Governor Newsom issues executive order to help California capture and store more water from upcoming severe storms
More groundwater, more water storage
California has invested more than $9 billion to boost California’s water supplies over the past three years, taking aggressive action to prepare for the impacts of climate-driven extremes in weather on the state’s water supplies. In 2024, for the first time since 2019, California’s groundwater storage increased – a direct result of state and local actions to capture and store more water underground during last year’s historic wet season.
Today’s announcement continues the effective work of prior years. Since 2019, the Governor has allocated $1.6 billion for flood preparedness and response, part of the historic $7.3 billion investment package and to strengthen California’s water resilience. During previous wet seasons, Governor Gavin Newsom and the state have taken strong action to help local communities, expanding groundwater recharge by 1.6 million acre-feet through:
- Executive orders and legislation to capture more water. Governor Newsom signed executive orders to expand groundwater recharge by 400,000 acre-feet, as well as signing legislation to build more infrastructure.
- Fast-tracking groundwater recharge projects. The state streamlined groundwater recharge permits to allow for 1.2 million acre-feet of groundwater recharge, as well as investing in groundwater recharge projects.
- Maximizing stormwater capture. Investing millions for 67 stormwater projects to take advantage of major storm events.
- Ambitious goals. Setting the statewide goal to expand average annual groundwater recharge by at least 500,000 acre-feet as outlined in the Water Supply Strategy.
- Modernizing infrastructure. The state is advancing new projects to protect communities in the face of extreme droughts and floods. This includes the Sites Reservoir project, which will capture water during wet seasons and store it for use during drier seasons – holding up to 1.5 million acre-feet of water, as much as 3 million households’ yearly usage, and the Delta Conveyance Project, which will help protect water access, improve the capture and movement of water, and provide access to clean drinking water for 27 million Californians. - Launching new data and innovative tools for tracking recharge action. The state has conducted 16,000 miles of geophysical surveys and developed new models and dashboards to deliver up-to-date data on California’s groundwater basins. These resources help local communities better understand their aquifer systems, identify fast paths for recharge, and support both local and statewide groundwater management efforts.
Preparing the state for storms
Governor Newsom is deploying resources and thousands of personnel to communities throughout Northern California in anticipation of the storm system.
Newly deployed resources include swift water rescue crews and fire engines in El Dorado County and Nevada County, as well as fire engines in Glenn County, added overnight. More resources will be deployed to further help protect communities.
Yesterday, Governor Newsom directed the Governor’s Office of Emergency Services (Cal OES) to coordinate state and local partners to deploy emergency resources to support impacted communities. State officials are urging people to take precautions now before the storm arrives, and to stay informed.

Convenience chain opens second Tallahassee store
A thunderous countdown signaled the doors were about to swing open for the debut of Wawa’s second store as employees belted out a steady stream of “Welcome to Wawa” greetings.
Located at 1755 Blair Stone Road, on the corner of Miccosukee Road, the 16-pump convenience store was swarmed by residents.
Long lines wrapped the building. Eager customers sampled free coffee in tiny cups, danced to music piping through the outside speakers and waved noise-making clappers.
From young children clinging to their parents to seniors bracing themselves with walking canes, they all enjoyed being able to say they were among the first inside.
Nancy and John Opper arrived at 6:30 a.m. — an hour and half early before the store’s opening. Nancy Opper said she got hooked on Wawa while visiting a Gainesville location.

She came bearing gifts: Beaded red bracelets that said “Wawa” in white beads and black letters. Opper said she made them for some of the employees she met the day before when coming to store, unaware it hadn’t officially opened yet. Fueled by excitement, she wanted to be the first in line and offer a token of her appreciation.
“It’s so sweet,” said Patricia Garcia, a general manager-in-training who got a bracelet.
Jen Wolf, a Wawa spokesperson, gushed over the gesture and said “this is not your average gas station” for people willing to stand in line before sunrise and offer kind-hearted gifts.
“It’s so cool,” she said. “That just speaks volumes of our customers and that connection here in Tallahassee.”
Another customer, Nancy Wenhold, stood in line not knowing Friday was the grand opening. She was simply craving a pretzel and said the lively atmosphere was an unexpected bonus.
“I’m 80 years old and I’ve still got a little oomph in me,” she joked, making a quip considering she was one of the loudest and most actives ones in line. “So, I’m enjoying every stinking minute of it.”
Further back in line, Gakiera Ash was grooving and dancing with her three children who came to be among the first in the store before they headed to school.
“We live (nearby), and we had the opportunity to watch Wawa be built from the ground up,” she said. “We made it a goal to be some of the first shoppers, and so we’re so excited today.”
When asked, her 10-year-old son, Messiah Ash, didn’t hesitate to say who he was most excited to see: Wally Goose, Wawa’s friendly mascot.
Growth of Wawa and C-stores in the capital city
Wawa debuted its first Tallahassee store in November in grand fashion as residents braved long lines that stretched around the building to be among the first to go inside. The inaugural store opened at Hartsfield Road and Capital Circle Northwest.

