  • Three Countries Officially Quit Major West African ECOWAS Alliance


    Three military-ruled countries have officially withdrawn from the West African regional alliance known as ECOWAS, the bloc said on Wednesday, defying pressure from the group to return the countries to civilian democratic rule.

    The alliance, the Economic Community of West African States, offers its members visa-free travel, favorable trade tariffs and access to a $702 billion market for the region’s 400 million people. The three nations — Burkina Faso, Mali and Niger — announced their intention to leave last year.

    Negotiations between their leaders and the bloc then failed to reach an agreement that would keep them in. Instead, the three juntas are forging ahead with their own grouping, the Alliance of Sahelian States, A.E.S. by its French acronym, and have created a military force of 5,000 troops.

    The three juntas presented their exit as essential for their sovereignty and portrayed the alliance as a neocolonialist force carrying out a foreign agenda.

    “ECOWAS and the jihadists are the same,” Assimi Goïta, Mali’s president, said on Jan. 10, referring to the extremists who have destabilized a vast area of the Sahel, the arid belt that stretches coast to coast below the Sahara. “The only difference is that some carry weapons and others do not.”

    Their withdrawal will weaken ECOWAS, which celebrates its 50th year this May and had 16 members at its founding. It will now have only 12: Mauritania left in 2000. Burkina Faso, Mali and Niger, though not the most populous or economically strong countries in the region, account for more than half the alliance’s 1.9 million square miles and 17 percent of its 400 million population.

    The alliance said in a statement that it would leave the doors open for the juntas to return.

    But analysts say that the three exiting countries stand to suffer the most, including through higher prices, shortages of food supplies and political isolation.

    Niger shares a 1,000-mile border with Nigeria and relies on its much richer and populous neighbor for 80 percent of its trade. Relations have become strained in recent months: Niger has accused Nigeria, whose president is the current chair of ECOWAS, of supporting jihadist groups to attack it.

    Mali, Niger and Burkina Faso account for half of the world’s terrorism-related deaths, and the region overtook the Middle East last year to become the global epicenter of terrorism, according to a recent report by Global Terrorism Index. Some of the military juntas used the insecurity as a justification for seizing power, even though attacks have increased under their rule.

    ECOWAS responded to the coups with biting economic sanctions, and it has threatened a military intervention to restore civilian rule in Niger. But it was accused of having double standards for not punishing civilian leaders who cause political instability by postponing elections or changing their country’s constitutions to stay in power longer.

    A wave of coups has hit Africa in recent years, with nine military takeovers from 2020 to 2023 — a number unseen in decades. Most of them have been in West Africa.

    In Burkina Faso, Mali and Niger, the juntas refused to yield to ECOWAS’s demands to hand over power. The sanctions, which were backed by Britain, the European Union and the United States, were eventually lifted, and the alliance tried to push for dialogue with the three countries, but the juntas were not persuaded.

    “They want to be let alone, not to be dictated how to run their countries or to be forced to hold elections,” Fahiraman Rodrigue Koné, the Sahel project manager at the Institute for Security Studies, a regional think tank, said in a telephone interview.

    The three juntas have lately severed ties with some of their key traditional partners, ending military cooperation with France and the United States, and imposing new mining laws and taxes to maximize revenue from their ailing economies.

    They have strengthened their cooperation with Russia, which provides them with weapons and mercenaries. And they have secured new contracts for China to run mining operations that were previously controlled by Western companies and to supply arms, according to local media outlets. Turkey, offering itself as an alternative, has also provided drones and mercenaries to Niger, state media said.

    On Tuesday, protesters took to the streets in the three exiting countries’ capitals to celebrate the withdrawal. But analysts said that most people in these countries did not support the juntas’ decision to leave.

    “Critical voices are suppressed,” said Gilles Yabi, the founder and executive director of the West Africa Citizen Think Tank.

    Across the three countries, the human rights situation has sharply deteriorated, with thousands of civilians killed by the military and state-backed militias last year alone, according to rights groups.

    But the Sahelian juntas have lately become somewhat less isolated. Ghana’s new president has appointed a special envoy to their new alliance, and Togo has signaled that it may apply for membership.

    Documents for bond offering indicate operations won’t begin in time for LA Olympics

    LAS VEGAS — Brightline West no longer expects to launch operations in time to capitalize on visitors to the 2028 Summer Olympics in Los Angeles, according to a company bond offering.

    KTNV-TV reports that the 1,200 pages of documents related to that bond offering indicate that passenger service is now likely to begin in December 2028.

    The bond offering is aiming to raise about $2.5 billion through the bond offering for the estimated $12.4 billion project. The company and Federal Railroad Administration have already signed off on a $3 billion federal grant [see “FRA finalizes …,” Trains News Wire, Sept. 26, 2024].

    While the company has yet to finalize its ticketing strategy, the documents project the average one-way fare will be $119, or $133 for a premium ticket.

  • De’Aaron Fox trade rumors: Kings to open talks, and All-Star guard has a West landing spot in mind


    The Sacramento Kings are expected to open trade talks for All-Star point guard De’Aaron Fox ahead of the Feb. 6 trade deadline, according to multiple reports. There is expected to be a robust market for Fox’s services, but according to ESPN’s Shams Charania, it is believed that Fox has a preferred destination in mind ahead of his impending free agency in 2026. According to Kings reporter James Ham, that destination is believed to be the San Antonio Spurs

    Fox trade rumors were common earlier in the season, when the Kings were struggling under Mike Brown. After they fired Brown and promoted Doug Christie, though, the Kings have gone 10-4 and crept back into the Western Conference playoff race. That had seemingly quieted the noise surrounding Fox, at least for the time being, but the Kings have been on alert since this offseason, when Fox elected to not sign a contract extension that could have kept him in Sacramento long-term. Fox reportedly wants to compete for championships, and he seems to have a team in mind on which he can do so.

