noted that Budget 2025 focuses on the development of poor, youth, farmers and women.
The number of students have increased in 23 IITs by 100 per cent in the last 10 years. The Budget proposes to divert funds for creation of additional infrastructure in the five IITs established after 2014 for 6,500 students. The government also plans to expand IIT Patna in the country.
Ms Sitharaman has announced the set up around 50,000 Atal Tinkering Labs in the country in the next five years. All government secondary schools will be provided with broadband connectivity.
With an aim to provide education for better understanding in rural and remote regions, the government will promote education in Indian languages with the Bhartiya Bhasha Pustak Scheme.
Around five centres of excellence will be set up in the country with global expertise.
Centre of excellence in AI for education will announce three sectors of education.
The Union Budget talked about investing in people with Saksham Aganwadi and Poshan 2.0 programme. The programme will benefit more than 8 crore children, 20 lakh girls adolescent girls and pregnant women.
Union Finance Minister Nirmala Sitharaman says, “The investment and turnover limits for classification of all MSMEs will be enhanced to 2.5 and 2 times respectively. This will give them the confidence to grow and generate employment for our youth.”
Nirmala Sitharaman is presenting her eighth consecutive Budget. The late Morarji Desai holds the record for the maximum number of Budget speeches — ten — but these were not consecutive. Former Finance Minister P Chidambaram has presented nine Budgets.

Since the introduction of the new income tax regime a few years ago, the Narendra Modi government has introduced several changes in it to encourage its adoption. The new income tax regime is essentially a regime that doesn’t allow you major tax deductions and exemptions, but favours taxpayers in the form of lower tax rates and more rationalised income tax slabs. For example; under the new income tax regime, common exemptions and deductions such as Section 80C, Section 80D, Section 80G, Section 80TTA, HRA, LTA are not allowed. However, the tax rates are lower and the income tax slabs are different. Under the new income tax regime, the 30% income tax slab kicks in at an income level above Rs 15 lakh, unlike the old tax regime where 30% tax is applicable above Rs 10 lakh.
When the new income tax regime was first introduced, standard deduction was not a part of it. However, eventually a Rs 50,000 standard deduction was allowed, which was hiked to Rs 75,000 in last year’s Budget. It’s important to note that under the old income tax regime, the standard deduction continues to be Rs 50,000.
One common ask of salaried taxpayers is that FM Sitharaman should allow popular exemptions and deductions such as Section 80C, HRA, LTA and Section 80D under the new income tax regime to make it more lucrative.
With the new income tax regime becoming the default tax regime, personal tax experts also expect that the Modi government may eventually do away with the old income tax regime. While that may not happen this year, the path towards phasing out the old income tax regime may be outlined in this year’s Union Budget. Also, a simplified Direct Tax Code is likely to be tabled in the Budget Parliament session, which may find mention in FM Sitharaman’s Budget speech.
As the Budget 2025 announcement draws near, there is anticipation and speculation about possible changes in income tax slabs and rates for the financial year 2025-26.