Nancy Dulaney, director of store operations at Wawa, said the community response to the inaugural store was “unbelievable.”
“Now this second store was non-stop talk,” she said. “It’s a really, really exciting moment for us, and being in this location, this is where we did the groundbreaking. So we are ready to go, and the community is excited.”
The new Tallahassee location distributed free Wawa shirts to the first 100 customers. Other freebies included coffee and samples of Wawa’s limited-time coffee-flavored caramel cream.
Free coffee of any size will be offered now through Feb. 9. Companywide, Wawa is offering a 1-2-3 deal as part of its rewards program that includes $1 hot coffee, $2 iced coffee and $3 Monster Energy Drinks now through Feb. 16.
The Pennsylvania-based company plans to open 20 stores throughout Florida’s Panhandle, including four to six sites in Tallahassee over the next five to eight years. Each new store is slated to have about 35 employees.
Dulaney was hesitant to say which location would be the next to debut in Tallahassee but did say it would take place sometime in the near future.
The Blair Stone and Miccosukee location has 45 employees, said General Manager Devin Bloodsworth. He’s been an employee at Wawa for 15 years but this was his first time opening a store as the general manager.
“It’s been a great new experience. Coming in, we got to interview probably about 400 people,” he said. “We spent about five weeks training everybody, and we just got the right team. Everybody’s excited, everybody’s engaged and ready to go, and I’m ready to see people grow their careers with us.”
Wawa has had hit record growth as it’s slated to open 90 new stores this year.
In Tallahassee, there’s been a surge in convenience stores, also known as C-stores, in recent years:
- Cumberland Farms on North Monroe Street opened in May 2023.
- SunStop on Capital Circle Northeast opened three years ago and other locations are slated for Thomasville and Ox Bottom roads and Blair Stone Road and Apalachee Parkway.
- And on the south side, a locally owned Skyline Express opened at Orange Avenue and Springhill Road.

TALLAHASSEE, Fla. (WCTV) – A second Wawa location opened its doors in the capital city on Friday morning, according to a press release from the luxury gas station chain.
The celebration began at 7:45 a.m., doors opened at 8 a.m. and a ribbon-cutting ceremony kicked off at 8:30 a.m.

The store offered free t-shirts for the first 100 customers, free hot coffee of any size and a hoagie-building competition benefiting local charities, the press release said.
The new store is located at 1755 North Blair Stone Road.

Tallahassee’s first Wawa store opened in November. It is located at 1465 Capital Circle Northwest.

The Mardi Gras Tribute Store has officially opened at Universal Studios Florida as Universal Orlando gears up for 2025’s Universal’s Mardi Gras: International Flavors of Carnaval.
The highly themed store takes guests to the Legends of the Bayou, a museum inspired by New Orleans’s legends and other popular creatures of cryptozoology.
Guests will travel through the Museum’s curiosity shop, the Louisiana marsh, and a swamp shack.
Celebrating 30 Years of Mardi Gras, this year’s merchandise includes t-shirts, flannels, hats, and hoodies, as well as accessories like headwear, backpacks, and vinyl toys. New must-haves include the eye-catching Gator Junior Shoulder Pal Plush and exclusive 30th-anniversary collectibles, including a customizable commemorative beaded necklace, a light-up Gator Junior popcorn bucket, a limited-edition bubble pin, and festive chocolate coins.

PITTSBURGH — The Staples store at the Waterworks Shopping Center.
Three Party City stores in Bridgeville, Cranberry and Monroeville.
And select locations for Big Lots, rue21, Rite Aid and others.
They all represent an ongoing wave of store closures in the Pittsburgh area in the new year and recent months in what’s expected to be a second big year in a row in which closures outpace new store openings in the shopping center industry throughout the country.
New research by Coresight Research projects there will be nearly 15,000 store closings in the United States in 2025, in contrast to 5,800 new store openings, suggesting a net closing of more than 9,000 stores. According to the research firm, the expected closings to come in 2025, of which there’s already been nearly 2,000 already, comes after spike of 7,325 closures last year, the most since the pandemic-marred year of 2020. The research put the new store openings last year at 5,970, which Coresight indicated was “the highest number of store openings since 2012″ and represented a net loss of 1,355 stores for the year.