    Earlier this season, when the Fox rumors were at their peak, two teams that were known to be interested were the Spurs and the Houston Rockets. Houston has built a contender this season around a dominant defense, but has struggled to score late in games, an area in which Fox excels. The Spurs, meanwhile, are still looking for a star running mate for Victor Wembanyama as he ascends to his perch as the future face of the sport. Fox would be an obvious fit. The Miami Heat, built around Fox’s college teammate, Bam Adebayo, make sense as well. They are trying to trade Jimmy Butler right now, and could turn around and send assets received in that deal to Sacramento for Fox.

    One team that is not expected to factor into discussions, according to Charania, would be the Los Angeles Lakers. The Lakers are currently limited to trading just two first-round picks, in 2029 and 2031. As of now, there has not been reporting suggesting that the Lakers are the preferred destination for Fox, despite being represented by Rich Paul of Klutch Sports, who also represents LeBron James and Anthony Davis. According to SNY’s Ian Begley, the Brooklyn Nets view Fox as a target as well.

    When a star has a specific destination in mind, it can scare off other suitors depending on the circumstances. If that destination is indeed San Antonio, other teams would need to fear Fox simply walking to the Spurs for nothing as a free agent in 2026 because San Antonio has a fairly clean balance sheet.

    It is unclear at this time what exactly the Kings would look for in a Fox trade. With DeMar DeRozan and Domantas Sabonis still on the team and an owner that has been eager to push this team into contention following its 2023 playoff berth, the Kings could potentially seek a win-now package. However, if Fox is set on a single team, whether it’s San Antonio or somewhere else, Sacramento may not have the leverage to be picky.





    The Sacramento Kings are reportedly open to trading their star point guard De’Aaron Fox, according to recent rumors. While no official discussions have taken place yet, sources say that the Kings are willing to entertain offers for Fox.

  • ICC prosecutor seeking arrest warrants for those accused of atrocities in Sudan’s West Darfur region


    UNITED NATIONS (AP) — The prosecutor of the International Criminal Court announced Monday that his office will be seeking arrest warrants for those accused of atrocities in Sudan’s West Darfur region, which has seen reported ethnic cleansing by paramilitary forces that have been fighting government forces for 19 months.

    Karim Khan told the U.N. Security Council that crimes are being committed in Darfur “as we speak and daily” and are being used as a weapon of war. He said that conclusion is the result of “a hard-edged analysis” based on evidence and information collected by his office.

    Sudan plunged into conflict in mid-April 2023, when long-simmering tensions between its military and paramilitary leaders broke out in the capital, Khartoum, and spread to other regions, including the vast western Darfur region.

    Two decades ago, Darfur became synonymous with genocide and war crimes, particularly by the notorious Janjaweed Arab militias, against populations that identify as Central or East African. Up to 300,000 people were killed and 2.7 million were driven from their homes.

    Khan told the council in January there were grounds to believe both government forces and the paramilitary Rapid Support Force, which was born out of the Janjaweed, may be committing war crimes, crimes against humanity or genocide in Darfur.

    The Biden administration, just before it left office this month, determined that the RSF and its proxies are committing genocide in Sudan’s civil war. And the ICC prosecutor told the council Monday that there are “very clear echoes” in the current conflict of what happened 20 years ago.

    “The pattern of crimes, the perpetrators, the parties, tracked very closely with the same protagonists, the same targeted groups as existed in 2003” and led the Security Council to refer Darfur to the ICC, Khan said. “It’s the same communities, the same groups suffering, a new generation suffering the same hell that has been endured by other generations of Darfuris, and this is tragic.”

    Human Rights Watch in a major report last May said the Rapid Support Forces and their allied militias carried out attacks against the ethnic Masalit and other non-Arab groups in El Geneina, the capital of West Darfur state, from April to June 2023, with attacks intensifying that November.

    At least thousands of people were killed and hundreds of thousands displaced during the attacks, according to the report by the leading rights group.

    “I can confirm today that my office is taking the necessary steps to put forward applications for warrants of arrest in relations to crimes we allege are being committed and have been committed in West Darfur,” Khan told the council on Monday.

    He gave no details on the specific crimes or the people the ICC wants arrested. But he did say his office is particularly concerned about a stream of allegations of gender crimes against women and girls, which he said were “a priority” for the ICC.

    He said the last six months have seen “a tailspin into deeper suffering, deeper misery for the people of Darfur,” with famine present, conflict increasing, children targeted, girls and women subjected to rape and the whole landscape “one of destruction.”

    Khan had a simple message for those on the ground in El Geneina in West Darfur, the city of El Fasher in North Darfur, which is besieged by RSF forces, and elsewhere in Darfur: “Now, better late than never, for goodness sake, comply with international humanitarian law, not as a charity, not out of some political necessity, but out of the dictates of humanity.”

    Khan told the council he made efforts to engage with the RSF to obtain information relevant to the ICC’s investigations, and members of his office met with representatives of the paramilitary force last week.