New grocery store planned for Louisville’s Portland neighborhood
RA Foodbanks submitted an application to open a grocery store on 25th and W. Market Streets.
LOUISVILLE, Ky. — A new grocery store could be coming to Louisville’s Portland neighborhood, where a vacant gray and white building currently sits at 25th and West Market streets.
RA Foodmart submitted an application for a liquor license in December for the building in Portland. The application states: “I am going to launch this business as a retail store to sell groceries, packaged alcohol beverages such as beer, and other essential products and services.”
According to the Louisville Business Portal, the license application is still “in review.”
“We’re praying for produce and meat and things like that, and so it’s just really good to see them not afraid to use the building,” said Charmae Cuff, who works across the street and is from the Portland neighborhood. “It’s just the thought of having food…it’s happy and sad that people get excited when they hear they’re getting food. It’s unbelievable in 2025 that you’re excited that there’s a store opening.”
WHAS11 reached out to the applicant Wednesday, but did not hear back.
Cuff said the neighborhood has a large senior population that needs more access to fresh food within walking distance.
“Portland, West End, we’re resilient people, but you know, we need more food,” Cuff said. “We shouldn’t have to rely on corner stores and gas station food to survive. We need fresh food, fresh produce, fresh meat.”
She hopes a corner market will be a catalyst for the neighborhood.
“We just hope more companies come through and say, ‘Hey, we’ll open up a business that’s not just alcohol and cigarettes,’” Cuff said.
Louisville Metro Councilperson Donna Purvis told WHAS11 she was not aware of the grocery store’s plans, but supports the idea.

Business application under review for retail store in Louisville’s Portland neighborhood | Business
LOUISVILLE, Ky. (WDRB) — A new business could be coming to the Portland neighborhood.
On December 3, 2024, RA Foodmart submitted an application for the business that would be located at the corner of 25th and West Market Streets.
Martha Jackson grew up in the Portland neighborhood. She’s excited to see life brought back into the gray, vacant building across from her TARC bus stop.
“It lifts the whole neighborhood,” Martha Jackson said. “Everything is coming together.”
That application is still under review, according to the Louisville Metro Business Portal. The application states the owner, Rozina Weldegebriel, plans to “launch this business as a retail store to sell groceries, packaged alcohol beverages such as beer, and other essential products and services.”
Weldegebriel is a former chef for Kroger. She said she hopes to have the corner store open in the next few weeks.
“I am in the process of getting a license to open a food mart from the City and in the meantime, I am renovating this building,” she said. “My plan is to make this building ready by the first week of March. So to highlight what kind of services and products, I will start the business with limited essential products due to resource constraints. Once I have necessary equipment and with experience as a chef at Kroger for several years, I will be providing not only selling products but also fresh foods such as Pizza, sandwiches and other cooked products with affordable prices to surrounding communities.
“We’ve got the store coming up, and we’ve got a brand new daycare in the neighborhood,” Jackson said. “It’s all in the same block. It’s great!”

COBB COUNTY, Ga. — A metro Atlanta mall that shut down for a day over unpaid power bills turned the lights back on Wednesday. Now, one of the store owners tells Channel 2 Action News that he wants to take action against the mall.
Shane Starr, who owns Starrcade inside the mall, said he has hired a lawyer to investigate the property owner. He also hopes to band together with other business owners at some point to file a class action lawsuit against the owner.

“We’re trying to get compensated for the unfair usage of our rent. There are line items for utilities which I’ve been paying for a year and a half since we signed our lease here. To find out that we pay month after month after month and then he turns around and their group turns around and doesn’t pay their utility bills, it makes you ask where the money is actually going?” Starr told Channel 2′s Michele Newell.
Kohan Retail Investment Group owns Town Center at Cobb. Utility companies in other states confirmed with Newell that the same company has run into similar problems in Kansas, Ohio and Iowa.
“Towne West Square was disconnected for nonpayment 7 times in the past 12 months. The mall has been owned by Kohan Retail Investment Group during these shutoffs,” said Courtney Lewis, who is the Senior Communications Manger of Media for Energy.
“I can confirm Ohio Edison had notified Chapel Hill Mall at least twice that electric service was in danger of disconnection because of nonpayment before the mall ultimately closed,” said Hannah Catlett, Advanced Communications Representative.

According to the Cobb County Tax Commissioner’s Office, there are currently three tax liens against the property owner for 2024, with more than $1,000,000 in back taxes that were due in October of 2024.
The Cobb County tax commissioners officers says it reached out to the owner multiple times before officially filing the tax liens and reached out multiple times this year.
The office said it’s last resort is a tax sale which could happen in May if the back taxes aren’t paid. Between now and May the County tax commissioner said there will be a series of steps her office takes leading to the tax sale, if the owner fails to pay what is owed.
“I hate that this guy did this, but at the same time I still really want to see this mall succeed,” said Starr.
“We care about this mall and we are here a lot and to find out that somebody is trying to make a profit off not caring about it really upset us. We’re here today to kind of give what money we can as young adults who don’t make a lot to the small businesses,” said Ezra Morrison.
Channel 2 Action News first told you Tuesday about the Town Center at Cobb posting signs on the main entrances that it would be closed.
The mall’s owner claimed a maintenance issue resulted in the closure and that it would be resolved in two hours. However, Channel 2 Action News learned that the mall had “highly delinquent” Georgia Power bills.
Georgia Power officials told Newell that they have been working with Town Center for several months to resolve the payments and disconnecting service at the mall was a “last resort.”
The anchor stores, Belk, Macy’s and JCPenney, were able to stay open since they paid their own bills and have separate entrances.
